MR CHANDAN has rightly cleared my points, gradation list is applicable in the way you said in the case of mutual transfer within circle from SSA to SSA ONLY.If the case is for transfer from one circle to other circle then previous unit's service is lapsed and your service is counted from the day you join or bellow persons who joins on that day in that CIRCLE/SSA.
