the 2 basic differences are
1. Dedicated connectivity (no sharing of speed whatever be the condition)
2. Security ( enhanced sequrity becuase of dedicated system)
the difference of tariff is due to hardware/system used by BSNL for providing the connection. Rest u can understand by considering how NIB people provides MPLS VPN over leased line & over BB.

Dear friends
I need actual information regarding basic difference between INTERNET LEASED LINE AND BB U/L PLANS
BECOZ AS all of us know that in internet leased line we do provide internet connectivity at dedicated speed and so do we in case of bb unlimited plans.
Then my question is that since for business purpose we do charge rs 3000 for 256 kbps unlimited bb as compared rs more than 15000 for 256 kbps internet leased line.
When we make visits to large business houses they do ask this question frequently
So if any body have some idea then plz reply
