Ans: Dear so and so I don't have any personal issue with snatta, BSNLEU or any
other tta in yours snatta, BSNLEU but I am very well concerned about my friends
working with me in the same cadre and under the same circumstances , you have
mentioned very negative thoughts about me but dear I have no problem with yours
point of view and I respect all of my seniors because they knew my nature very
well as far as they concerned so please read out what u have written" CRAVAN
went PAST" so please wake up Sid that caravan is approaching please tie your
pants and fight, I am already fighting and will continue to fight because a
group of dogs can even pierced a lion and but about your category sir u are also
a group I knew u cant be lion because lion never fights in a group so be a good
dog first.
2. Now SNATTA demands for 30% fitment for post 2007 TTAs!!! That means
demand for pay upgradation is hijacked!!!!!!
Ans: it is appreciated last but not least u have taken this into your
demand we all are obliged from our neck to feet. We know how we struggled for
this.

3. I think you are not at all interested with rest of the demand of SNATTA!!
Because you want only some regular money feeds in to your mouth, No
respossibility,No self respect,No sympothy to other members in the cadre.
Ans: I am not a pimp like u to have regular money feeds because I don't even
know how u can feed yourself with regular money wake up Sid it is a govt.
service not a smugglers den secondly responsibility and such and such heavy
words like self respect never thought like this it is a legal matter Sid not a
movie so I have sympathy with you and your little mind don't over stress it.
Nobody can feed money to anybody In a company or organization with or without
work if are doing then it is wrong.
4. Rahul I would rather interested hear from you after some 5 years(ie when you
become eligible for JTO competitive exam and BSNL unwilling to conduct the exam
due to several court cases)
Ans: dear I don't want to be a jto at all firstly and secondly if u want to
become it is good and proper exam should be conducted for the senior ttas and it
is our right.
5. I think people like you cannot even solve a simple problem of TTA cadre .And
as far as your problem is concenred, you better find solution yourself!!!I am
not even bother to wish u all the best.
Ans: people like me can solve problems and can be a problem for our right and
justice to anybody so start bothering us dear snatta is not a property of yours
its belongs to all ttas as u have already said about this in your loyalty speech
towards the BSNLEU.
Learn the manners first and secondly be organized and start bothering us because
we are also in this cader.

I thik nobody have any other opinion about the importance of these demands.
And about discrimination towards new TTAs ,SNATTA never done anything to avoid
post 2007 TTAs

From the beginning SNATTA argued for pay upgradation of TTA from 13600/- to
16430/- like govt of india done it for all JE cadre in the cental govt
department.SNATTA gave representation to BSNL for the same when pay revision
committe was established.You can verify it in our site archives.Now DPE also
gave the same fitment for PSUs following CDA pattern.
But pay revision recommendations for executives(RAO commission)came,all
illiterate Union people went after the demand of executive parity for non
executives(30% fitment formula)also.Lot of our senior members warned about the
danger of fitment formula in the groups.
But nobody heard.Nobody was willing to hear our demand including you people and
BSNLEU leaders

30% fitment was never been a damand of SNATTA, do you know that?
30% fitment was the demand raised by all the unions (including
NFTE,FNTO,BSNLEU,BTTU etc)not by SNATTA!!!!!
Now SNATTA demands for 30% fitment for post 2007 TTAs!!! That means demand for
pay upgradation is hijacked!!!!!!
You are not interested in the pay upgradation demand because you think that
seniors may also benefitted from pay upgradation!!!!
MY dear friend, I can assure you that nobody is going to benfit from upgradation
except you.For example,My current basic is 18410/- which is fitted to the
incriment stage of 13600/- scale.If pay is upgraded,to 16430/- my pay will be
fitted to the incriment stage of 16430/-(ie some 20 to 30 rupees change)
By pay upgradation TTAs after 2010 will also get salary upgradation!!!
Now you tell me who is selfish ? we or people like you?

Dear All,
With reference to the queries on duty timings plus ot etc, you may refer the
swamy guide book. Also, Bsnl, during finalisation of pay commission, these
aspects are left untouched which are likely to be revised positively after the
verification of union is over, till then status quo to be maintained. Right now
I dont have the swamy guide, else, most of ur queries are answered from the
guide. There might be some policy letters/administrat ive/financial orders of
BSNL which may also to be referred alongwith Swamy Guide for these
clarifications. Atleast all admin section will have these copies, if not the
recognised union will definitely have the latest swamy guide copy.

Also, I request our Union SNATTA bearers to purchase a swamy guide (appx cost
Rs. 200/-) of latest edition and retain for future reference.
If I recollect my memory, first one hour after regular duty hours is free and no
OT to be claimed, and the night duty to have double the rate. (2200 to 0600hrs)
OT is allowed only if one is not compensated with off, and the maximum hours of
OT allowed in a month is 30 hours excluding TH/NH days. Present OT rate is Rs.
21.15 per hour and if u perform 8 hrs OT, 7 1/2 hr to be calculated for OT and
30 mnt to be given for lunch break, hence per day OT will become Rs. 159/-. This
is a very meagre amount compare to the present day salary. The revision is
likely to be taken up alongwith "Other Perks" discussions to be held with Mgmnt.
Hence it is always better to take compensatory off for the time being, if
feasible. The claim for OT to be raised within one year, else, ex-post facto
sanction is to be obtained from competent authority to avoid audit objections.

But beyond the pecuniary benefits, we the TTA lots are committed to the work
ethics and also bend upon the welfare & progress of BSNL and its obligations
towards the customer, so it is advisable to sail on the boat along with the
immediate superior for a healthy atmosphere in the place of work, instead of
fighting for the rights. Because, we dont work for the entire 8 hours of our
regular duty timings, hence this is a give and take principle to have a mutual
understanding with superiors, in one way, not to burden the BSNL much, at the
same time, not to have over stretched your physical & mental balance without any
relief.
During commissioning of new exchanges, we used to work tirelessly on so many
nights without claiming any benefits, as we enjoy the time when we are free to
relax without any work load.

*State-run BSNL has written to the Telecom Ministry requesting a
compensation of Rs 15,873 crore per annum from the USO Fund for its
loss-making rural operations.*

Stating that the company incurs a loss of about Rs 15,873 crore per annum
for operating basic services as well as telegraph facilities in rural areas,
BSNL CMD Kuldeep Goyal said in a letter to Telecom Secretary P J Thomas that
this is making operations unsustainable and financially unviable.

"It is therefore once again requested that BSNL may kindly be compensated
for these losses of Rs 15,873 crore per annum by providing support from USO
Fund to the maximum possible extent and rest by exempting BSNL from making
payment towards licence fee, spectrum charges and USO Fund," he said.

The PSU is making this demand on the argument that it is providing services
to the public at minimal tariff. BSNL incurs a total annual loss of about Rs
10,985 crore only through basic phone services in rural areasThe Department
of Telecom has made a provision of Rs 2,000 crore per annum from the USOF
for three years as financial support for its loss-making wireline services
in rural areas, which the BSNL feels is quite 'inadequate'.
As per the audited accounts of BSNL for 2008-09, the rental revenue from
rural basic lines is about Rs 1,048 crore from 1.5 crore lines, which
translates into a revenue of Rs 58 per line per month.

Similarly, all the other recoveries, including call charges revenue and PCO
income, come to about Rs 1,696 crore, which is a revenue of about Rs 94 per
line per month.

On the other hand, during the same period, the OPEX of BSNL on rural lines
was Rs 12,681 crore, which reflects an expenditure of Rs 702 per line per
month. This excludes a depreciation of Rs 4,658 crore after taking into
account 50 per cent extra expenditure on rural areas, Goyal said in his
letter.

This indicates a huge gap between the cost of a rural line and the revenue
coming from them, BSNL argued.|

BSNL may register a loss of Rs 3,641 crore in 2009-10, the standing
committee on telecom had said in a report tabled in the Parliament during
the last budget session.
The Rs 3,009-crore profit registered by BSNL in 2007-08 had decreased to Rs
575 crore in 2008-09

Dear Hakam ji,

Hope ur receiving nos. of mails in this designation change matter. Yesterday myself & Mr. Kapil met with Com. P.Abhimanyu ( GS. BSNLEU) on the occassion of CWC meeting at jaipur & gave representation from SNATTA Raj on the common issues related to TTA's.

During the meeting with GS, BSNLEU the matter of designation change was also discussed. He gave clarification on designation change matter related to Non-executives
& executives. As per him prob.the desig. of lowest cadre of Grp.B i.e. JTO cadre would be Assistant Manager. & there will be no desig. namely Telecom officer left in Grp. B level.

As we are demanding desig. JE(T) for TTA, prob.suitable to our cadre in present scenerio but my view & conclusion in this matter is that the TTA is the highest cadre in Grp. C &D therefore we must try for getting desig. which includes officer word such as Telecom officer, Executive officer(Telecom) .

As we all know that mgmt. thinking very sharply in this matter & will try to put extra responsibility to TTA cadre after desig. change so my dear friends with extra resp. we should go & try for the better desig. for TTA cadre.

A parliamentary panel on public sector units has sought action against BSNL
Chairman and Managing Director Kuldeep Goyal for not showing up for its
meeting yesterday to examine the functioning of the state-owned telecom
firm.

The Chairman of the Committee on Public Undertakings (COPU), V Kishore
Chandra Deo, said in a letter to Lok Sabha Speaker Meira Kumar that despite
categorical instructions, Goyal did not attend the meeting, sources said.

COPU, one of the three key financial committees of the Lok Sabha, asked the
Speaker to taken up the matter "with the concerned authorities for
appropriate action against Goyal".

The BSNL chief had sought exemption from appearing before the COPU on July
7, just a day before the meeting was to take place, sources said, adding
that even the written replies from the company were received barely a day
before the meeting.

This was the second time that Goyal had sought exemption from attending the
meetings of the committee, they said.

"The committee unanimously took strong objection to both the late furnishing
of written replies as well as non-appearance of CMD, BSNL, despite the
chairman's categorical instructions to him," the letter noted.

It said there was a tendency on the part of the Secretary or PSU chiefs to
avoid appearance before parliamentary committees on "one pretext or the
other".

It urged the Speaker to issue "necessary directions to the Ministry of
Parliamentary Affairs for taking corrective measures to maintain the
supremacy and dignity of Parliament as an institution."

BSNL, which was earning more than Rs 10,000 crore profit a few years ago,
could barely manage to post a profit of Rs 575 crore last year. It is likely
that the company may slip into losses this year, as it could not withstand
competition from private telecom operators

The research arm of the telecom ministry, C-DOT, today said it will
deploy a solution for BSNL that will allow the state-run telco to share its
active telecom infrastructure with private operators in rural areas.

C-DOT, has developed a solution called --shared GSM radio active network (SG
RAN) -- which will allow BSNL to share its infrastructure in rural areas
with up to three private telecom operators, reducing the infrastructure cost
of each telco substantially.

"We are already in the process of implementing the SG RAN solution for BSNL.
This solution will allow the same infrastructure to be used by three-four
telcos at a time," C-DOT Director Vipin Tyagi said.

BSNL will be the first telco to implement the solution, he said. CDOT also
is in talks with other operators for the solution.

Active infrastructure includes base stations, which use spectrum to provide
connectivity to mobile phones, deployed by operators and forms a major part
of the infrastructure cost.

As of now, only passive infrastructure such as towers is being shared among
operators. However, sharing of active infrastructure such as spectrum is not
permitted in the country.

A telecom operator has to make major investments towards setting up tower
and putting up base stations.

According to analyst, in rural areas, the telecom traffic is low compared to
urban areas, there infrastructure sharing among multiple players could be a
cost-effective option.

New players who have been granted licences and planning to launch operations
may also find this solution a viable way of launching services in new areas.
