Dear Santosh,
Its good to see that you are going through different orders and memorandums
issued on wage revisions,you are at least studying the situation and trying to
come up with some possible solution also.
I have submitted my replies on your queries and it should be viewed with an
academic interest,I would be more than happy if DRTTAs who joined after

SAME????????
My reply:If you have gone through
gazette notification,presidential orders on the formation of different pay
committees then you must have seen that this revision was due on 1.1.2007
and all the employees who were drawing pay on or before this date were eligible
for the pay revision benefits.So only the staffs joined before this date would
be fixed in the new scale as per the agreed fitment formula.And the new recruits
would be fixed at the minimum of the revised scale when it is notified till
then they get the pre revised pay.At many places it was advertised that the
scales were due for upward revisions.But
7100 has been revised upwardly to
13600,Agree?Did the advertisement mentioned the quantum of upgradation?No.So
people who joined after the crucial date would start drawing their pay from the
lowest stage in the scale,ie 13600,where is the question of fitment?You were
getting the pay in pre revised scales in absence of revised scales,and when its
has finally arrived you will get pay in new scale,and if your pays decreases
then that has to be adjusted in subsequent increments to protect your
pay.Affected staffs should represent the case to administrative authorities.
Here I would like to add that the
difference in the pay DRTTAs of post and pre 2007 may further increase if the
unions and association do not take remedial actions timely.You just pointed out
that 78.2 % da neutralisation is being demanded by SNATTA alongwith BSNLEU.We
in BSNL may very well get this also,as the committee has already been formed
and it may very soon submit its report,it was one of the agenda of strike
also.If that is implemented then it may happen that only the fixation formula
is revised and scales are not revised.At present fixation formula is (old
pay+68.8% of old pay)+30% ,when revised it would become (old pay+78.2% of old
pay)+30%,so 7100 which is fixed at 15580 would be fixed at 16450 for pre 2007
DRTTAs,but in case the scales are not revised then a new DRTTA would still get
13600,so the difference further increases by rs 900 you see.
So it is very well understood
and well mentioned that the wage revision was due on 1..2007,and all the orders that you have referred should be seen in
totality,you cannot quote any clause from any order out of context.These orders
and previous ordersshould be read as one.

our employer is our DDO who gives our pay and if you have got an EPF account no then its something like JH/RNC/111361/21.Every unit has been given a separate account no,circle office,ssa,corporate office all have their own account no,for you the employer is your DDO,fr me its my DDO,he is our employer and not BSNL if you go strictly by the terms as defined in the act.Ideally BSNL could be given one main account and our hr no or other unique no could have been our sub account under main account,but its not so.So you see that it was not within the purview and hence not the liability of the DDO to revise our salary and its repercussions,one of it is reduced epf contribution as pointed by you.
I again add that this is my personal view and I will be happy if read and do research on the subject and get 'justice' for the new TTAs,But why you are talking only for the employees before 6/5/2010 in your proposed solution,"

aren't you concerned about the DRTTAs who are yet to join the department after facing the same level of competition and same qualification.Would they raise their voice against the injustice thistime done by post 2007-pre 2010 batch(your batch).who will fight for them.why should they get less pay then you.why should they get the benefit of your proposed solution.
Develop a broader view of the subject,you can be good leadre(?).....

dear sanjeev,
like u only, there are somany TTA 's r working under pressure. and it is not possible to avoid the superiors .the "LESS PAY LESS WORK" is good to hear but in real life it is not possible. if u apply this u will be harrased by somany ways like u will not get leave,boss says u r not attending the customers calls properly, and if u r working in group if any problem comes he says u go to the customer end call him back or travelling allownces he willnot sign like somany somany types of harrasments. for such type of problems rules and regulations will not work and no union will support. i think only solution for this is become a JTO (executive) as soon as possible for that pray the god and our snatta.

Your frustration and pain generates such wordings. You may go to the extreme harsh. But still you are our younger brother. So nobody will reply in the same language to you.
If you were watching the TTA cadre before getting the new salary then you could not have said this. During the wage revision's discussion time Namboodiri was continuiosy getting the calls and mails from our leaders. It was a routine for Manish to make at least one call in every two days. Our GS had written letter to CMD. If they had suceeded then you people would have been getting higher pay. But you might never know who tried for it because you are not interested in such things.
We failed to get a good pay to new ones. It is not because of the negligence of leaders. They didn't get the sufficient support from the TTAs. When we joined in BSNL, we failed to get the deserved 7800 scale to TTAs. We failed in getting 5 year condition, JTO exam, JE designation etc. One can easily blame it on leaders. But even Mahatma Gandhi can't achieve something for TTAs. That is the situation in BSNL. You must know it.
You can easily ask to resign. Because you don't know how they become leaders. They were not simply appointed by CMD. They did a lot of things to SNATTA. No use of explaining it now. If they resign then are you able to lead us?

even im aware of these situations.. here we r paid less. aperson recruited a year b4 is getting all the benifit where as we are not even getting a part of the benifit. i request the union leaders to persue the matter and bring some justice to the fellow members. atleast for the period we have worked we deserve some benefit. hpe all my fellow members are together to resolve this issue
