1a. reschedule the AIC
Posted by: "VIKAS KUMAR GUPTA" vikas8bsnl@yahoo.com vikas8bsnl
Date: Wed Sep 29, 2010 8:45 am ((PDT))

To CHQ Offisebearers,

Kindly reschedule the AIC if possible keeping in view the tense situation
developed after the SC verdict on Ayodhya hearing on 30 th sep.Due to this many
of the prospective participants would not be able to participate in the
meeting/conference.I had my reservations on 30 th from Tatanagar to Mumbai then
mumbai to Goa but unfortunately it had to be cancelled and I would not be coming
to Goa.

Likewise many of the members might have changed their minds, therefore its my
humble request to reschedule the dates suitably because if something happens to
anyone the responsibility would lie solely upon us who knowingly did not took
precautionary measures.I know all the preparations have been done and are at
final stage not to forget the money incurred but we should also keep in mind
that safety is foremost and we cannot risk anyones life for this, meetings can
happen later.

KINDLY THINK UPON THIS WITH A CALM MIND AND ACT WISELY.

hi Vikas,

your concern is quite genuine but nobody knew it earlier about verdict.
everyone has scheduled their journey and now its no time to back track.

"Ja ke Rakho saiiyann Marr sake na koi"

i am coming with my family including small baby. now i feel its a bit
risk but as i am determined to visit Goa so i cant revert. i think that
due to Commonwealth games nothing absurd will happen due to high and
tight security all around. Moreover, India's prestige is at stake so any
untoward incident will be highlighted in the World media.

i guess it may be postponed or any diplomatic decision may be taken.

hope for the best pray for the best and leave the rest to almighty.
it might be possible that if any tense situation come then we may have
to extend the conference to another day also. all decision depends upon
verdict and aftermath.

i request everyone to come and support the AIC-Goa and make it grand
success.

prayers have great powers and i am a firm believer of it.

regards,
Bandhan Preet Singh,
Chandigarh

hi friends,
back with same routine question, however I need ur help.
One of my customer registered for 8 Mb speed plan. I did all the normal things including sending a request mail to upgrade the profile to access internet at 8 Mb speed to BBNOC Banglore and people there upgraded the same and said to check it.
Unfortunately, within the MDF at the DSLAM PORT I am not getting the 8 Mb speed. Its the same 1.6 to 1.8 Mb. I tried with other DSLAM PORTs and profile upgradation and even the best Stream pair cables. Also with many types of modems and configurations and different PCs. Again the same speed. At last even raised Trouble Tickets with no use.

any more options guys???

I need ur help. Plz. If anyone has answers please forward to me. The help will be greatly appreciated.

hi,

first of all tell me whether the plan is Upto 8 mbps or direct 8mbps. i hope
it would be upto 8mbps.
so the maximum speed so far i got in chandigarh is 6.5 mbps.

tell me how u checking the speed..?
whats the Downstream SNR value, Max. Attainable rate and Current data rate
for the profile or port of which u checking the speed.??
can u send me the screen shot of the DSL status page..
i will comment further after ur inputs.

Some points to follow,
firstly just stick to one port, get it configured for 8 mbps profile, wedge
the outside line or check the speed at the port itself in mdf, check the
parameters of the ports.

dont worry dear we are with u to solve ur problem. just get back soon.

Please give me the DSLAM port No, DSLAM IP, Inner VLAN, Outer VLAN, BNG name
and NAS IP i.e. port binding details, your BNG IP. Connect the modem in MDF.
When the link is stable, call me (between 12 to 5 pm), because in that way I can
check all the parameters online from our BNG.
In the mean time, check the cable on the right side in NIB (MDF) port of the
subscriber. If one of the cable is loose, then this thing happens. I know
because, one of my customer had same problem and I solved the problem. If in the
MDF speed and SNR is Ok then try using Aurora presto.

Dear Friend,
In this case u have to check two Basic things,

         1)  Whether ur DSLAM is connected to OCLAN by Optical fiber media or not. If it      connected directly through Optical fiber then u may get this much speed.

         2) If your DSLAM is connected to OCLAN by PCM (Through converter) then u have to check how many PCM's they have given to concern DSLAM.

One straight-forward thing we have to remember is that 1 PCM means we can get Max. speed of 2Mbps.

Dear friends

As we r going to gather at Goa for national conference, here i am posting some
food for thoughts. Looking at the schedule of the program, it will be very
compact one with very less time to speak. So i am giving some thoughts here.

The TTA cadre in BSNL is suffering since long due to various reasons either
absorbed or direct recruited. Initially there was cadre union in BSNL and
BTTU(Bharat Tlecom Technician Union) was representing the cases of Technicians,
PIs, RSAs etc pre-restructured cadres. After formation of BSNL, one recognised
union policy was adopted. Now other cadres mainly Sr TOAs and TMs were large
in numbers while TTAs were very few. The leadership of almost all the union was
in the hands of Sr TOAs, but TMs was the main vote bank due to its numbers and
TTAs sidelined due to their less numbers. As per my knowledge and understandings
the absorbed TTAs joined BSNL Workers Rashtriya Union, which had TMs associated
with it, but it too limited to few circles(UP etc). The three major unions ie
BSNLEU, NFTE, FNTO was not bothered about TTAs as there is nil or very few TTAs
in its district, circle or national bodies.

TTAs suffered due to this set up in 2002 when management was ready to give 5500
scale in place of 4500 as done in other profit making PSUs. Then ruling party,
NFTE, demanded same hike for Sr TOAs , giving reasons that Sr TOAS r more
qualified (BA, BSc) then TTAs(Diploma). And it forced management to keep it at
only 5000.

After the formation of SNATTA the bold face of TTA was shown to all. The party
supported by us get majority in all the elections afterwards. It created unrest
in the loosing party, but ruling party is taking it casually. Again the reason
is same. We r group of hard working people,. We r of the importance only in the
election times. They just need our votes to get majority and after that they
will care only for Sr TOAs and TMs.
Neither union can do any thing against Sr TOA or TM, WHY? Because all the unions
has these cadres in key posts and they will not let anyone to harm these cadres
interest.

SOLUTION-
On this platform and others there r many call
to dissociate ourselves from all unions and form our separate union. But i
disagree. In my view we should be intact as a group in SNATTA and should
continue with dual membership with motive of gathering important and key posts
of all the unions at all levels.

Looking for a healthy debate at Goa and group.

*S.No.- Two >>* *the below mail written in Jan, 2009*

hi SNATTian..!!

I am feeling very very happy to convey that SNATTA-BSNLEU Alliance Won the
verification.

BSNLEU got its HATTRICK. BSNLEU Won Election verification three times in a
row.
*
With the hard efforts of 15000 TTAs all over INDIA and in the leadership of
GS Dhiraj, President Chandan with the guidance of CC, CS, CP of each circle
we have achieved the FIRST Target of our Mission Verification*.

Now i want to request CC, CS and CP of every Circle to prepare two members
list for LCM, RCM & NCM and put forward to our GS Dhiraj at
snattachq@gmail.com for further necesary action as early as possible.

*We have to make sure that BSNLEU, as per our Agreement with Mr. VAN.
Namboodri GS BSNLEU, must conduct TTA to JTO exam this year with 5 years
elligibilty.
*
*They must get Highest Pay scale for TTAs as per recommendations of 6th pay
commission now.

They must change our designation to JET (Junior Engineer Telecom) this year.

They must get orders for inter circle transfers for TTAs under para-8
(erstwhile rule-38).

The most noteworthy point in this Verification outcome is the MARGIN
(Difference) of VICTORY. BSNLEU won from around 30000 votes all over INDIA.
If SNATTA would have supported NFTE-FNTO then victory might be enjoyed by
the NFTE-FNTO.
Its only by the virtue and presence of SNATTA, the BSNLEU Alliance won this
Election Verification.

Every SNATTA member has campaigned with BSNLEU all over India and voted for
them alongwith their Line staff. Now its their (BSNLEU) Time to give back
something to us (SNATTA).
We hope and believe that BSNLEU will live upto its commitment this time.

hi friends,
now i am starting some chain mails starting from today onwards. i will
remail some of he old but good mails written by some of the members.
*S.No.- One >>** the below letter is written in August 2009*

From

Abhilash.V,

Central coordinator,

SNATTA,

Kerala.

To

VAN Namboodiri,

General Secretary,

BSNLEU.

Dear Mr.Namboodiri,

On behalf of DRTTAs, I send this letter to inform our strong protest against
the weak performance so far done by the BSNLEU in the issues related to
DRTTAs. We supported the BSNLEU just because of trusting its strong
leadership. We hoped that our demands would be well represented by its
strong leaders. But, now we are really ashamed of the same leadership!

Whenever we met you, you always had a sweet smile on your noble face. But we
never thought that you were cutting our throats with a smiling face. Now you
have proved it! We were crying for a service condition reduction of five
years from the year 2001 onwards. During the last membership verification
time you signed an agreement with us for the same. Now you have proved
yourself that your signature has no more value than the amount of ink wasted
for it! We came to know that you betrayed all of us by not pressing hard for
the five year condition in the last NCM. Even after the repeated request you
didn't include a single demand of DRTTAs in the strike notice. To the ultra
joke you have included the demands of contract labours for the interest of
CITU & CPIM. It indicates that BSNLEU has some hidden agenda which is
beneficial neither to BSNL employees nor BSNL. BSNLEU represents the
employees of BSNL and not the contract workers. You were elected as a
recognized union of BSNL employees and not the contract workers. We voted
for you to represent our issues and not the contract workers. Management has
already clarified that this subject is beyond the scope of the recognized
union and we, the employees of BSNL, feel that this is none of our business.
We all knew that BSNL has already become a sinking ship and struggling for
its life among the multinational telecom companies. In this situation, the
demands put forwarded by the BSNLEU are really astonishing! It seems that
you people are thinking how to sink it early by cramming it with unnecessary
issues in addition to the existing matters. And, it is worth thinking
that *more
fruits are not getting from a tree having more leaves.* If you are not able
to solve the genuine matters like the demands of DRTTAs, then in what matter
you are trying to excel! It is highly ridiculous to your leadership if you
are still urging for the beneficiary of outsiders who are working for
cleaning like works and later demanding a group B promotion /salary for
them! And the funniest matter in which the people are laughing at you, is
that you are doing all these by ignoring the genuine problems of DRTTAs- the
permanent employees of BSNL ! Now we all are thinking that what this union
is for! Are you really work for the beneficiary of BSNL? Now, it is very
suspicious that you are implementing some hidden political agenda in BSNL.

Our frustrated representatives are coming to meet you tomorrow. If your
response is not positive then we will not participate in the coming strike.
It is not so hopeful for you to look only into the present situation. Today
may be of yours, but don't forget the tomorrow. On that day we would be so
powerful as you people today , that to even block your IDA pension, medical
reimbursement after retirement, time bound promotion, illegal
pre-qualification exam of TMs etc. On that day you may repent very much just
because of yourself and the stand you had been taken at the crucial
situations like this. So, we request you to withdraw the contract worker's
demand from the strike notice. We hope you keep your stardom which we,
DRTTAs have been given to you as earlier.

hi,
its surprising to know from the below fact that there is some meeting
happened between SNATTA and CGMT in Chandigarh.

None of the Chandigarh TTAs knows about this meeting, not even the District
Secretary of SNATTA Chd knows about this thing.

*Can anybody tell me why this all happening in Punjab ONLY and Why CHQ is
mum. Does CHQ hold any power or not..???*
i cant tolerate it any more, enough is enough.

*why the Transfer case of 100 TTAs is not discussed in the meeting..??*

SNATTA Circle body of Punjab should follow some protocols and let the local
active members know about such meeting and also must take the DS SNATTA Chd
in the meeting. i am against any kind of autocratic style of working.

*Beware of paper cups in your pantry!*

[image:
http://www.technoparktoday.com/wp-content/uploads/2010/09/papercups.jpg]Varun*,
an IT professional working in Technopark, was finding himself with an upset
stomach every night. While normal medical checks revealed nothing wrong in
him, deeper probes revealed the reason – his stomach was collecting
significant amounts of wax. And doctors identified the villian – the
ordinary paper cups he used for drinking his tea at his office pantry.
Disposable paper cups have become quite popular in office pantries due to
the convenience it offers. What many overlook is the fact that these paper
cups are coated with a tiny layer of wax, which is essential to prevent
water from seeping into the paper. When very hot liquids are pour over this
cup, the wax may disintegrate and a little may come off, which will promptly
be sent along with the drink into our stomachs! While our body can discard
minor amounts, over the long-term, it does become a problem.
So what can be done about it? *You can try to bring your own glass
cups.*Glass is one of the least reactive materials in the world
(remember acids
are stored in glass vessels, blood samples are collected in glass plates –
these are for a good reason). But glass does have the problem of breaking
easily, so it requires good care. Ceramic cups are probably the best bet. Of
course, you can also use your ordinary stainless steel glass, but never use
plastic ones – its dangers are even worse than wax!

8. RCom, Tata talk metro 3G alliance with MTNL, BSNL
Posted by: "Bandhan.P.Singh" email13@gmail.com bsnl_chd
Date: Mon Sep 27, 2010 5:43 am ((PDT))

*RCom, Tata talk metro 3G alliance with MTNL, BSNL*

Early winners of 3G spectrum — Bharat Sanchar Nigam (BSNL) and Mahanagar
Telephone Nigam (MTNL) — have found a novel way to make money from the
next-gen telecommunications play.

The public-sector telcos are in talks for infrastructure sharing deals with
private peers. They will share their 3G base stations in circles where other
telcos do not have 3G spectrum.
MTNL and BSNL together have over 14 lakh 3G subscribers. While the former
has 3G spectrum in Delhi and Mumbai, the latter has it in the remaining
circles.

J Gopal, executive director, Mumbai telecom circle, MTNL, said private
operators such as Tata Teleservices in Delhi, Reliance Communications (RCom)
in Mumbai want to avail of the company's base stations to offer 3G service.
"For the subscriber it would make no difference as the arrangement is at the
back end.

For us it is exciting as it is a good revenue source," he said.
Gopal said the arrangement will mean an upfront payment of `100 crore per
operator per circle, in addition to revenue share for each subscriber of the
operator.

Similarly, operators are in talks with BSNL for base station sharing in most
other telecom circles.

A source in RCom confirmed that the company is in talks with MTNL. "We do
not have 3G spectrum in Mumbai. So we look to share MTNL base stations to
enable our subscribers with roaming 3G services," said the source who did
not wish to be named.
MTNL was the first telecom operator in India to launch 3G mobile services
when it launched Jadoo in Delhi in February 2009. It launched the service in
Mumbai a few months later. Though it
had targeted to have 2 lakh 3G subscribers in two years, MTNL has already
amassed more than 4 lakh 3G subscribers in the two metros.

"Events such as IPL (Indian Premier League) cricket helped in rapid
subscriber generation. For instance, we saw about 3,000 subscriber additions
per day when the IPL was on. In Mumbai, video streaming has been a hit. We
have seen our average revenue per user going up by about `30 to close to
`200 owing to the 3G uptake," said Gopal.

On the other hand, BSNL, which operates in all circles except Delhi and
Mumbai, has amassed over 10 lakh subscribers for its 3G services, after
first launching the service in March 2009.
However, some observers say that both MTNL and BSNL would have generated at
least three times the current 3G subscriber base had they focused on
providing relevant application-based services to users.

10. Most 2G licences given by Raja illegal, says CAG
Posted by: "Bandhan.P.Singh" email13@gmail.com bsnl_chd
Date: Mon Sep 27, 2010 5:43 am ((PDT))

*Most 2G licences given by Raja illegal, says CAG*

<http://timesofindia.indiatimes.com/india/Most-2G-licences-given-by-Raja-illegal-says-CAG/articleshow/6632742.cms#ixzz10j5kiQLJ>

NEW DELHI: *Adding a new twist to the 2G spectrum scam, the Comptroller and
Auditor General (CAG) has in its latest communication told the department of
telecom (DoT) that a vast majority of the 126 licences controversially
issued by the government in 2008 are illegal*.

The sensational audit finding will further complicate the situation for the
UPA government as Supreme Court begins to monitor investigations into the
allocation of 2G spectrum under the stewardship of telecom minister A Raja
in January 2008.

According to sources, CAG wrote to DoT in the second week of September that
more than 75 licences issued in the 2G spectrum allocations have violated
several of the guidelines for granting Unified Access Services Licence in a
Service Area. These guidelines were issued on December 14, 2005 by DoT.

The CAG's communication to DoT says these licences were awarded to companies
that did not meet several of the basic criteria laid down under the licence
conditions. The finding comes over and above CAG's draft report that has
indicted Raja for personally approving many of the important decisions that
finally resulted in nine companies -- five of them with no experience in the
telecom sector -- pocketing precious spectrum at throwaway prices.

CAG has listed a host of violations of DoT guidelines by the five new
entrants and their several newly-floated companies. Among those indicted by
CAG in its latest communication are Unitech, Loop, Swan, Datacom and Allianz
Infra. Through various companies floated by them, together they hold over 75
of the total 126 licences given by the government without an auction. Some
estimates have calculated the loss to the exchequer because of this sale in
the region of Rs 60,000 crore.

CAG has also found some cases of forgery. In many of the licences, the
Memorandum of Association of the applicant companies did not specify that
they were being set up for telecom business, many of them were for
construction business. So to overcome the need to have new MoAs approved by
the registrar of corporate affairs, some of them put up unsigned MoAs in
their applications. Many companies did not have adequate paid-up capital,
and in some cases, they had violated cross-holding rules in telecom sector.

In the case of eight companies of Unitech, all of them held the annual
general meetings just a day or two before the application was to be
submitted. Officially, the AGMs were all held over two days within hours of
notices being given, showing the farcical nature of the entire exercise.

The CAG findings now go beyond the issue of auction, and highlight the fact
that DoT did not ensure that the companies adhered to its own guidelines.
Raja had recently managed a law ministry opinion that CAG cannot question
government's policy decisions, but the latest findings show that his
department did not even carry out basic due diligence.

The findings add further complications to the 2G spectrum scam. Earlier, in
its draft report, CAG had pointed out that Raja personally approved the
issue of the now infamous press release of January 10, 2008, insisting on
first-come-first-serve basis for allocation of licences, and giving
operators just an hour's window to deposit demand drafts. The press release
also advanced the cutoff date for submission of applications to September
25, 2007.

Raja had approved and signed the approval notings for the allocation of 2G
spectrum to all the nine companies. Raja personally decided on the various
cut-off dates in 2007, and later in January 2008, which favoured select
companies, CAG found. First-come-first-serve was never DoT policy for
granting licences, contrary to Raja's claims. It had been the policy only
for release of spectrum after licences were granted, the CAG draft report
said.

Dear Hakim Singh,

U discussed only the local issues with Worthy CGMT Punjab Circle.
Why not u discussed the major issue i.e. implementation of Corporate Office
orders regarding bulk transfer of TTAs under Para 8 (earlier Para 38).
As u already know that around 100 people are waiting for their transfer from
last 9 years.

The point raised by Sachin Bhatt is very genuine.  Why did you not take up the case of pending Para-8 cases of Punjab Circle with CGM.

4. BSNL's IPO may be put off indefinitely
Posted by: "Bandhan.P.Singh" email13@gmail.com bsnl_chd
Date: Thu Sep 23, 2010 10:26 am ((PDT))

BSNL's IPO may be put off indefinitely
NEW DELHI: BSNL's plans to sell 30% stake through an IPO, as suggested by a
prime minister-appointed panel, could be put off indefinitely.

* The telecom department has told a parliamentary committee that scrutinises
the accounts of the government and state-owned companies that BSNL's listing
will be taken up only after the company's performance improves in order to
get the right valuation. *

"The issue of listing would be taken up after the performance of BSNL
improves to get the right valuation and after obtaining the views of
different stakeholders, like staff union and associations," department of
telecom said while replying to the Public Accounts Committee (PAC).

The PAC, constituted by members of Parliament, had launched a probe into the
dismal financial performance of BSNL, and had sought written response from
the telecom department, with strategies to improve the finances of BSNL,
which posted a l*oss of Rs 1,822.65 crore for the year to end-March, a first
in the company's history.* The DoT's response to this committee was sent
last week and ET reviewed a copy of it.

*The state-owned telco's performance had been touching new lows every year
since 2007, and losses are set to mount this fiscal, indicating that the
performance turnaround DoT is waiting for, is unlikely in the immediate
future. *

The first-ever loss came after the company posted profits of Rs 575 crore in
2009-10 and Rs 3,009 crore in the previous year.

Earlier this year, the Sam Pitroda panel had recommended a strategic stake
sale and staff cut by a third to revive the flagging fortunes of the
state-owned company.

The government should sell a 30% stake in the company through an IPO and
also raise funds from the sale of its infrastructure, such as signal towers
and real estate, this panel, whose members included banker Deepak Parekh and
telecom secretary PJ Thomas, proposed.

* The committee also added that the company should use the funds from the
share sale to retire about a third of its three lakh employees, through best
possible processes like voluntary retirement scheme and should induct young
talent in technology and customer services. *

In March 2010, the BSNL board approved the Pitroda panel's recommendations
on both the strategic stake sale and reduction of employee headcount. In the
last three months, the BNSL board had approved plans to list the company
thrice, but each time, the government was forced onto the back foot, after
its employees went on strike.

In July, the telecom commission, the highest decision-making body of the DoT
in its meet to clear the IPO, shied away from taking a decision.

The TC's lack of will in the face of vehement opposition from trade unions,
resulted in the body appointing yet another panel to look into the issue.
This new panel has failed to submit its recommendations even a month after
its deadline has expired.

The PAC became interested in BSNL's case after the company become a shadow
of its former self. BSNL has been beset with many troubles, including a
snail-like expansion and labour unrest. The only telco to have had a
pan-India presence a decade ago could not buy equipment required to serve
the growing market, where private companies add millions of new customers
every month.

6. DoT against special purpose vehicle for optical fibre broadband netw
Posted by: "sonu gill" sonumehna@yahoo.co.in sonumehna
Date: Fri Sep 24, 2010 12:05 am ((PDT))

New Delhi, Sept. 21
The Department of Telecom has informed the Prime Minister's Office that it is
not in favour of setting up a Special Purpose Vehicle for rolling out optical
fibre cable-based broadband backbone network.
The Rs 20,000-crore proposed network will connect 2.5 lakh village panchayats.
The telecom department has instead suggested that state owned telecom company
Bharat Sanchar Nigam Ltd should be given the financial support to provide
connectivity to the villages.
A committee headed by Mr Sam Pitroda, Advisor to the Prime Minister, had
suggested setting up an SPV comprising Central public sector undertakings, which
already own optical fibre cable. The proposal included BSNL, RailTel and Power
Grid Corporation India Ltd (PGCIL) as part of the SPV.
Logical choice
However, the DoT, in its response to the PMO, said, “In order to ensure
seamless, time-bound execution of such ambitious project, it is suggested that
BSNL only may be considered as logical choice for execution. BSNL already owns
6.25 lakh route km optical fibre cable out of total 11 lakh route km OFC laid in
the country by all the operators. RailTel has 52,000 route km connecting mainly
districts and PGCIL has 20,000 route km, mainly in North-East only.”
The DoT is preparing a Cabinet note which is at variance with the suggestions of
the Pitroda panel. According to DoT, an Inter-Ministerial Group had earlier
suggested measures for providing broadband connectivity and it did not have
proposal to set up an SPV.
The Telecom Department has recommended that if the SPV is formed it may oversee
the initial planning.
Subsequent operations and maintenance of the cable network should be left to
telecom operators.
Involving villagers
To deal with delays in getting the right of way for laying the cable, the DoT
has suggested that villagers be involved in the project by forming a
panchayat-level committee to oversee the work of laying the cables.
The local people will also be employed for digging trenches.
Once the network is laid out, the Department of Telecom has proposed to offer a
slew of freebies to attract the villagers.
This includes giving three broadband connections to every gram panchayat free of
charge for three years along with free installation of computer and printer;
three telephone connections and one cable TV connection without any charge.
The sops will cost about Rs 2,000 crore, which will also be funded through the
Universal Services Obligation fund.

3.26 lakh mobile connections provided in one month
After 2002, observe large queue for BSNL mobile connections
BSNL Kerala has introduced a unique scheme offering free SIM called LOYAL SIM to the land line customers. Calls from this mobile connection to the land line will be absolutely free. All other charges will be as General plan with per sec pulse. Free talk time of Rs 15 with validity 180 days. The scheme was launched as per the suggestion given by some of the Executives from KANNUR SSA.

I THINK SNATTA SHOULD REPRESENT THIS IDEA IN THEIR LCM , RCM AND NCM SO THAT WE CAN PROTECT OUR LANDLINES AS WELL AS WE CAN GET NEW MOBILE CUSTOMERS.
