Not a single responsible leader never told that "FITMENT SHOULD NOT BE GIVEN TO POST 2007 TTAs"
But many leaders informed that the fitment was not going to be given to the post 2007 employees(not only TTAs). Even before the wage revision discussions started I had written many times that why it was not going to be given. It was a warning. But some new TTAs took it otherwise and thought that we are saying that fitment should not be given to the newly posted TTAs. Many of them didn't try to understand what we are saying. Even in this May some new TTAs told me that management would at least give us a couple of thousands(after talking with me the same subject 100 times!)
Even with fed up,  here I write the old mails once again. Please excuse..
 
1,The multiplication factor 1.91 was used to revise the existing scales for the post 01.01.2007 employees. This villain 1.91 was used not only for TTAs, not only for all the non executives, not only for executives & non executives of BSNL. And this multiplication factor was not invented by the BSNL management too. It is the DPE guide lines for the executives in CPSEs. So all the PSUs used the 1.91 multiplication factor for executives(they must had to). It will adversely affect all the young people of India who chooses to earn their bread and butter from the public sector. Do you hope that all the youngsters in the PSUs will unite against it? If you watch any job advertisement for any PSU then you can notice that E1(16400) and E2(20600) scales are same for all the PSUs. BSNL management had to follow the same and did it.(JTO's midscale.i.e.E1A-9850 - revised 18850- is still pending). Since the management gave the 1.91 MF to the executives one can't
expect 2.19 to non executives .Then how only for the TTAs? 
You can see that no executive union including AIGETOA asking for the fitment for post 2007 JTOs since practically it is not possible. They were asking for Only 2005 batch JTOs who joined in 2007,due to delay in training, got the fitment. Many of them were seniors than the pre-2007 JTOs in the rank list, their training started in 2006, were on service as on 01.01.2007(But were in training with stipend. Fitment cannot be given to stipend). But you can see that executive unions are asking for the pay scale up gradation for new JTOs(E2) and SDEs(E3). It is a possible one.
 
2, The only non executive cadre that was direct recruited in BSNL after 01.01.2007 are TTAs. It is definitely heart breaking for them that they are not getting hike in salary but others are getting - whatever be the reasons. SNATTA had to look after this. We had some remedies to this problem. The IDA 7100 scale was equivalent to the CDA 5000 scale of diploma engineers in the Govt. This 5000, 5500 and 6500 merged together to form a revised 'executive scale' of 9300+4200 grade pay. B.Tech holders got 9300+4600. Considering all the facts we demanded the pre-revised 9200 scale for TTAs. We had a hope of getting at least 8570(E0) or 8600(E1) scale revised of which comes to 16400( JTO's scale going to be 18850).
We had an agreement with BSNLEU in this matter. But neither BSNLEU nor management was interested in giving justice to TTAs. Our CHQ leaders tried their best for it. But they were alone in that battle. I wrote many letters with charts to BSNLEU leaders explaining the coming fate of new TTAs. I asked many friends to attend EU's meetings or contact the local and district leaders of EU and pressurise them. But our friends(except few) were not ready to do anything other than criticising the leaders. They wanted the leaders to do everything for them.
Our leaders did their best. They put maximum pressure on EU leaders. But Namboodiri was ready to accept anything offered by  the management as wage revision was severely delayed and around 10000 members resigned. Finally we threaten them of not signing the agreement. Then only EU asked the management for the merger of NE9(7100), NE10(7800) &NE11(8570) scales as equivalent to Govt departments. Then TTAs would get 16370 scale(revised NE11 scale). But the management rejected it and EU was not ready to delay the revision for it due to the heavy pressure from their members and other alliance partners. Finally Naboodiri agreed us to put the 'up gradation  of some cadres' in the future . It is clearly mentioned in the agreement and will be decided in the coming NCMs. So still we have chances. 
 
The agenda of the NCM is submitted to the management by the GS of BSNLEU. They may try to cheat us by avoiding the pay scale merger issue. CHQ alone can't pressurise them. So all the TTAs have to take their own responsibility. Contact EU leaders locally and make them understand the losses for  new TTAs. One may be too angry towards EU. But it is a fact that only the recognised union can do something. If you resign from EU then you can't attend their meetings and put your demands. Better to reject the building funding of Rs.600 because they ask it to the members in the name of wage revision. No need for a new TTa to give it. If one want to resign then explain "why" in the resignation letter.
 
As in the past many friends will shout at me reading the first portion of the mail because it explains why the fitment is difficult to get. They will close their eyes to the second part because it needs some action from your side(as per our nature, action is the duty of CHQ only!)
Anyway, for the satisfaction, we should try for the fitment. CHQ already wrote a letter to EU. We may approach the court too (since some wonder may happen only if we are very lucky). But the chance is still there in the form of merger of scales or up gradation. It can be done only through the recognised union and it is the duty of everybody to pressurise EU for it

Dear abhilash,

Thanks for your valuable suggestions, but I can't give hand to everything
that you have mentioned in the mail.

1) I don't like to think (only my opinion) fitment to all is not practically
possible and pay scale upgradation is

the only way to resolve the issue.

There was same anomaly in Tamil Nadu Government which has been resolved by
giving fitment on national pay to all affected employees only on the basis
of Representations received from certain employees association ( plz go
through reference no:2 of the order).The associations took initiative for
getting fitment to all employees, if they tried for scale up gradation what
might be the final result��?

How can you say practically it is not possible��?

BSNL is not only creating big discrimination among same cadre of non
executives performing same role and responsibilities but also violating the
provisions of Article-14( *right to equality before the law and equal
protection of the laws*) of Constitution of India in the name of cutoff date
of pay revision.

2)According to your mail executive associations are not trying for fitment
to 2006 and 2007 batch JTOs.

Executive unions already started asking for the fitment for post 2007
JTOs.plz go through the aibsnloa letter attached

plz go through AIBSNLOA letter to CMD .

Here they showing a clear picture of difference between pay
scale up-gradation and fitment benefit.

I decided to approach court and legally fight till reach a favourable
decision.
Expecting your valuable suggestions and guidelines.

I am 2002 batch TTA. I want to know about JTO LICE. What is happening about it ? Is any possibility to conduct exam in 2010 ? Is SNATTA doing anything against courtcase or waiting. If someone has any information about it please tell me.

The Supreme Court has ruled that aspirants for government jobs cannot stake
their claim to appointment just because they have made it to the �select
list� containing names in excess of the number of vacancies.

A Bench of Justices BS Chauhan and Swatanter Kumar delivered the verdict on
Thursday, clarifying the legal position in two situations arising from the
government bringing out the selection lists with candidates equal to or more
than the number of vacancies. The purpose of making a list in excess of the
vacancies was to fill all the vacancies even if some candidates refused to
accept the appointment offer.

�It does not give any vested right in favour of the candidates whose names
appeared therein,� the Bench ruled. Once the number of vacancies determined
was filled, the selection process would come to an end and no further
appointment could be made from the same select list to fill positions that
were available later, the court clarified further.

The court delivered the verdict while disposing of an appeal by the Orissa
government challenging the High Court order.

Mobile SMS Prize Contests (game or lottery) are fake and fetch money from
you.

*Just like email scams, *If you are getting spam SMS about any contest or
game etc, do not participate in it. All games are just made for making money
from your mobile account.

They usually send you sms about contest and ask you to send something to
certain number or call at certain number. *The cost for sending sms to that
number is usually high, or if you call at given number, call rate is also
high. *

The sender is working with mobile service provider. If you participate in
these contests you will sure lose your money as sms charge or call charge.
The sender of SMS will get commission of that money.

They never declare you winner or anything even if you participated
correctly.

Just don�t call or send SMS at any number provided in spam SMS or emails.

Each time you consume soft-drink, it takes away thin layer of bone from your
body. In one experiment one person kept a broken tooth in a bottle of of a
soft-drink and in 10 days tooth got dissolved into soft drink. Your tooth
and bone will decay each time you take soft- drink. Our human body stops
building bones after around the age of 30. Dissolved bone in soft-drink
accumulate at other organ of body like liver or kidney and can damage it.

The other true story is- Few months ago, there was a competition in Delhi
University (India) �Who can drink the most Soft-Drink?� The winner drank 8
bottles of Soft-Drink and Died at the spot because of too much carbon
dioxide in the blood and not enough oxygen.

The calorie in soft-drink is very high. It can affect adversely to your

Hi friends,

BSNL has launched the much Annual payment option for its EVDO Data Card
Services like prevailing in its all Broadband Plans.
Now, we can save two months rent if we pay the Annual bills in advance.

For example, if someone has unlimited postpaid EVDO plan of 750 Rs. Then in
monthly option we have to pay 750 x 12 = 9000 Rs + 10.3 % Service tax = 9927
Rs.
But in Annual option scheme we need to pay only 7500 Rs + 10.3 % Service Tax
= 8272.5 Rs

Hence, *we can save exactly 1654.5 Rs*....!!!!

So what are you waiting for.... Go and Grab it..!!

The above discount tariff will be implemented w.e.f. 1st June 2010.

Service Quality of BSNL to be Closely MonitoredSachin Pilot, the Union
Minister of State for Communications and Information Technology, has
directed that quality of services being offered by BSNL be closely
monitored. *The exercise has been first launched in Rajasthan, Bihar,
Maharashtra, Kerala, and North-East- I Circles.*

*Quality of service will be monitored in the areas of call drops, traffic
congestion, downtime of telecom towers, promptness and effectiveness of
customer service, broadband expansion, push marketing and expansion. *

The performance of these circles would be measured not only against the
benchmarks prescribed by the Telecom Regulatory Authority of India (TRAI),
but also against the best performance of any telecom operator in these
circles.

Steps will be taken to strengthen marketing for better brand building
through effective advertising, financial incentives, and exploration of new
distribution channels.
