Injustice occurs with the direct recruited TTA of BSNL, who were appointed on or after 01-01-2007.
Sub:-
Merging of Scale NE-9, NE-10 and NE-11 with E-1 as proposed before Or Five no. of increment to be added for fixing up the initial basic salary on the pay scale NE-9, 13600-25420 for the direct recruited T.T.A. who are appointed after 01-01-2007
We would like to bring your kind attention to an important point which is to be treated as the most urgent.
This is very painful that Basic salary in the new pay scale of the newly recruited T.T.A.s in BSNL is decreasing due to the new pay-fixation formula. BSNL Management Committee & BSNLEU laid the proposal of merger of NE-9, NE-10 and NE-11 with E-1on the wage committee meeting held on 18th December'2009 as circulated by BSNLEU website. But on15/01/2010 we got the scale NE-9, 13600 - 25420 only.
The following representation about DR T.T.A, Who has joined on or after 01.01.2007.
Salary as on 01.06.2010 in the old pay scale of 7100-200-10100 is as follows
7300*1.5 (50% IDA merger) =10950*1.775 (IDA is 77.5%) =Rs19436/-.
On account of wage revision in the new pay scale of 13600-25420 would be
13600(+3 %)*1.348 (new IDA is 34.8%) =14010*1.348=Rs 18883/-.
So, Basic salary is reduced by (19436-18883)= Rs.553/-.Though it will be not allowed as Personal Pay because we are not in PAY-PROTECTION, as our DOJ is in August 2008, and in September 2008 , the new pay-scale is better than old payscale.
PARA 3.4.2 OF WAGE-AGREEMENT:_
The expected fitment and DA merger, whatever it may be, is due w.e.f.01.01. 2007. All the staffs were eagerly waiting for it and they hoped the union that would not let them down. But unfortunately this fitment and DA merger is not applicable to the young, dynamic and well qualified DRTTA 2007& 2008 batches TTAs since they were not in service as on 01.01.2007. Instead, they will be placed in the new pay scale of TTA cadre. Here the danger is! If we go through the pay scale revision of Executives then we will come to know that the executive cadre's starting scales have been revised by a multiplication factor of around 1.9.[Eg.-E2 pre revised-10750. Revised-20600(10750*1.916) ]. Considering the entire practical aspects one can't expect a multiplication factor of more than 1.9 for non executive's starting pay scales. If it is done so then the TTA's starting scale of 7100 will be revised as around Rs.13600. The 2008 batch TTAs will be placed in this
revised scale. It seems to be too sweety;isn't it? But the revised DA is only 16% today! So the total monthly benefits for a 2008 batch TTA would be just around Rs.500 only. There is no need to explain that these highly productive TTAs will be extremely frustrated when the other non executives get a monthly increment of around Rs.5000. They have already witnessed their JTOs and SDEs benefitted by 10000-15000 per month.
In all previous wage revisions, the new employees were highly benefitted. But this time it seems to be a slap at the face of the new entrants. The new JTOs who joined after 01.01.2007 got a reduced salary after the wage revision. The leaders of executive unions ignored the problems of new JTOs. We hope BSNLEU will not take such a step mother attitude towards the new TTAs.
The one and only one solution of this problem is to up grade the TTA pay scale to Rs.9200. The revised of which is expected to be around 17500. Unfortunately BSNLEU, in their charter of demands, only demanded the pay scale up gradation of TMs,Sr.TOAs, Driver,Cable jointer,Casual workers etc. No TTA is there. It is highly discriminative as even a blind can see.
The TTAs were getting a basic pay of Rs.7100 (Equivalent to 5000 of CDA). Now the CDA scale of 5000 has been upgraded to 9300+4200 grade pay (2.7 times). So the Rs.7100 scale has to be upgraded to Rs.19170 by all means. Now the difference between a Diploma Engineer and a B.Tech Engineer in Govt. department is just Rs.400 only (B.Tech Engineer now gets 9300+4600 grade pay). But in BSNL the difference between TTA and JTO is 2750. There are no scales in between a Diploma Engineer and B.Tech Engineer in Govt.departments. But in BSNL there are too many scales in between TTA & JTO.
Management has given a fitment ranging from 30% to lower level executives and upto around 70% to higher level executives. Our union stated it several times to claim more than 30% fitment for non executives. . Considering all these facts we demand pay scale need to be upgraded to E1 scale or Five no. of increment to be added for fixing up the initial basic salary on the pay scale NE-9, 13600-25420 for the direct recruited T.T.A. who are appointed after 01-01-2007

Mr Abhilash, CC Kerala is giving a lot of moral support to Post 2007 TTAs at
Trivandrum SSA. He tried to convince us the anomaly issues even before the
approval of draft agreement, but we were not able to act according to his
words. We know he is doing excellent work to solve the anomaly. He is always
supporting us ....
BSNLEU leaders agreed to conduct an SSA level meeting of all TTAs at
Trivandrum by the end of this month to discuss the issues on wage anomaly,
JTO Exam etc. ..

I know your pain to know about the constitution of our beloved association but dear i think it is very difficult to have a copy of constitution , it is just like a BIG , as our others DEMANDS .
I have also talked & demanded a copy of constitution from our CIRCLE SECRETARY & CENTRAL COORDINATOR but they shown their HELPNESS to give that copy.They assured me that they put my demand to SNATTA-CHQ.
i am very much surprised that WHAT IS PROBLEM OF OUR GS & PRESIDENT OF SNATTA , NOT TO GIVE US COPY OF CONSTITUTION OF SNATTA.
