I completely agree with Dhiraj that WE CANNOT AFFORD TO LOSE AT THIS JUNCTURE. We have to do everything possible in this earth to remove the stay order of JTO LICE. I am sure Chq will not keep any stone unturned to win the case. I appeal to all people like me who can not contribute anything but always can give more moral and financial support. Please contribute fund to CHQ account as this legal procedure requires lots of money.

Dear friends
After winning the Supreme Court case against diversion, now snattachq has shifted its focus to Ernakulum Stay cases. In regard to promotion from TTA to JTO, present situation may be summarized as follows-
1. Stay on the exam has been ordered by the Ernakulum CAT. This has been awarded by the CAT on the request of BSNL circle officials Kerala. These circle officers allegdely have nexus with officiating JTOs who are continuously creating hurdles in the way of our JTO promotion.
2. They have also challenged the Amendment in JTO-RR for reducing the service condition from 10 to 7 years. This is the most serious problem.
3. To fix the cutoff date from 1st july 2009 to as Date of Examination. As per the interim orders of Principal bench of CAT, New Delhi the relief has been given to the TTAs and all the TTAs are eligible to sit in the exam.
To sort out problem no.1 & 2, SNATTACHQ should be impleaded immediately in Ernakulum court case. We should make all out efforts to vacate the stay on dated 18.08.2010 and also to defend the JTO-RR amendment. For this SNATTACHQ will hire top advocate in kerala.
Alongwith this, to save another 3500 vacancies snattachq is again going to reopen the contempt of court case in hon'ble High court of Chandigarh to revert the already promoted JTOs through diversion. In this way we can save another 3500 vacancies which are occupied by others in the name of supernumerary JTO against the rule.
On the subject matter our beloved office bearers of SNATTA Sh. Dharmendra Verma GS, Sh. Manish Samadhiya President, and Sh. Sachin Bhatt Treasurer are working hard to resolve the issue.
Since we have to initiate the process of impleadment in the ernakulam case, Hence I request to Kerala members and office bearers pl cooperate our CC Abhilash, Rajesh Sekhar and Shreekumar to resolve the issue.
At this juncture we can can not afford to loose.

Turning BSNL around: Systemic changes hold the key
The hunt is on for a new boss at Bharat Sanchar Nigam Ltd (BSNL) as Kuldeep
Goyal, the present chairman and managing director (CMD), lays down office on
July 31.
BSNL has been in news for a number of reasons, which are a matter of concern
for those who have worked and seen BSNL's remarkable growth, from being a
145-year-old government department to a telecom company making profits of
nearly $2 billion and registering growth of more than 60% in the period
intervening till 2008. Significant growth and profits were earned during the
tenure of the current CMD.
Back in 2004-05, BSNL was poised to become the number one in both fixed line
and mobile segments, though in the last three years it has seen a decline in
profits and a migration of fixed line customers, because of which it has now
slipped to the fourth position among telecom operators.
But it stands to the credit of BSNL that it brought the mobile revolution to
rural India. Indeed, it was the first mobile company to grow in the rural
areas, which were left uncovered by the existing mobile telephone service
providers who considered this more of an urban requirement.
Indeed, it also goes to the credit of BSNL for bringing other operators,
such as Airtel, Hutch (now Vodafone), Tata and Reliance into this market.
One can remember the change in the advertising campaigns from the glossy
five stars to that of poor people talking to their dear ones on a mobile
phone. The most remarkable was perhaps the chaiwala in a barber shop talking
to his brother in Dubai.
It goes to the credit of the telecom companies in India to establish the
mobile phone as an instrument of economic and social transformation of rural
India. Mobile phones have sure helped cover some of the gaps in
infrastructure, such as power and roads.
BSNL could have become the number mobile service provider, especially during
the phase when telephone demand shot up to 10 million per month, a number
larger than the total telephones existing in a number of European countries.
However, it could not procure equipment or provide new connections to its
customers, who out of sheer desperation moved to other service providers.
It won't be proper to put the blame on any one individual. The root cause
was the systemic failure arising out of the procedures, excessive
accountability and enquiries bringing in the vigilance angle into every
purchase and decision-making.
Imagine a company of the size of BSNL not being able to place purchase
orders for its expansion for almost three years in an exploding mobile
market. Little wonder it was left far, far behind by the competitors.
The BSNL customers also moved from fixed line telephones to mobiles,
especially the middle class customers who acquired mobile connectivity for
every member of the family and felt the additional expenditure on fixed line
phone could be done away with.
BSNL tried to save the situation by an aggressive media campaign. They
engaged actor Preity Zinta as the brand ambassador. In one of the ads, she
rejects the prospective bridegroom saying she will not marry into a family
that doesn't have a fixed line phone. Despite this powerful message,
customers kept moving out of fixed-line connectivity.
Of late, there have been suggestions to effect a change of leadership at the
top to rescue the situation. Some feel the company can regain its position
of eminence by hiring an executive from the private sector with a proven
track record to head it. Such an experiment has already been made at Air
India, but to no avail.
Air India's story is similar to that of BSNL. The company could not purchase
aircraft for almost 10 years. At a time when most airlines across the world
were buying new aircraft, Air India was flying a 20-year-old fleet, facing
serious operational problems.
Indeed, it is the same story for all the PSUs, which suffer from the problem
of excessive control and accountability.
The new thinking of changing the top management without bringing about basic
systemic changes is not going to bear fruit, even if the government were to
bring in the Big B himself, or someone as eminent. If anything, it will
create a feeling of heartburn and humiliation for the management who had
taken up the challenge and delivered despite the difficulties, controls and
constraints, and for a paltry compensation.

I dont care about the punishment. If Sardar Bhagat Singh afraid from punishment
then he cant do anything. For raising voice against injustice first of all we
have to boost our cofidence.In past I have raised previously my voice aginst
injustice by DGM (Plg) Mr Hemant Mahey and he feel sorry for that within two
days.
Secondly if GM forward my name then how can DGM held my file it means DGM(admn)
have more power than GM.Stll i have not recieving any comments from CHQ but
thanks to all my friends who raise my confidence by sending mails and message on
my cellphone. this operation should be continue till i got justice its my
promise to whole group.

I m very much strange over the silence by CHQ SNATTA and Central coordinator Punjab & CC Hakam Singh ji.We always shared our experience like we work like SDE & JTO but cedit goes to those who sitting on the chairs in the A.C rooms. Nodoubt we all are very good harworker only problem is that we are silent when injustice done on anyone. This is not in mine case may be like there more cases in whole country. what the question arises here that how many from us open our mouth raise our voice against injustice?
For raising voice only confidence is required what we get today this is due to SMS on cell of GM, DGM and CGM also. Today first time I fax a written complaint to CGM Punjab.Nobody from CHQ reply my mail. I want to know for what purpose we made our association i.e Injustice over TTA Cadre but I m sorry to say that we keep mum when management attacks on others. what we need at time is that we stand with that person and our CHQ raise infected persons voice to Delhi so that everyone knows regarding our unity and power. This is called perfect and effective

Its my request to moderator dont block messages of member regarding injustice.Reply of this injustice is very important now.Silence of CHQ now days proved that how much they take care about thieir members also their feelings.This type of Silence i had seen during wage revision, and before one they came in action which was the main facter for not getting good wages and loss to new TTAs.I think CHQ wait for the moment when management take action against me or i will anything that was not good for my family i think our CHQ should be feel shameful for this type of silence.

If the boss is always right then we have to accept one think we are TTA, we were TTA, we will TTA and we retired as a TTA. we have to change the way of our thinking as the boss may be wrong if he supress the file.once again thanks to all my friends gave me morale support.but i m sorry to say that CHQ till now silence over this issue. It means that i am doing totally wrong okkk if CHQ neither came in acgtion then i move towards CMD own my shoulders. Its my last request to support me as i m already in tension but full of confidence.
I have made a full strategy against this injustice as i dont required any type of award now but only i want that this type of injustice never face my any friend not in Punjab but also in whole india. I m very much strange over the silence by CHQ SNATTA and Central coordinator Punjab & CC Hakam Singh ji.We always shared our experience like we work like SDE & JTO but cedit goes to those who sitting on the chairs in the A.C rooms. Nodoubt we all are very good harworker only problem is that we are silent when injustice done on anyone. This is not in mine case may be like there more cases in whole country. what the question arises here that how many from us open our mouth raise our voice against injustice?
For raising voice only confidence is required what we get today this is due to SMS on cell of GM, DGM and CGM also. Today first time I fax a written complaint to CGM Punjab.Nobody from CHQ reply my mail. I want to know for what purpose we made our association i.e Injustice over TTA Cadre but I m sorry to say that we keep mum when management attacks on others. what we need at time is that we stand with that person and our CHQ raise infected persons voice to Delhi so that everyone knows regarding our unity and power. This is called perfect and effective

If being single person attack on DGM then why not together we attack on CMD for ou demand this is the weakness we always followed the rule but my dear for raising voice rules must be broken as these were made broken. My dear friend should our country got freedom if Mahatma Gandhi ji and Saheed Bhagat singh keep their mouth shut, not at all friends. For creating history we have to broken the rules and raise our voice again injustice only then this management hear our voice

I dont care about the punishment. If Sardar Bhagat Singh afraid from punishment then he cant do anything. For raising voice against injustice first of all we have to boost our cofidence.In past I have raised previously my voice aginst injustice by DGM (Plg) Mr Hemant Mahey and he feel sorry for that within two days.
Secondly if GM forward my name then how can DGM held my file it means DGM(admn) have more power than GM.Stll i have not recieving any comments from CHQ but thanks to all my friends who raise my confidence by sending mails and message on my cellphone. this operation should be continue till i got justice its my promise to whole group.

pls don't feel offended, but the SSA and Circle Office dates are already lapsed and the letter mentioned by you which was provided by Surinder is meant only for Corporate Office New Delhi to receive the cases from Circle Office as decided by DPC.
In my personal views, Pursuing such matter where the Management has the last say may land you in trouble. Even disciplinary action may be taken as you are openly accusing DGM (Admin). Due to the fact that DGM (admin) has the sole authority to recommend any case to the circle if it found to be truly genuine and worthy enough to be recommended further.
i personally feel your case is good but management did not feel the same at the same time.
And last, i felt extremely sad personally about your loss of your new born baby... it really pained me a lot. May Waheguru gives you strength to bear all those pains. i can fully understand and feel the loss of any family member as i personally lost 3 close family members periodically in last 15 months. i lost my Nana ji (Papa ji, Grand Father), My father-in-law and recently my Naniji (Beeji, Grand Mother).

Dear Pritpal,
the guy is just kidding. don't take it otherwise. why u jump to conclusion
without understanding the actual essence.
and i still could not understand how the DGM delayed file for 21 days and u
come to help after expiry date. In the meantime why u were quite.? is there
any understanding between u and ur higher officers to get u the award.? who
is ur controlling oficers? and can a GM/DGM asks a TTA to prepare the file
by himself.? as per award norms the controlling officer recommends the file
case alongwith the documents reqd. If ur SSA DPC approved ur case.? and as u
said GM/DGM asked u directly to submit ur case and DGM (admn) delayed it
then how come ur GM/DGM remain silenced over the issue for such a long time.
is there any under the table nexus between them?? is there any other non
executive case forwarded to the circle in due date and ur left behind
intentionally.?
anyway...and if he delayed ur file u can ask him the reason through proper
channel letter.

* Dt 25-07-2010**Hon CAT, Earnakulam has granted interim stay on the JTO
LICE in the various cases filed by vested interests. The most important and
the cause to worry is that the reduction in the qualifying service condition
from 10 years to 7 years has also been challenged by these vested groups. If
they become successful in their agenda then we will again be deprived of JTO
LICE. SNATTA CHQ is diligently working out the strategies to defend the
interests of DRTTAs. *
*All the CC/ CS are requested to immediately deposit ` 100 per member towards
the Legal Fund as it would be needed within a week to further our
strategies. The submission of the Legal Fund is essential otherwise CHQ will
not be able to handle the situation effectively and the consequences would
be far reaching on our career.*
*Pls make this Issue foremost important.*
* I will talk to my Distt. Secretary SNATTA immediately so we can jointly
reach every member** and get the required money within week from Chandigarh

It is needless to point out that in almost all the PSUs, Diploma Engineers are designated as Junior Engineers.
The minimum qualification which the TTAs possess, itself suggests that they are engineer and deserve to be designated as engineer so that the sanity prevails in them.

One LAST Suggestion for Committee member (Mr.Hakam Singh), only if BSNLEU is adamant on Telecom Executive for Telecom Operators then Demand not less than EXECUTIVE ENGINEER for TTAs. In a one go we will be Engineer and Executive both. ;-) it has both the elements of Govt. and Corporate culture. As there is no Designation of Executive left in Group-B and Group-A if management decided to change its Group-B ranks to Managers then we may get a chance to get our desired rank.
otherwise as per my previous mail oppose the executive word from Operators designation. as fundamentally Group-C could not get executive word in its rank. and Just Stick to our previous unanimous decision of JE (T) Rank.

We successfully conducted our 3rd Bihar Circle Conference on 25/07/2010 (Sunday) at UPTRC, Patna under the presidium of Mr. Rajeev Kumar, Circle President SNATTA, Bihar. The Chief Guest was Mr. M.K.Singh, Cricle Treasurer BSNLEU, Bihar Circle.
We had the following program :-
12.00 Welcome speech by Patna Dist. Secretary.
12.10. Inauguration by Chief Guest
12.15 Open session
13.00 Lunch
14.00 Subject committee meeting (Financial secretary report and secretary report)
14.15 Debate on secretary report and other issues by Dist secretaries /Dist representatives.
16.00 Vote of thanks by the Circle Secretary.
16.15 Election for Office bearers for the next term.
17.30 End of the conference.
We tried our best to invite a large no of TTAs from all the SSAs. New recruited TTAs were also present in a large no. Of course they are not happy with the recent wage revision, as they are getting less pay. Their anger is quite justified but we assure them to have faith in the efforts of our CHQ leaders.
In the last, after having a detailed discussion, new office bearers were elected unanimously. Active young chaps from the post 2007 batch have been considered in the circle body. SNATTA Bihar hopes that this new group of office bearer will show its strength and integrity to fulfill the genuine demands of TTAs. Active participation is expected from all of us as every TTA is a leader.

We discussed for AIC in Goa, many friends are ready to participate. We all enjoyed the whole meeting, tea, cold drinks and delicious lunch.
