Hello
I personally feel that the demands of post 2007 TTas are
fair .They are seperated from us due to this fitment formula . I think
CHQ should back their efforts .
In kerala post 2007 TTAs are planning to file a court case for 30%
fitment . They talked with competent lawyers, and they are optimistic .
Those who are interested in it can conact with them and share ur
valuable sugetions and contributions.
At the same time CHQ should try for scale upgradation of TTA cadre to
16400/-(NE11/E1)which is another option that is still open to us. Post
2007 TTAs will get the same benefit as 30% fitment . Even 2002 TTA will
get small benefit from it when time bound promotion come into effect.
I appreciate all efforts taken by SNATTA to raise this issue before
management. Eventhough they agreed to consider the scale upgradation of
TTa cadre , I dont think they will do that. We will not get support from
any of the union either , whether it is BSNLEU or NFTE.
In kerala we are planning to file a court case for scale upgradation and
against desparity met by BSNL TTAs in timebound promotion. Now we have
only one point to argue for scale upgradation , that is VI th pay
commission recommendations. We will finalise it after consulting with
CHQ.
My humble request to all TTA ( including post 2007 ) is that please dont
weaken the unity of TTA group by fighting against each other for group
interests.
One more thing. I personally feel that the reactions of post 2007 TTA
batch is quite natural .They were with us (at least morally). All of a
sudden they feel inferior to us due to this fitment formula. Remember
SNATTA was formed when we experienced similar kind of treatement from
unions like BSNLEU and NFTE. We should forget the scale anomaly we faced
when we joined BSNL( ie 7100/- instead of 7800/-)and try for new scale
upgradation .It is the right time.
We should not treat our juniors in the same way we were treated by our
seniors .
If CHQ feels 30% fitment is not practical then group should try for
scale upgradation.

Due to the mounting pressure from the rival Broadband companies, BSNL has also increased the Broadband speed of its Home Unlimited Plans. But BSNL plans are less costly than the rivals in comppparison. Now home users can enjoy High Speed at no extra cost.
BSNL has doubled the speed of 750 Home unlimited plan from 256 kbps to 756 Kbps and the speed of 1350 plan is increased 4 Times from 512 Kbps to 2Mbps.

Dear Jaswant,
Don't worry. Take this matter to the anomally committee. You will get your increment from the date of increment of your junior. i.e. now onwards your increment date will be advanced from November to the juniors increment date.

Dear Santhosh,
1, I referred the executive unions to explain the reality in this issue. It doesn't mean SNATTA should follow BSNLEU blindly. The executive unions especially AIGETOA(they stands only for the new JTO/JAOs) approach this situation in a practical way and they may get a positive result. We(use this word for avoiding confusion only) had faced the same situation when we joined. TTAs had to get the 7800 scale at that time. But unions agreed for the 7100 scale. After then the JTOs who were supposed to get the 8600 scale got the 9850 scale. If we do not move in the right direction then TTAs will stay in the 13600 scale instead of 16400 and JTOs will be placed in the 20600 scale instead of 18850 scale.
2, Even if some PSU provide fitment to the new people then too we can't challenge it legally. Because in the case of non-executives, management can decide the pay as per the scenario in the company. See, MTNL NHPC etc. were giving the 7800 scales to diploma engineers. Why we didn't file a case?. It won't stand legally but the recognised union can ask for it to the management.
3, You have referred it to the Prime Minister. You are very correct in this regard. It was a Govt. decision to grand the 1.91 MF to revise the executive's pay scales in CPSEs. The same was followed in the case of non executives.
4, How can you say that I have the same opinion of management? Don't be blind when you hear something that doesn't please you. Even before the wage revision discussions started I had raised the point of merger of NE-9, NE 10 & NE-11scales and granting the proposed 9200 scale to TTAs. I had talked to Namboodiri and state leaders of BSNLEU several times regarding this matter. But they were of the same opinion of the management that 6TH pay commission or Govt. pay structure are not applicable to BSNL. But for every other cadre's scales, gratuity, 3% annual increment, 6 month maternity leave, 10, 20, 30 %of HRA, 20 year of service for full pension etc. they followed 6TH pay commission/Govt.orders. Ask to Namboodiri or co that how hard and harsh I was for the deserved pay scale. Some of new TTAs were attended Pathanamthitta SSA conference of BSNLEU. In that meeting the Circle secretary of BSNLEU got the extreme criticism from me that he never got
personally in his entire union career. But the most of the new TTAs were not ready to do something. Not a single voice raised in most of the SSAs.
5, It is not at all demotivating. It was only an indication from my own experience in conducting some court cases. Many people will be there to motivate the leaders. But when it progresses only some people will be there to face the isolation. In some cases I co ordinated the applicants for their satisfaction even though I found no scope for a hope. I will be ready to do my level best if new TTAs are ready to come forward(not through mails and mere talks).
6, In the revised scale too your contribution towards EPF goes on increasing. The negative figure comes into picture only when compared to the old scale.
7. I feel that the fitment or pay up gradation cannot be settled at GM level. It has to be dealt with higher level. Only the representative union can force the management in this regard( it is the fact- even though it is very hard to digest). We can force the representative union in this matter. Our CHQ is there to do the best and we have to support them at the local level.
8. How I can simply forward your mail to GMs ? Would you forward any mail to GMs that somebody had sent you?
9. We participated in the strike due to the alliance commitments. They never strike for any of our cause.
10. Definitely it is heart breaking for anybody that pay is not increasing after revision. One is watching others getting a better pay. It is a problem and we have to find the solution for this problem. But we should be open minded to the facts. Every ways should be analysed. But you are selecting a way and believes it is the right way that leads to the goal. If somebody says there is some troubles in this way then you stamp him as the enemy instead of checking the way.
11, Your moto should not be "just to stop the loss". It will get only some personal pay. There is all the possibility to get the personal pay if we move to court. But it is not enough at all.
12, You would be happy if I say that fitment should be given to new TTAs. But How can I do that if I believe that it is too difficult?. I will be happy if you get the fitment. But it doesn't mean I should not talk about the difficulties.

Santhosh is doing a good work. But the EPF point too may not stand legally. Your contribution is not decreasing. As per the DA increases in three months, your contribution increases. Salary too increases. You can't show any reduction in money in your pay slip even thogh you are getting a less salary compared to the old one. Only in April, May & June you are getting the reduced pay(EPF contribution is not decreasing even in these period-you can show negative contribution only when compared to the present structure).

Hi friends,
Most of the senior TTA are receiving less salary as compared to juniors because on revised scales immediate juniors get there next increment before the senior & in this way pay anomaly is generated. In case of Executives BSNL Corporate office issued order( atteched with this mail pls open with PDF) for one Extra increment (with some condition) to such seniors, in order to remove the anomaly.
But as in case of DR TTA every year recruitment is going on so we may have chance to get more then one increment( Even post 2007 TTA's) . SNATTACHQ is well aware with this situation & hopeful for some extra increments to almost all DR TTA's.
I request all TTA’s to arrange pay slips of such cases, give representation at your unit & circle to get this extra increment.
For post 2007 batch TTA’s we are very hopeful that there problem will be solved, as the issue is raised at different level from SNATTACHQ level & individual level also.
