you got it wrong.
for Leased line there is no diference in download and upload speed, i.e. for a 64 kbps Lease line (note the small b for bits, not B for Byte), teh uplad adn download both will be 64 Kbps or 8KBps. For 256 Kbps Leased line upload speed = 256 Kbps or 34.5 KBps, download speed is also 256 Kbps or 34.5 KBps, (1 Byte=8 bits).
 
In case of Broadband connectivity of 256 Kbps, the download speed will be 256 Kbps or 34.5 Kbps (BSNL provides all the speed in kilobits/Megabits only, not KiloByte/MegaByte)
and upload will be 34.5 kbps or 4.5 Kbps.
Though, as per theory, Uplad is 1/8th of download speed for ADSL, BSNL provides upto 1/4th i.e. 512 kbps upload speed for 2Mbps (Rs. 9000 Regular Plan) Download speed. For 8 Mbps line the upload speed is maximum 768 kbps.

dear ramesh
u mean that as in case of broadband the downloading speed is 1/8 th of actual surfing speed ( menas in case of 256 kbps speed the downloading speed will be 32 kbps )
and n case of leased line if it iz 64 kbps the downloading speed will be  64 kbps ok

In Broadband the download upload speed is 3:1 while in Internet Leased line it will be dedicated i.e. in 2 Mbps BB, download speed is 1536 Kbps max and upload max speed is 512 Kbps while in Internet leased line it will be 2 Mbps dedicated - upload or download.
