but what will be the basic logical facts about this demand.....


if CHQ will demand for 5 increments on this basis that "NEW TTA's ARE
LOOSING THEIR SALARY"..........then just remeber ........that just after
2 increments the loss will be restored........

means ((13600+3%)=14010+3%)=14430)

hello grp leader my aim is not to leg pulling of our leaders if we appreciate the effort of our leaders then we have also the right to realise u the actual things. because of one sayee that "jake per phte na biwai so kya jane peer prayi"means jis per bitti h wo hi janta hai.we have say to mr hakam ji to not sign the aggrement but they sign if he says that one sign does'nt matter for wage revision to occur but it matters for us that he is with him but unfortunately he signs.now snatta has to take some solid action (like withdrawl of membership or support to bsnleu or some court case etc) sop that ur younger brother tta makes believe in you.secondly the aim of nambodri is to take this issue pending till the election so that they try to keep their voting by false promises. so say nambordri in harsh word today not tommorow.

Dear Sanu,
Your frustration and pain generates such wordings. You may go to the extreme harsh. But still you are our younger brother. So nobody will reply in the same language to you.
If you were watching the TTA cadre before getting the new salary then you could not have said this. During the wage revision's discussion time Namboodiri was  continuiosy getting the calls and mails from our leaders. It was a routine for Manish to make at least one call in every two days. Our GS had written letter to CMD. If they had suceeded then you people would have been getting higher pay. But you might never know who tried for it because you are not interested in such things.
We failed to get a good pay to new ones. It is not because of the negligence of leaders. They didn't get the sufficient support from the TTAs. When we joined in BSNL, we failed to get the deserved 7800 scale to TTAs. We failed in getting 5 year condition, JTO exam, JE designation etc. One can easily blame it on leaders. But even Mahatma Gandhi can't achieve something for TTAs. That is the situation in BSNL. You must know it.
 
You can easily ask to resign. Because you don't know how they become leaders. They were not simply appointed by CMD. They did a lot of things to SNATTA. No use of explaining it now. If they resign then are you able to lead us?

Dear B.P. you are right. I think that there is no use of posting a sincere mail in group by CHQ.
Because there is no patience and faith in CHQ now. All are acusing CHQ for not doing anything for TTAs. What is the meaning of Fitment is still not understood.
What all are talking about is To get Higher Salary and the LOGICs behind that are right obviously but to implement that WE SHOULD GET HELP OF LAW.
As it is the issue of 12000 people out of 2.5 lacs, no one is expected for help.
We should approach LAWYER for the matter i think.
Why someone is not trying to approach a LAWYER. Here the help of court gives result for all. When there is no meaning of filing Case, there we have filed a CASE.
Try to approach a Lawyer for the matter....

very nice post Amit...

atleast CHQ should post some sincere msg to the group so that the unrest prevailing among all new TTAs get cools down a bit. CHQ should act like big brother and listen patiently to all.

we all knew that CHQ tried to get good pay scale for all but could not reach upto the expectation of all. No worries.... we all are with CHQ if they initiate any further action for the betterment of all.
CHQ alone could not do anything until and unless all quarters of SNATTA echo the same voice.

i remember CHQ gave call for meeting in Delhi on feb 7, 2010. but only 25% reached there. Now tell me what a GS or President can do when official members could not act accordingly and responsibly.

Ratan Tata is the chairman of Indian Hotels who own the Taj Mahal Hotel Mumbai, which was the target of the terrorists last year. Hotel President a 5 star property also belongs to Indian Hotels.
The following is really touching.

What Ratan Tata did for the Mumbai victims.... Don't miss!!!!!!

SHRI RATAN TATA


A. The Tata Gesture

1. All category of employees including those who had completed even 1 day as casuals were treated on duty during the time the hotel was closed.
2. Relief and assistance to all those who were injured and killed
3. The relief and assistance was extended to all those who died at the railway station, surroundings including the "Pav- Bha ji" vendor and the pan shop owners.
4. During the time the hotel was closed, the salaries were sent by money order.
5. A psychiatric cell was established in collaboration with Tata Institute of Social Sciences to counsel those who needed such help.
6. The thoughts and anxieties going on people's mind was constantly tracked and where needed psychological help provided.
7. Employee outreach centers were opened where all help, food, water, sanitation, first aid and counseling was provided. 1600 employees were covered by this facility.
8. Every employee was assigned to one mentor and it was that person's responsibility to act as a "single window" clearance for any help that the person required.
9. Ratan Tata personally visited the families of all the 80 employees who in some manner – either through injury or getting killed – were affected.
10. The dependents of the employees were flown from outside Mumbai to Mumbai and taken care off in terms of ensuring mental assurance and peace. They were all accommodated in Hotel President for 3 weeks.
11. Ratan Tata himself asked the families and dependents – as to what they wanted him to do.
12. In a record time of 20 days, a new trust was created by the Tatas for the purpose of relief of employees.
13. Whatg is unique is that even the other people, the railway employees, the police staff, the pedestrians who had nothing to do with Tatas were covered by compensation. Each one of them was provided subsistence allowance of Rs. 10K per month for all these people for 6 months.
14. A 4 year old granddaughter of a vendor got 4 bullets in her and only one was removed in the Government hospital. She was taken to Bombay hospital and several lacs were spent by the Tatas on her to fully recover her.
15. New hand carts were provided to several vendors who lost their carts.
16. Tata will take responsibility of life education of 46 children of the victims of the terror.
17. This was the most trying period in the life of the organisation. Senior managers including Ratan Tata were visiting funeral to funeral over the 3 days that were most horrible.
18. The settlement for every deceased member ranged from Rs. 36 to 85 lacs [One lakh rupees tranlates to approx 2200 US $ ] in addition to the following benefits:
a. Full last salary for life for the family and dependents;
b. Complete responsibility of education of children and dependents – anywhere in the world.
 
c. Full Medical facility for the whole family and dependents for rest of their life.
d. All loans and advances were waived off – irrespective of the amount.
e. Counselor for life for each person

B. Epilogue
1. How was such passion created among the employees? How and why did they behave the way they did?
2. The organisation is clear that it is not something that someone can take credit for. It is not some training and development that created such behaviour. If someone suggests that – everyone laughs
3. It has to do with the DNA of the organisation, with the way Tata culture exists and above all with the situation that prevailed that time. The organization has always been telling that customers and guests are #1 priority
4. The hotel business was started by Jamshedji Tata when he was insulted in one of the British hotels and not allowed to stay there.
5. He created several institutions which later became icons of progress, culture and modernity. IISc is one such institute. He was told by the rulers that time that he can acquire land for IISc to the extent he could fence the same. He could afford fencing only 400 acres.
6. When the HR function hesitatingly made a very rich proposal to Ratan – he said – do you think we are doing enough?
7. The whole approach was that the organisation would spend several hundred crore in re-building the property – why not spend equally on the employees who gave their life?

A meeting of TTAs of Jalandhar was held on Dt 30-05-2010
in presence of Distt Secretary BSNLEU Jalandhar. Large number of TTAs
gathered and discussed the issuses related to TTAs. Specially the scenario
after wage revision was discussed in deatail. After that a letter was
released by the Distt Secy to the Circle Secy BSNLEU Punjab.The copy of
which is attached herewith.

Hello frnds,
It is a very good step & platform to raise the demand of the new TTAs though it is very late.Atleast the new TTA could know who is with them & doing for their welfare. Distt secy of BSNLEU of every SSA should write a letter to our leaders & demand for at least five increments as was earlier given to JTOs (i.e from 8650 to 9850) to give justice to the new TTAs.They should also persue this matter & ask for reply periodically from leaders to settle this issue as soon as possible, so that at least the new TTAs can know whether the GS BSNLEU is doing something for them or he has thrown his weapons & bow before the management.

First of all go to Wireless settings and Enable Wirelss.Then Go to MAC ADDRESS FILTER link lying at the top raw and select DISABLE instead of WHITE LIST and press APPLY.All Done...

bb 750 unlimited connection in which modem is free.  I have used that plan for 9 month. After that
i shifted to 299 plan. Result in pay me huge amount.

                                                                          

  BSNL have charged me rent for those 10
months...

  I.e. i
got bill           600(concession
as govt employee)

                   
      720(rent
for 9 months Rs 80 per month)

                          1320 (total bill)

 

I have deposit security 500( modem rent)

                                             750(plan
security)

                                             1250(TOTAL SECURITY)

 

I HAVE PAID THE BILL........ ......... .....

Now I want to purchase that modem. When request for modem is generated
concerned official told me to pay

 

  1664(wifi modem cost)

  500(security that I have
deposit)

1164 (purchase amount)

 

I want to KNOW whether the rent I have already paid as RS 720 for 9 months is
also to be adjusted in my modem purchase or not ? Is below calculation are
justified or not????

 

  According to me:             1664 (modem cost)

                                               - 500(modem security)

                                               -720(rent
already paid)

            Rs        414

 

That Rs 414 is again to adjusted from my Rs 750 plan security

  Now my paln is 299 so

                           
750-299=635

414-635=-221 (amount BSNL have to adjusted in my bill)

also increased the Broadband speed of its Home Unlimited Plans. But BSNL
plans are less costly than the rivals in comppparison. *Now home users can

Anyway it is a good decision to approach the court. Let the court to decide it finally.
The discussion of fitment for the post 2007 employees started more than one year back. At that time you people were in service for three or four months. Then there was no chance of approaching the court because of probation period. Only the affected persons can be the petitioners. The "interest" of the petitioner is very important before the court. Personally I have "interest" in your case. But legally(in the eyes of a court) I don't have any "interest" since I am not an affected party. Luckily wage revision is delayed a lot. Now your(affected parties) probation period is going to over. Let us try.
Go through the main stream executive unions-SNEA, AIBSNLEA and AIGETOA. They all are asking for a revised scale for new JTOs; not for fitment. Why?
Legally no Govt. or PSU is liable to give the fitment for post 'revision cut of date' employees. But using its powers Tamilnadu Govt. given it. So we are lucky to have a point in the court. Definitely you can claim it. But that too cannot be guaranteed. Govt. of India didn't give that fitment. Apart from Tamilnadu some other states revised scales at par with Central Govt. They didn't give this fitment. If you point to the Tamilnadu Govt. order in the court then the management can point towards other state and Central Govt wage revisions. More over BSNL is not committed to follow even the Central Govt. pay structure. Then, where is the question of following a state Govt.'s pay structure and other rules. But the management can take any decision if it will. See- maternity leave is given at par with Central Govt even though it was not compulsory to give it.
BSNL didn't even follow the pay scales of corresponding posts in the central Govt. But when the BSNL was formed then there was correspondence with Govt. Now, only the diploma scales have no correspondence with central Govt. We will get it if our scale is up graded or the NE-9,NE-10 & NE-11 scales get merged. But when we succeeded to make the BSNLEU to ask for the merger of scales as in the Govt. sector or as per the 6Th pay commission, management rejected on the ground that we are a CPSE and Govt. pay structure is not applicable for us. They followed every other decisions of Govt or 6Th pay commission.i.e. 3% annual increment, 6 month maternity leave, gratuity limit of 10 lack, full pension for 20 years of service, 10,20 & 30% HRA etc,etc. But not the pay scale of diploma holders! BSNLEU had the same opinion of management.
 
There are some other points to be noted before going to court. We filed a court case for JTO exam. Defenitely one may get an interim order to write the exam. All the other hearings, appeals etc.etc. comes afterwards. But in this fitment case there won't be any interim order. Chance for getting a favourable verdict is less. Even if you win in the CAT then management will appeal to high court. Then another appeal to Supreme court. Make sure that sufficient fund, time and people ready for all of this.
Personally I don't support the CHQ to take it legally. For many other issues, a lot people wanted the CHQ to file cases-post up gradation to JTO(as in the case of JE electrical), pay up gradation to 7800 when we joined, discrimination in time bound promotion, service condition reduction to 5 years(even there was DPE guide lines for it), cut off date as December 31st of examination year etc. CHQ didn't go to court in these subjects due to the absence of winning chances in prima faci and shortage of fund. In the fitment case CHQ leaders can't be the petitioners too. But if some people are so eager then they can try it at their own level. For the cut off date as 31st December of the exam year, many friends wanted to approach the court. But CHQ found no hope in it. Personally I found no chance. But for others' satisfaction we(Keralites) collected fund from the interested parties and filed a petition with interested parties as petitioners.
Santhosh is doing a good work. But the EPF point too may not stand legally. Your contribution is not decreasing. As per the DA increases in three months, your contribution increases. Salary too increases. You can't show any reduction in money in your pay slip even thogh you are getting a less salary compared to the old one. Only in April, May & June you are getting the reduced pay(EPF contribution is not decreasing even in these period-you can show negative contribution only when compared to the present structure). Definitely you can legally challenge the reduced pay of these three months. A very good scope for getting the personal pay to compensate it. But that mere consolence is not enough at all.
 
You should have a clear idea too. You have said that BSNL is creating big discrimination among the same cadre of non executives performing the same role and responsibilities. This is a premature thought. Legally no discrimination at all between new and old TTAs. The employees who were on service as on 01.01.2006 whose current pay structure had expierd got a revised scale irrespective of cadre. When I joined in 2003 with the 7100 scale then that scale's expiry date was 31.12.2006. I had to get the revised one from 01.01.2007 onwards. Not only the old TTAs, all the TMs, Sr.TOAs etc.got it. If you found discrimination in it as a discrimination among TTAs then you can't claim the anual increment since it creates discrimination among same cadre when a new TTA joins. Both of you will perform the same role and responsibilies. But you will be getting a higher salary due to your anual increments.
My co-TTA gets very much higher than me. He had undergone many wage revisions before I join the service. How can I say that it is a discrimination?
You people have a misunderstanding that  our batch got a plenty of hike. My difference is around 3500. Many TMs got almost the same. But our SDEs got a difference of more than 15000 to 20000. Now I am getting 27400. My SDE(senior) gets 64000. Compare these figures. Then what the old TTAs got?

1) I don't like to think (only my opinion) fitment to all is not practically possible and pay scale upgradation is 
the only way to resolve the issue.
There was same anomaly in Tamil Nadu Government which has been resolved by giving fitment on national pay to all affected employees only on the basis of Representations received from certain employees association ( plz go through reference no:2 of the order).The associations took initiative for getting fitment to all employees, if they tried for scale up gradation what might be the final result……?
How can you say practically it is not possible……?
BSNL is not only creating big discrimination among same cadre  of non executives performing same role and responsibilities but also violating the provisions of Article-14( right to equality before the law and equal protection of the laws) of Constitution of India in the name of cutoff date of pay revision.
2)According to your mail executive associations are not trying for fitment to 2006 and 2007 batch JTOs.
       Executive unions already started asking for the fitment for post 2007 JTOs.plz go through the aibsnloa letter attached
plz go through AIBSNLOA letter to CMD .
Here they showing a clear picture of difference between pay scale up-gradation  and fitment  benefit.
I decided to approach court and legally fight till reach a favourable decision.Expecting your valuable suggestions and guidelines.

1,The multiplication factor 1.91 was used to revise the existing scales for the post 01.01.2007 employees. This villain 1.91 was used not only for TTAs, not only for all the non executives, not only for executives & non executives of BSNL. And this multiplication factor was not invented by the BSNL management too. It is the DPE guide lines for the executives in CPSEs. So all the PSUs used the 1.91 multiplication factor for executives(they must had to). It will adversely affect all the young people of India who chooses to earn their bread and butter from the public sector. Do you hope that all the youngsters in the PSUs will unite against it? If you watch any job advertisement for any PSU then you can notice that E1(16400) and E2(20600) scales are same for all the PSUs. BSNL management had to follow the same and did it.(JTO's midscale.i.e. E1A-9850 - revised 18850- is still pending). Since the management gave the 1.91 MF to the executives one can't
expect 2.19 to non executives .Then how only for the TTAs? 
You can see that no executive union including AIGETOA asking for the fitment for post 2007 JTOs since practically it is not possible. They were asking for Only 2005 batch JTOs who joined in 2007,due to delay in training, got the fitment. Many of them were seniors than the pre-2007 JTOs in the rank list, their training started in 2006, were on service as on 01.01.2007(But were in training with stipend. Fitment cannot be given to stipend). But you can see that executive unions are asking for the pay scale up gradation for new JTOs(E2) and SDEs(E3). It is a possible one.
 
2, The only non executive cadre that was direct recruited in BSNL after 01.01.2007 are TTAs. It is definitely heart breaking for them that they are not getting hike in salary but others are getting - whatever be the reasons. SNATTA had to look after this. We had some remedies to this problem. The IDA 7100 scale was equivalent to the CDA 5000 scale of diploma engineers in the Govt. This 5000, 5500 and 6500 merged together to form a revised 'executive scale' of 9300+4200 grade pay. B.Tech holders got 9300+4600. Considering all the facts we demanded the pre-revised 9200 scale for TTAs. We had a hope of getting at least 8570(E0) or 8600(E1) scale revised of which comes to 16400( JTO's scale going to be 18850).
We had an agreement with BSNLEU in this matter. But neither BSNLEU nor management was interested in giving justice to TTAs. Our CHQ leaders tried their best for it. But they were alone in that battle. I wrote many letters with charts to BSNLEU leaders explaining the coming fate of new TTAs. I asked many friends to attend EU's meetings or contact the local and district leaders of EU and pressurise them. But our friends(except few) were not ready to do anything other than criticising the leaders. They wanted the leaders to do everything for them.
Our leaders did their best. They put maximum pressure on EU leaders. But Namboodiri was ready to accept anything offered by  the management as wage revision was severely delayed and around 10000 members resigned. Finally we threaten them of not signing the agreement. Then only EU asked the management for the merger of NE9(7100), NE10(7800) &NE11(8570) scales as equivalent to Govt departments. Then TTAs would get 16370 scale(revised NE11 scale). But the management rejected it and EU was not ready to delay the revision for it due to the heavy pressure from their members and other alliance partners. Finally Naboodiri agreed us to put the 'up gradation  of some cadres' in the future . It is clearly mentioned in the agreement and will be decided in the coming NCMs. So still we have chances. 
 
The agenda of the NCM is submitted to the management by the GS of BSNLEU. They may try to cheat us by avoiding the pay scale merger issue. CHQ alone can't pressurise them. So all the TTAs have to take their own responsibility. Contact EU leaders locally and make them understand the losses for  new TTAs. One may be too angry towards EU. But it is a fact that only the recognised union can do something. If you resign from EU then you can't attend their meetings and put your demands. Better to reject the building funding of Rs.600 because they ask it to the members in the name of wage revision. No need for a new TTa to give it. If one want to resign then explain "why" in the resignation letter.
 
As in the past many friends will shout at me reading the first portion of the mail because it explains why the fitment is difficult to get. They will close their eyes to the second part because it needs some action from your side(as per our nature, action is the duty of CHQ only!)
Anyway, for the satisfaction, we should try for the fitment. CHQ already wrote a letter to EU. We may approach the court too (since some wonder may happen only if we are very lucky). But the chance is still there in the form of merger of scales or up gradation. It can be done only through the recognised union and it is the duty of everybody to pressurise EU for it
