NEW DELHI: The Union Cabinet, in a late night meet on Thursday, approved a Rs 10,000-crore project to build an alternate optic fibre cable (OFC)

network for the defence services paving the way for the auction of third generation spectrum to be held early next year. The country’s armed forces, which currently occupy a bulk of the 3G airwaves, will move their communication requirements to this network that will be built by BSNL, thus freeing up airwaves for commercial telephony.
The armed forces, which had already vacated 10 MHzâ€"or two slots of 3G spectrumâ€"to be used for commercial telephony, had agreed to free an equivalent amount of airwaves by June-July 2010 provided the department of telecom

got Cabinet approval for the alternate (OFC) network by December 3. The Cabinet clearance paves the way for the 3G auctions and more importantly ensures that there will be four 3G operators in all telecom circles.
BSNL will put out the tender for the Rs 10,000 crore project on its website on December 7 and expressions of interest will have to be made by January 15.
ET has also learnt that Chinese equipment majors such as Huawei and ZTE will not be allowed to participate in this project due to security concerns. Besides, other bidders also cannot source equipment manufactured in China. Even equipment imported from the West will have to pass stringent security tests in government-controlled test bed for every product before the same can be installed in the alternate communication network project.
In the first of its kind in India, all successful bidders will have to transfer technology, manufacture all key components in collaboration with domestic firms and also part with their IPR rights due to the security implications of the project.
Given the scale of the project it is unlikely to go to a single vendor and multiple vendors could comprise a combination of private and public entities. According to sources in the know of developments, TCS, Infosys, Wipro, HCL, Tech Mahindra and state owned outfits like CDAC, ECIL and BEL along with telecom equipment majors such as Motorola

, Ericsson, Alcatel Lucent and Nokia Siemens Networks are likely to be among the bidders.
An added incentive for successful bidders is that following the completion of this project, the Centre will then had out an additional Rs 5,000 crore project to manage and maintain this network for the next 10 years.
Successful equipment vendors will have to manufacture all core components in India, failing which they have to enter into collaborations with stateowned such as Indian Telephone Industries (ITI) and BEL to fulfill this obligation , a government official associated with this project told ET. majors too will have to share IPR rights for their services with BSNL and other state-owned entities such as C-DAC .
Department of telecom secretary PJ Thomas has already assured the defence ministry that the optic fibre cable for the defence will be implemented, as a mission-mode project with chairman and managing director of BSNL as the mission director and one representative each from the MoD and DoT on the mission team.

NEW DELHI: Prime Minister Manmohan Singh today said that 3G telephony spectrum would be auctioned soon, thus ending the uncertainty generated by
reported differences between ministries of Telecom and Defence on vacation of airwaves.
"I am happy that auction of spectrum for 3G and broadband wireless services will be conducted shortly. In a reform initiative, the government has decided that this spectrum will be allocated at market determined prices rather than administered one," he said at a telecom conference here.
There were reports that auction of 3G spectrum (air waves) could be delayed beyond scheduled January 14, 2010 and Finance Minister Pranab Mukherjee was entrusted with the responsibility of resolving inter-ministerial dispute.
The Empowered Group of Ministers, headed by Mukherjee, had late last month cleared over Rs 10,000-crore package for building alternate network for the defence force to get spectrum vaccated for commercial use and the same was to go to Cabinet for clearance.
Singh also predicted that India, which already has nearly 488 million mobile users and adds about 15-16 million users a month, could witness robust growth in the sector given the fact that the economic downturn is showing signs of moderation

NEW DELHI: Fuelling the tariff war, state-run telecom operator Bharat Sanchar Nigam Ltd (BSNL) today launched per second billing, including for
international calls, for its postpaid customers.
Aimed at garnering more subscribers, BSNL has waived off registration fee for new postpaid connections, while the security deposit (for local and STD calls) has been slashed to Rs 500 from Rs 1,000, BSNL said in a statement.
The security deposit is refundable to BSNL customers from sixth month onwards, it added.
"Per second billing will be an advantage for customers. BSNL has introduced per second pulse in postpaid plan 225. ISD calls are now available on per second pulse making it more affordable and attractive," BSNL CMD Kuldeep Goyal said.
The latest round of tariff war was triggered by Tata DoCoMo, which offered per-second billing plan of one paisa for both local and STD calls.
Other telecom operators followed suit with Airtel, Vodafone, Aircel and state-run MTNL offering per second billing plans.
BSNL has redesigned its Plan 525 for corporate customers with 15 second pulse in addition to free calls worth Rs 350. The call charges are 30 paise/min (local) and 50p/min (STD).
BSNL would offer 300 minutes incoming and outgoing calls are allowed on national roaming, the statement added.

In the Wage Negotiation Committee meeting held on 4th December 2009, the
following consensus has been reached:
1. The span of pay scales will be increased from the present 15 to 18
years span in all scales (Management proposed only 12 years span earlier).
Wherever possibility of stagnation is there, the span will be increased.
2. The multiplication factor will be 1.91 as in the case of executives.
In the case of the NE I scale, multiplication factor may be increased to 2.
3. Negotiation on Allowances/Perks has started. It will continue in the
next meeting
4. The next meeting will be held on 8th December 2009.
