BSNL to scrap 5.5 mn GSM tender to include Chinese vendors*

NEW DELHI: With the government allowing Chinese vendors to supply
equipments, state-owned *BSNL has decided to scrap the 5.5 million lines
tender for expanding its GSM operations and invite fresh bids for the same.

The move may prove a shot in arm for the Chinese firms such as Huawei and
ZTE, who were not allowed to put in bids for the 5.5 million tender due to
security concerns.

According to a senior official, BSNL decided to scrap the tender after the
government allowed Chinese vendors to supply telecom equipment to the PSU.
In its last tender for over 5 million GSM lines, the PSU had invited bids
only from three European and American vendors and Chinese companies were
totally left out.

*BSNL has already received bids from Alcatel-Lucent, Ericsson and Nokia
Siemens Networks for the same*. After a temporary bar due to security
concerns, the government lifted ban on state-run telecom firm BSNL to
procure equipment from Chinese vendors, Minister of State for Telecom and IT
Sachin Pilot had said.

BSNL employee unions raised the issue with the Department of Telecom (DoT)
last week. They alleged that ban on BSNL for buying equipment from Chinese
vendors was "discriminatory", as private players were allowed import from
China.

Earlier, DoT had barred BSNL from deploying Chinese equipment in sensitive
regions, Assam, Manipur, Tripura, Sikkim, Nagaland, Arunachal Pradesh,
Mizoram, Meghalaya, West Bengal, Gujarat, Rajasthan, Punjab, Jammu and
Kashmir, Himachal Pradesh, Uttarakhand and Maharashtra.

*BSNL had earlier cancelled 93 million line tender amidst controversies that
the process lacked competition and also the PSU did not require that kind of
capacity addition at one go. *

Leading vendor Nokia-Siemens, which was disqualified from participating in
the financial bid, had also challenged the decision of the telecom PSU in
the court.

*Due to cancellation of the tender the PSU has been facing severe shortage
in its capacity and sources said that in some of the circles the company was
unable to add new subscribers resulting in loss of market share. *

Yes You can demand for experience certificate from bsnl. You have to submit the application to your D.E.(ADMIN) through proper channel and give him a format in which you want the experience certificate.

AMETHI: Advisor to the Prime Minister and telecom czar Sam Pitroda on
Thursday slammed state-run Bharat Sanchar Nigam Limited for losing its
competitive edge over other operators by not starting 3G services earlier.

" BSNL had the licence earlier, but it lost the competitive edge, as now
other operators have also started 3G services," Pitroda said while
addressing a function to mark the launch of 3G services in Gauriganj.

* "BSNL should think beyond connectivity and emphasis on applications," he
added. *

* He said that people badly need better data facilities for panchayats,
government schools, increasing productivity and efficiency. *

"There are a number of challenges before BSNL and it can do a lot more on 3G
and improving its services," he said.

He said that while other operators were concentrating on the urban sector,
BSNL has a social responsibility to cater to all sections of the society.

* "It has the capacity to do this, but unfortunately its operations are not
up to the mark and BSNL is losing its cash reserves," Pitroda said. *

"I don't want it to be in a position of Air India and it will be difficult
for the government to pump Rs 3,000 to Rs 4,000 crore for survival of the
BSNL," he said.

He said that Indian telecom services providers, who have the potential,
should improve 3G services.

"You had the 3G licence two to three years back," Pitroda said.

* When an officer pointed out that BSNL had to work in rural areas as well,
Pitrodas retorted by asking what the company had done when it had the
licence two years

Unions have received a letter from SR Cell, BSNL CO regarding presentation
before DOT by BSNL Unions and Associations on the recommendations of Sam
Pitroda Committee.
