On Dated 08-08-2010 at Ludhiana .
Circle Executive Meeting of Punjab Circle took place in the Bharat Nagar Telephone Exchange, Ludhiana on dated 08-08-2010.The Circle & Districts office bearers of all ssa except Amritsar were participated in the CEC. The D.S of Amritsar sash's already conveyed their full support to any decision to be taken in CEC.
The meeting was presided over by sh. Ram Kumar Bhatt ji. The main agenda of the CEC was as given below-
1. Issues related to the JTO LICE.
2. Funds.
3. Functioning of the Circle/ SSAs of SNATTA-Punjab.
4. Effects of 2nd Wage Revision especially for New TTAs.
5. Court cases related to JTO LICE.
6. EPF Matters & Resolutions.
7. AIC-GOA.
The details representation regarding SNATTA was given by our Centarl-Cordinator sh. Tejinder pal singh ji. The information regarding wage revision in details was given by Circle Secretary Punjab , Sh. Hakam Singh.
The following Resolutions were UNAMINOUSLY passed by CEC—
Fund Collection of 500/- each by all members of SNATTA-PUNJAB. It is for the purposes of COURT CASES , AIC-GOA etc.
The case of sh. PRITPAL SINGH, District-President- Snatta of HSR-SSA, for sanchar sewa padak must be resolved at earliest & also informed to GS-SNATTA to discuss the same with chq of BSNLEU on 9 August,2010 .
The Major Charge-sheet case to sh. Vishal Mehndroo of Ferozepur ssa must be resolved.
The case of new ttas for wage revision loss must be resolved.
It was decided that 2 ttas from all ssas & 3 from circle body members will participate in AIC-GOA as DELEGATES FROM PUNJAB .
It was decided to continue the same CEC of SNATTA-PUNJAB with present status.
The votes of thanks was given by S. Inderpreet Singh from sangrur ssa. His dynamic presence affected the each member.
Dt 10-08-2010Shri. Dharmendra Verma, General Secretary, SNATTA discussed the issue of injustice done to Sh. Pritpal Singh TTA (Sales), Punjab in awarding the Sanchar Seva padak for his exemplary performances with Comrade P. Abhimanyu, General Secretary, BSNLEU. He promised to follow the issue genuinely with his Circle Secretary, Sh. Balbir Singh and get the justice to Er. Pritpal Singh. Sh. Hakam Singh, Circle Secretary is humbly requested to be in constant touch with Sh. Balbir Singh Ji in regard with this issue and see to it that Sh. Pritpal Singh gets justice at any cost. The forum of LCM and RJCM should be effectively utilised for the same.
I m really thankful to CHQ punjab regading including my case in CEC agenda along with the reduction of wages of new TTAs, which must be solved within time frame as well as possible. Happy to see the stand and action of GS SNATTA regarding my case. I am more happy if this communication between two GS takes place last month. Secondly I want to told our worthy GS that when i raise this point to CGM then there will be no need to discuss this matter in LCM and RCM as the both meeting will be conducted after 2 or 3 month, upto that we have to win this battle at any cost. So its my humble request to Worthy GS that kindly raise this voice to NCM with print out copies of data for betterment of TTA cadre and also so that it will not repeat in whole India. I am very much assure your goodself that it will not repeat in Punjab because this case is already very much highlighted by CC Hakam Singh Ji and in SSA Hoshiarpur by me. Its very interesting to know now in
HSP SSA everybody knows about my case and my action, now they think hundred times when i raise any point.

I have to won this opearation at any cost for the welfare of my beloved group.I m calm and very much silent when i m busy in my work but when i hear a word injustice then my aggressiveness force me to do something.
Last month one TM unluckily got a HEARTATTACK in the MDF section when i know this I immidiately rush towards hospital. Docter told me that ABI ATTACK AA RAHA HAI MAINE INJECTION NAHI LAGAYA AAP IMMIDIATELY JALLANDHAR le jao App. 30 km from my Exchange.BUT Jallandhar is my adjacent SSA and in our SSA no HEART SPECIALIST Hospital with modern technology.Luckily PRUTHI HOSPITAL where we refered empenelled by BSNL we told them we are from BSNL they asked for identity card we told them that we show u shortly then they give us letter for permission from CGM as treatment we are taking from another SSA. I immidiately contact and fax the document to HSP SSA for permission. That day i came to know the negative metality of our staff and officers. I fax the document arround 2 pm so that they fax the same to circle for permission but SDE(HRD) doing mothing. I already send SMS regarding this incident to GM and DGMs.
they waist one day and next day when i call SDE(HRD) and other staff of there section they told me that it takes four to five days.EK Ne yeh keh diya agar marta hai to mar jaye rules are rules by hearing this type of wording i immidaitely called the DGM and asked only one question Sir Will HRD section wait for TM Surinder singh came to ur office or ur office waiting for his wife? by hearing these words DGM immidiately called the DE(admn) and send the document for approval.With again in aggressiveness i contact with circle with the help of DE and on the same date got back fax for approval.
Then i call the SDE(HRD) HAAN JI SIR WE GOT IT ON SAME DAY THEN SDE became silent and he had no words to say
MY dear friends every case want some special attraction and angerness also without that we cant won any battale. We people what doing if one person fighting then others will see them like spectaters only as we did in the past when only our EX GS going to CO for our demands, which was wrong and now we are doing the same. JUst think for what purpose we voted to powerful union if two persons are moving for fighting us in the court then we have to doing something with the help of union.We just now depending on courts. I wanna to know why we voted if all things deciding in the courts.
Whether our CHQ ever demanding from CHQ BSNLEU organise one special Dharna for the demand of only TTAs or right any letter regarding this.Friends if it happends then whole picture will be changed beacuse in DISTT we hundred percent success the DHARNAS and strike.What we are doing this only for supporting only powerful union only whether our demands are in the agenda or not
I requesting our GS to exercise on this organise Dharna if they are not agree give them ultimatum we taking our support back. I m hundred percent if we are just writing a simple letter to CHQ BSNLEU that we are going to arrange a dharna for our promotion my dear friends management cant punish us when we are in bulk and this powerful union then came in field for saving us for there voting bank also they can see our GUTS and power. Nothing we got with a simple letter.
SO MY DEAR CHQ
For all this we want strong WILLPOWER AND GUTS and ofcourse we have to break silence over many issues including my case. I have give u the strong platform just break silence for the better future of our friends.

SNATTA is a Association made for fight against injustice but i m sorry to say that now days many of us including our Worthy GS silence against injustice done to me. My dear friends i already told this to CHQ that this type of Injustice not only done on me its on the whole cadre but sill they dont take any action accept one letter wrote by our Worthy President.This is exactly like that when we raise any demand then CHQ BSNLEU write a letter to Management after that what we got nothing. I wanna to ask know what is the difference between union action and association action.

Friends all we running behind only one demand that we became JTOs but friends just think can we perfect TTAs when i ask this keeping in view of injustice result my friends knows more than me.I dont know for what purpose then we demanded this post,It means if BSNL gift us a post of JTO then we should offer our faces to ITS officrers for slapping beacuse we know if we raise a voice against injustice then they punish us.
Just Remember the CANDLE MARCH of direct JTOs, they do that with guts and with below noted MOTTO:

DEKHNA HAI JOR KITNA BAJUE KATIL MEIN HAI
And what we are doing from 7-8 years only suppressing the voice by saying that if we did that management will take action against us. Friends I raise the voice,inspite of supporting they trying to down my moral by saying that management may take action against u as my friend PREET BANDHAN told me, but i dont afraid from any type of action.
Friends ITS officers still very joint as in my case they showed incuding CGM Punjab by supporting DGM but shut their mouth in front of my hardwork but i m sorry to say that we are sill not joint when injustice done with anyone from we just seeing like a cricket match as my silent friends and Worthy GS did till now.I wanna to know why JAC silent on this issue if any non executive or JAC memeber doing this type of delay then management must issued him a chargesheet.
I wanna to inform that very shortly i will raise my voice in front of Worthy CMD then my silent friends and worthy GS knows about 'GUTS AND POWER OF TTA CADRE"

One thing i must clear that i dont want any type of award now,as letter from CC BSNLEU shows i want only justice so that no other my friend face this type of injustice as this is very painful to accept. Dear Bandhan!
My section is NIB Node. That does not mean that I work behind desk. Here, in
Siliguri, from TTA to SDE, everybody goes to field, visit customers' premises,
do the MDF testing, laising with outdoor people, do all the indoor fault
finding, external fault finding etc. If you see my details in SNATTA database,
you will see what and how much work we do. And believe me, there is no extra
things mentioned there. Actually, it is less. Here, I can create a customer,
create VPNoBB connections, disconnection-reconnection online, Plan change,
closing etc. in both platform, BNG operation, DSLAM monitoring, fault finding,
just to name a few we do here.
A person gets posting like Siliguri NIB is a lifetime oppurtunity. Here we do
all things together. Being posted here since last 3 years and presently longest
among all I have to know everything.
That does not prevent me to go out and attend customers at their premises also.
BSNL arranges for various type of training always. But, some of us try to avoid
sometimes thinking that we already know the subject beforehand. Even I also used
to think like that. But, once I attended one course, I could know the
differences. Always try to attend some course relating your duty. You will find
there is always something extra thrown in.
'Lesser known' - is not for offending someone. Motive, even enforced in a small
way, will some how reduce our workload.
Once a customer's modem gets registered, if he/she make a complaint, you can see
it in the portal. For any customer, making several complaints, you can see all
the previous records also. You can remote login to the modem, no matter what the
modem password is, can make changes in userid/password, reboot the modem in
factory mode etc.
For UTSTARCOM modems, the motive software does configure the modem using only
your user id and telephone no. customer need not remeber his/her password.
motive even configures your outlook express using your multiplay email id.

definitely avoid it to make our User in discomfort. Until and unless we all

so for you it would be a child play. but what about Others lesser known..??
see you are a NIB TTA even then u got training and we are field BB TTAs and we
dont even know the purpose of this sw.
The flow of information is always a weak link in BSNL functioning.i hope u will
agree with this point.
i know ur SDO, JTO or ur own willingness to attend the Training might have gave
u knowledge about this sw or other technical points
we the BB TTAs have lot of work in field and seldom get time to attend training.
We mostly rely on our social and technical network to resolve our day-to-day
problems.

dear saha,
i just want to correct one point here that i have never ever declared
that i am the top most broadband engineer in mhl/chd. Putting words into
my mouth is wrong.
see its viewers perception whether he/she regards me or not. i am just
doing my duty with devotion as other TTAs does or as u r doing. its as
simple as that. the writing of some articles on broadband technologies
and answering hundreds queries does not make me TOP MOST. A TTA may
remain TTA in BSNL atleast. (I really don't want to leave BSNL as i am
getting emotionally attached to it but i am seeing the day is not far
when i have to say good-bye to BSNL as i am seeing no Promotional Growth
Prospects in this company anymore. If JTO LICE conducts and if i cleared
it then i will remain with BSNL.)
nobody is perfect and i am trying to be perfect, in some areas i rely
upon others (colleagues) and vice-versa. The only thing that gives me
edge over others is my NEVER-SAY-DIE-ATTITUDE alongwith my Marketing
Skills and Computer Proficiency.

I have not joined any training of BB but I am sure that no software can connect to your modem when your internet connection is got down so why all this can work to help customer because only 10 % problem came in picture to customer when internet connection is OK but net was not working so all this " fuzulkharch " like CDR-Project when

in usb type it is clearly written on usb device,same in case of indoor cpe.but for outdoor cpe it is located near the signal strength indicator,there are two mac nos noted there but for creation mac address near the indicators are used.

BSNL to seek nod for buying Chinese gearThomas K ThomasNew Delhi, Aug. 14With the Department of Telecom allowing Reliance Communication to buy equipment from ZTE, the state-run Bharat Sanchar Nigam Ltd will also seek permission to import gear from Chinese vendors.The public sector unit was forced to keep Chinese vendors out following a ban imposed by the Government due to security reasons. The company is planning to buy equipment for supporting 5 million subscribers and had invited bids only from European and American vendors.Senior BSNL officials said the company will approach the Government seeking clarity on its position on Chinese vendors."On May 14, the DoT wrote us a letter saying that we should not buy from the Chinese. So the tender for the 5-million-line contract was restricted to non-Chinese companies. Now private players are being allowed to buy from Chinese vendors, so we will seek fresh approvals because more competition will enable us to
get better price during the tendering process," an official said.The BSNL employees' union has already shot off a letter to the Cabinet Secretary in this regard. "DoT has barred BSNL from procuring GSM equipment from Chinese vendors while giving unbridled freedom to other private operators to procure equipment from vendors of their commercial choice as if the network of private operators is not prone to security breaches."BSNL is stuck because on the one hand European vendors are refusing to comply with new security considerations format and, on the other, it is forbidden from procuring equipment from Chinese vendors who are format-compliant," said the letter from Mr G. L. Jogi, General Secretary of the Sanchar Nigam Employees Association.

MUMBAI: While much of the world, and India, was in the throes of recession, there was one industry that continued to boom-selling mobile phones to India's vast rural population.
Not only did the sector beat economic downturn but registered an awesome 100% growth rate in the last two years. This is clear from the fact that the number of rural subscribers to BSNL's mobile phone network doubled from 10.13 million in March 2008 to 21.26 million at the end of June 2010.
Experts say that during the recession, the rural population was not affected as severely by the falling stock market, tighter bank lending or negative growth in other sectors of the economy.
Thus, one product that consumers in villages continued to buy in millions were mobile phones. Moreover, large parts of rural India still remain poorly connected, which makes a cellphone almost a necessity for maintaining contact with the outside world.
The importance of the rural market has been recognised by most stakeholders in the mobile phone business. Thus Nokia, the world's largest manufacturer of handsets, announced a microfinance scheme earlier this year, which allows villagers to take small loans to buy handsets.
Interestingly, data released by Union ministry of communications and information technology also shows that while the rural mobile phone market continued to grow by leaps and bounds in the last two years, the number of landline connections have been falling in each of BSNL's 26 operating circles across the country.
Therefore, in the first six months of 2010 itself, Uttar Pradesh saw the number of landlines fall sharply by one-third. Maharashtra, too, saw a negative rate of 3.34% in landline subscribers but its cellphone market grew by 4.63%.
What the mobile phone revolution in rural India has done is also drastically change the teledensity in India's villages. Teledensity is the number of phone connections per 100 people. While it is well known that teledensity in urban India has exploded to more than 90% in the last three years, few are aware of the fact that during the same period, it doubled from 14% to 30% in rural India.
Increasing use of mobile phones in villages is seen as an opportunity to address the problem of connectivity in many of the country's remote areas. The government is already working on schemes to provide internet accessibility and other value added services to villagers through their cellphones. Experts believe it will help farmers integrate with national market for farm produce and fetch them better prices.
The Centre for Excellence in Wireless Technology (CEWiT) in Chennai is already working on making it easy for cellphone users in rural India to send SMSes in 22 languages. The project will ensure that villagers do not rely only on voice calls but are able to take to texting as well in a big way.

some more RUMOURS by ACTIVE / CLEVER members in ludhiana ssa--
1. that hakam singh has met a Disrict Secretary BSNLEU-LUDHIANA for transfer of FIVE ACTIVE / CLEVER members from URBAN TO RURAL with ill intension.
2. that hakam singh is a MAN OF circle secretary BSNLEU-punjab.
3.that hakam singh is harassing the ACTIVE / CLEVER members BY USING LOCAL LINKS.
4.that hakam is not doing a work of BSNL & taking salary for nothing to BSNL.
5. that hakam not want to become JTO but he wants to becomes LEADER in BSNL.
6.THAT , NOT A SINGLE TTA WITH HIM.
7. that hakam is a very PROUDY PERSON , he dont want to even talk or shake hand with them.
8. that he has no quality of leadership BUT only have time to serve the cause of SNATTA.
9. that hakam divided the whole tta of ludhiana.
Above are a few RUMOURS which i heard from many members in a SAME WORDS PATTERN , which means that they are by ACTIVE & CLEVER members. THESE ACTIVE / CLEVER FROM LUDHIANA ARE REALLY A "JHOOTH DIAN PANDAN ". There are a few ACTIVE / CLEVER tta in ludhiana , in next mail I WILL GIVE LIST OF ALL WITH NAME.I am not a P.A of hakam singh but its my duty to present the other side of COIN to CHQ & Friends.

1. What you all have done to my charge sheet on minor issue in march-2009 ?
2. Exactly after 1 & half year , 13000/- FINE & SIX MONTH BAR FOR QUATER to tta of ludhiana Mr. RAMESH YADAV & charge sheet is ready for delevery , I WANT TO KNOW ABOUT YOUR UNITED ACTION TO SOLVE THE ISSUE ?
above two charge sheets are VERY BIG BLACK MARK ON UNITY OF LUDHIANA SSA. so stop fighting against hakam singh , but instead help him to fight for cause of SNATTA & stop spreding false informations to other friends of other ssa .
