Dear friends (Fellow BSNL recruit TTAs)
I am Ravi Kumar, Dr.Rect. TTA of BSNL from EG SSA, AP. Of late we have conducted a district TTA meet and unanimously concluded to vote out BSNL EU for their gross failure in all the promises they failed to realise.
1. Pay commission would have happend in Apr 09 itself - had BSNL EU not delayed stating the Management put a condition of 10 yrs term.. where as - as per the corporate office letter signed by DGM(HR) for management, there is no mention about the term of revision.
2. Discriminatory promotion policy for DoT obsorbed and direct recruits.. Remember except for few compassionate appointments - there is no other cadre in Non.Exec. cadre other than TTA.. So Dr.Rect. TTAs are the only victims (Targeted lot).
3. Failed to get us bonus.. bonus is paid for good work put in (Productivity linked bonus) - where as they have made agreement for Profit linked bonus - knowing well that in last four years Management has spent meny crores of rupees on arrears paid to executives and non-executive cadres (2006-2010).. At the same time on equipment and infrastructure.. buildings, millions of cell towers across the country have come up in last 4 years. In fact I've seen lot of development activity in my SSA in last two years. And I myself has worked twice in last two years and received no bonus.
4. Lessening the period of service for promotion exams - is a farse.. many PSUs still follow 5 yrs service norm for promotion exams.. and First two batches of TTAs (2001 and 2002) recruits may even complete 10 yrs service if the JTO promotion test is conducted in the year 2012 or 2013.
5. Four promotions is a farse on part of DoT obsorbed too.. caz first promotion ie in 2004 is notional with monitory benefit only after Jan 2008, they may derive benifit of 2011 promotion. 85% of DoT obsorbed will retire before 2019 when the next promotion is due. And only those compassionate appointed staff, recruited after 2000 will get promotion in 2027.
As far as Dr. Rect. TTAs are concerned - I myself wont think that they will continue to be TTAs for 32 long years to get their 4th promotion as TTA.. whom are these BSNL EU leaders trying to fool.....?
6. During 2004 national council meeting of BSNL EU conducted at Hyd. AP - we (Dr.Rect.TTAs) had a exclusive session with Sri Namboodri and Sri Ashok babu, where in Ashok babu replied "What is the benefit to EU, if u become JTOs?", for a question raised by dr.rect. TTAs about becoming JTOs.
7. He thinks Engg. Graduates who joined as TTAs are fools, and Management has not asked them to join. (Mgmt never called for graduate Engineers to be TTAs is what he said ) when we asked him for weigtage in promn.policy for B.Tech candidates. This type of questioning is accepted from Mgmt. but not from union leader.
5. The same day I (Ravi Kumar - 09440887988) said to other friends Mr Kalidasu (09441772399) and one Mr. Mallela Sudhakar -BSNL TTA with B.Tech, that this union appears to be against the knowledge base (BSNL TTAs) of BSNL. which proved true in their promotion policy at a later stage.
BSNL EU with its step-motherly attitude towards BSNL recruits is
bound lose for its mistakes (desparte) in these coming elections.. It
doesn't matter - who gets majoirty.. but make sure it is not BSNL EU..

There is a call(SMS) from BSNLEU that there is a meeting of DRTTAs in Telephone Bhawan at 2.00 pm on Sunday. It is a ploy set up by BSNLEU. It is game plan by them to attract innocent DRTTAs and to brainwash them. Do not fall for this. The whole thing is organised by one DRTTA who happens to be a psycopath of EU.
All SNATTA supporters are requested not to attend the meeting, else, you will be surprised to see your photograph on BSNLEU site stating that you are with them.
Show your unity. Do not attend the meeting.

Dear All TTAs of BSNL,
I, K N Ravi Kumar Dr.Rect. TTA of EG SSA (Cell.No.09440887988), AP has the following few lines for you allz consideration and necessary action…..
I've joined BSNL in 2003 and attended National council meeting of BSNL EU held at Hyderabad (AP) in year 2004… I am novice to politics and unions…
On 09-01-2011 SNATTA members of E.G SSA (AP) conducted a meeting which was attended by both DS and Dist. Coordinator of NFTE (invited) and DS of BSNL EU (participated), where we the members of SNATTA made it clear that "WINNING OR LOSING IS ONLY BY SUPPORT FROM SNATTA" and made our point very clear that BSNL EU has no right to ask us to vote for them… Reasons listed below..
1. Discriminatory promotion policy – targeted group (TTA BSNL) . No DoT absorbed will continue in service to get 4th promotion in 2027 (1st notitonal in 2004, 2nd in 2011, 3rd in 2019 (only 15% of DoT absorbed will remain in service by then) and hardly those compassionate appointment staff (DoT appointments after 2000) may remain to take 4th and final promotion in 2027.. I strongly belive that no direct recruit TTA will continue to be TTA to take 4th promotion after 32 years of long service as TTA – I hope every TTA should become JTO after completion of 5 to 10 years of service…
2. Failed to bring in good pay scales to all (They still talk tall about this) – allowances are not settled yet.. Had EU not objected with a false point of 10yrs periodicity, it would have occurred in April 2009.. (I hope most of our TTA friends would have read the Corporate office letter dated 07 Apr 2009 by DGM(HR) on behalf of management) – Instead they went out on strikes and got interim benefits of 6 months pay as advance and what not.
3. Failed to get us bonus – which must be based on "Productivity Linked" rather than "Profit or Performance Linked" – clearly knowing that in last 4 to 5 years BSNL management has spent a lot on improving infrastructure and services (New equipment and 2G, 3G services, Towers n buildings etc) apart from pay revision arrears to executives and non-executives (average of Rs 1,00,000 per employee – 35000 executives and 2,50,000 non-executives) in last 4 years… How can leaders at national level forget these facts and try to bully us telling that BSNL is going into losses. So only we are not paid bonus. How ridiculos… I think most of our friends would agree that in last two years most us have put in double efforts to put BSNL on to the path of glory – did more than what we've been doing for past 6 years…and we certainly deserve bonus for the hard work we have put in during the last two years – be it in maintenance, marketing our products are whatever the area of work we are involved in..
4. These facts are projected at the District meet and DS of EU has tried to assure us he'll take it up through state council and do us justice.. We said it is too late for such assurances (we no more heed to false promises) and Warned leaders of NFTE to take a lesson from what is happening.. and they should be committed to the growth of TTA community and in turn the BSNL – as the future non-executive cadre is TTA only…
5. Last but not the least – going back to National council meeting of 2004 – where in Dr. Rect.TTAs had an exclusive session with Com. Namboodri (president EU) and Com. Ashok Babu (Dep. GS of BSNL EU) were present., there are some interesting Q & A listed below for your perusal..
Q1. Sir, Dr.Rect.TTAs are highly qualified and not being utilized in proper areas of technology – they should not be shunted to remote areas and group exchanges..
Ans. (By Ashok Babu) This is mgmt. issue – more over this is National council meet – no local issues to be discussed.. (I said this is the local problem happening at national level – the same story repeats everywhere)
Q2. Sir, Do you say you are not at all manipulating transfers and not interfering on mgmt. decisions regarding transfers?
Ans. (By Ashok Babu) Seniors are to be given importance – and moreover you are trying to create a divide among the cadre by discriminating DoT obsorbed and Dr. Rectts. (Which is shown loud and clear in promotion policy – who did it?)
Q3. Sir, There are some B.Tech candidates (in fact majority) – who should get weightage for LICE to JTO etc.
Ans. Who asked B.Tech candidates to join as TTAs (Can be OK if it is from CMD or GM of BSNL but not OK from Dy.GS of so called employees union)
Q4. What about promotion prospects to these TTAs ?
Ans.. We've been serving the union for 30 long years – we never bothered about our own promotions – you've joined only a few years back and why are you worried about promotion – serve the union first – more over what is the benefit to the union if you become JTOs – instead we lose some members (subsciptions) - These are the words of our own Dy.GS. of BSNL EU
Then and there it self I've concluded to my TTA friends – namely one Mallela Sudhakar (of Hyderabad SSA) and Kalidasu (09441772399 of Karimnagar SSA, AP) and Mahender Reddy (09440683657 of Mehboobnagar SSA, AP) that this union sees no future for any Dr. Rect. TTA – in whose hands the future of BSNL lies… So comrades think.. it is time for a change. Put on your think hats and please.. vote out BSNL EU.

I see a great concern for BSNL in your post. I remember Archimedes said, in the Doric speech of Syracuse, "Give me a place to stand and with a lever I will move the whole world."
And you have decided to do it. Good. Keep it up. But I warn you.
"Be careful for the old might do anything to save their skins. They are very wise in terms of corruption and have their roots deeply burried into our system". Watch your head. Never approach them with excitement. They are suckers.

I see lot of emotion and sense in your posts. I also see anger in your posts. Keep up the spirit for it is needed for our future.
There is a lot of energy in DRTTAs. I am thinking of channelling this energy into some constructive shape. Post-election, we could do a lot by being together. I have some ideas. We can contribute a lot to BSNL's health in the future to come.

Dear all,
It's Election time, the time to elect a Majority Union for the Non-Executives in BSNL for the betterment of BSNL as well as its diversified employee base comprising of both who are on the verge of their Retirement and who have just started their Career in BSNL. An Association or an Union is formed to look after the INTERESTS of its members so that the Management of the said Company is unable to do INJUSTICE to its employees, which is even allowed in Private Companies is per Company Act Of India for the Blue Collar Workers.
As the election campaign in BSNL had already heated up and our esteemed association SNATTA had severed its ties with BSNLEU for the forthcoming membership verification for the Non-executives to be held on dated 1st Feb 2011 and joined the Union with nine hands on its Symbol NFTE(BSNL) because BSNLEU had breached the contents of our agreement between SNATA & BSNLEU and above the TRUST of not only TTA's BUT all its employees.
The BSNLEU Office-Bearers all over India are propagating that SNATTA had been IMMATURE and Uninformed and had taken a decision that will be detrimental to BSNL and its workers interests.
I am not a regular writer on this form BUT I am writting this mail especially to thank BSNLEU to have Opened my Eyes and accept that I had been a IMMATURE for no going through the BSNL CDA RULE 2006 completly and had overlookeed the GRAVE MISDEED of BSNLEU even through I had been issued a Charge-Sheet and I had gone through it to prepare my reply....
BSNLEU had been campaigning with the single point agenda that it is a PRO-WORKER Union and our alliance partner NFTE(BSNL) is not. It(BSNLEU) had even posted on its Election Posters as its main demands that it is against VRS/CRS of 1 lac employees fron BSNL. It had also called a number STRIKEs against it.
It has come as a suprise to me that a new rule had been formed in BSNL under their rule during the period 2004 to 2010 named BSNL CDA RULE 2006 which is totally against its employees interests and more draconion than VRS/CRS. This rule make a employee a total slave to its seniors who can easily terminate their serive with only three months salary/notice. The above cited rule .....RULE-55 had been attached herewith.
Rule 55. RETIREMENT
(i) On Medical grounds:
An employee may, at the discretion of the competent authority, be examined by the Medical Officer / Officers as may be approved by the Company, at any time during the course of his employment with the Company to find the employee's fitness or otherwise for continuance of his employment in the company. If the employee is found unfit for continued employment by the competent authority, he shall be compulsorily retired on medical grounds.
(ii) On attaining the age of superannuation:
(a) The age of superannuation shall be completion of 60 years and an employee shall retire from service on the last day of the month in which he attains the age of superannuation.
(b) The company may, if it is in the interest of the Company so to do have the absolute right to retire an employee at any time after he completes the age of 55 years by giving him three months' notice in writing or on payment of three months salary to him in lieu of such notice.
(c) An employee may also at any time after completing the age of 55 years voluntarily retire by giving three months' notice to the Company.
This Rule says a lot and needs no further clarification.

Dear Colleagues and Comrades,
BSNLEU has been the recognized union in BSNL for the last 6 years. BSNLEU
has ruined all the rights that employees achieved through decades. *First
time, in the history of BSNL, they have brought zero bonus for
employees.*Do you remember any year in which employees didn't get
bonus?
*In many other PSUs the ordinary employees are getting more than ten
thousand as bonus.*The union which didn't pressurize the management for
bonus, silently allowed the management to bring a new LTC rule. *As per this
rule, many high level officers who took two day's leave and travelled to a
near by SSA got pay up to 50000. *We, the ordinary employees, too had the
opportunity to get 10 day salary as free by the same method. But the
Employees union leaders had hidden this golden opportunity from its members.
*Why this information is not published in the notice board of EU or in their
web site or in their monthly publication or in their meetings?* What they
got from management instead of this? Ask to your leaders. Anyway this
opportunity has been lost forever in the 2010 ended block year.
* BSNLEU says its biggest achievement is promotion policy. But what is the
real fact? The management fooled the EU leaders. As per their agreement one
promotion will give you just one increment (We challenge that any BSNLEU
leader can deny this?).* That too, if one had got promotion at the beginning
of BSNL, its monetary benefits would be given only *from 01.04.2008 (fool's
day)* onwards only. If any employee, who got OTBP/BCR after 01.10.2000 and
signed NEPP, has to refund the money that he got due to the OTBP/BCR
promotion. *Some workers have to refund even more than 50000.*
Management again befooled the EU leaders in wage revision through new
fitment formulae. As per the new fitment method, a TM got an average
increase of mere 2000/month, a Sr.TOA got a mere 3000/month and a TTA got a
mere 4000/month. *But at the same time even JTOs and SDEs got an increase of
more than 15,000 and 20,000 /per month (If you have any doubt ask to show
the officer's pay slip. You will be in coma after seeing it).* Coming to the
arrears, a TM got an average arrears of mere 1.00 lakh for the three years,
a Sr. TOA got a mere 1.50 lakh and a TTA got a mere 1.70 lakh. * But at the
same time there are some high level Group A and Group B officers who got 30
lakh as arrears for just one year.*
BSNLEU is demanding to up grade the TM's and Sr.TOA's pay scale three times
a day. But even being the recognized union for the last six years they
didn't do it.
* CPM had been stopping the parliament demanding the JPC enquiry in the 2G
scam. They alleged that former minister and DMK leader A.Raja made 1.76 lakh
crores loss to the Government. But BSNLEU is in an alliance with DMK
oriented TEPU in the verification*. What a contradiction and what is the
secret behind it? Why BSNLEU is whole heartily supporting the 2G scam?
*Remember,
EU was the recognized union in BSNL when this scam happened*. Why didn't
they oppose it and kept in silence?
* During the last six years BSNLEU could achieve better pay, job security,
EPF, Employee's state insurance etc to the casual/contract workers*. *In the
National Councils, which was supposed to discuss the problems of BSNL
employees, BSNLEU fought for the casual/contract workers*. In their strike
too it was the main demands. BSNLEU is almost successful in getting the
casual/contract staff permanent. *But these things should not be done by
sacrificing the rights of the BSNL employees, as BSNLEU is doing now*. We
are struggling for survival. But EU is interested only in settling the
demands of casual/contract workers. To whom EU is contesting in this
verification? *For BSNL employees or casual/contract workers? Please
clarify*.
The duty of the recognized union is to get the rights of the employees and
direct the management in the right direction. The wrong policies of the
management should be opposed, the right policies should be encouraged and
creative suggestions should be given. Then only the company can go forward
and make profit. *When NFTE was the recognized union, this duty had been
performed successfully. At that time BSNL was in a profit of more than 10000
crores*. But unfortunately when BSNLEU got recognition, BSNL started to dip
in each year. In successive years, the profit reduced to 7000 crore,3000
crore 500 crore etc. *In the last time, first time in the history of
Telecom, BSNL registered a loss of 1800 crore. As per BSNLEU leaders itself,
BSNL is in a loss of 6000 crore in this year. * * What would be our fate if
BSNLEU is again elected in power? Today we have no bonus. Tomorrow we won't
have salary, job and pension. BSNLEU agreed with management to retire the
employees at the age of 55 also.* BSNLEU can't ask the BSNL management to
modify it as it has already agreed to all of these.
Just one more word to the Phone Mechanic/ Telecom Mechanic comrades. *When
NFTE was the recognized union there was tremendous improvement in your
career. Temporary staff got permanent job. They become regular mazdoor. **Then
they became lineman. Then they became Telecom Mechanic. Today you have a

Well said. Further I want to give my opinion, not to hurt anyone but to
express my mind in this forum and it may not be correct / acceptable to all. If
so I tender my advance apology to those.
1. In general the non executive employees don't understand the capabilities,
values, benefit to the organization by having young, energetic, qualified,
professional DR TTAs. They can't understand as their knowledge is limited due to
their qualification, work culture and not having any vision for the future of
the company or the staff and interested only in personal benefit.
2. The management, even though knows very well all about DRTTAs they are
reluctant to give due recognition due to the ill informed Unions approach and
also to suppressing the actual young work force who can undertake any work in
BSNL and second to none in terms of knowledge and work culture in their own
sphere.
I wish to congratulate you, KGM Prasad, Bandhan, GS Rajawat, Abilesh
and one and all of DRTTA for keeping the unity and providing encouragement ,
making us to feel that there is an umbrella called as SNATTA which can protect
us from heat and rain.
Let us show our sincere effort and also spread the message that what ever
may be the outcome, "TTAs are united and they are second to none".

I am Ravi Kumar, Dr.Rect. TTA of BSNL from EG SSA, AP. Of late we have
conducted a district TTA meet and unanimously concluded to vote out BSNL EU for
their gross failure in all the promises they failed to realise.
1. Pay commission would have happend in Apr 09 itself - had BSNL EU not delayed
stating the Management put a condition of 10 yrs term.. where as - as per the
corporate office letter signed by DGM(HR) for management, there is no mention
about the term of revision.
2. Discriminatory promotion policy for DoT obsorbed and direct recruits..
Remember except for few compassionate appointments - there is no other cadre in
Non.Exec. cadre other than TTA.. So Dr.Rect. TTAs are the only victims
(Targeted lot).
3. Failed to get us bonus.. bonus is paid for good work put in (Productivity
linked bonus) - where as they have made agreement for Profit linked bonus -
knowing well that in last four years Management has spent meny crores of rupees
on arrears paid to executives and non-executive cadres (2006-2010).. At the same
time on equipment and infrastructure.. buildings, millions of cell towers across
the country have come up in last 4 years. In fact I've seen lot of development
activity in my SSA in last two years. And I myself has worked twice in last two
years and received no bonus.
4. Lessening the period of service for promotion exams - is a farse.. many PSUs
still follow 5 yrs service norm for promotion exams.. and First two batches of
TTAs (2001 and 2002) recruits may even complete 10 yrs service if the JTO
promotion test is conducted in the year 2012 or 2013.
5. Four promotions is a farse on part of DoT obsorbed too.. caz first promotion
ie in 2004 is notional with monitory benefit only after Jan 2008, they may
derive benifit of 2011 promotion. 85% of DoT obsorbed will retire before 2019
when the next promotion is due. And only those compassionate appointed staff,
recruited after 2000 will get promotion in 2027.
As far as Dr. Rect. TTAs are concerned - I myself wont think that they will
continue to be TTAs for 32 long years to get their 4th promotion as TTA.. whom
are these BSNL EU leaders trying to fool.....?
6. During 2004 national council meeting of BSNL EU conducted at Hyd. AP - we
(Dr.Rect.TTAs) had a exclusive session with Sri Namboodri and Sri Ashok babu,
where in Ashok babu replied "What is the benefit to EU, if u become JTOs?", for
a question raised by dr.rect. TTAs about becoming JTOs.
7. He thinks Engg. Graduates who joined as TTAs are fools, and Management has
not asked them to join. (Mgmt never called for graduate Engineers to be TTAs is
what he said ) when we asked him for weigtage in promn.policy for B.Tech
candidates. This type of questioning is accepted from Mgmt. but not from union
leader.
5. The same day I (Ravi Kumar - 09440887988) said to other friends Mr Kalidasu
(09441772399) and one Mr. Mallela Sudhakar -BSNL TTA with B.Tech, that this
union appears to be against the knowledge base (BSNL TTAs) of BSNL. which proved
true in their promotion policy at a later stage.
BSNL EU with its step-motherly attitude towards BSNL recruits is bound lose
for its mistakes (desparte) in these coming elections.. It doesn't matter - who
gets majoirty.. but make sure it is not BSNL EU..
