Dear Sir
 Before saying anything I will be abide by the decision taken by the CHQ SNATTA. Here you asked for opinion for future course of action and raised few points, in my view
1. As BSNLEU is voted as recognized union till Dec. 2010 and if we withdraw our support it have no effect till Dec.2010 except they will be well known about our view well in time and accordingly they will take their own steps. I think it is good to get our union registered so that bargaining with anyone can be done as union not as association and forget that we will not involve in this dirty politics. It is the true fact we have to accept that we are the group 'c' employee and when we asked something for our betterment, management will treat us group 'c' though they recognized us as very good workers. So if we really want to do something here for the welfare of ttas we must involve in union activities from the front. But taking registration as union we must consider that the name and mission must be so broad that there must be some scope to add employee from other cadre also may be the BSNL recruited only so that we have the option to increase our strength.
2. If we want to withdraw our subscription it is better that this amount must go in favor of SNATTA which not only strengthen the SNATTA financially but also a system will be developed for fund collection. As in my SSA the deduction from salary is for three unions and SNATTA will be the fourth but it will give a very drastic change in SNATTA account.
3. I am not known about the workers alliance is it FNTO or any other one and by whom it is headed by. I think it must be postponed till the union registration. 
Sir I think we should wait, though we are well known that BSNLEU will not do anything for us and prepare our self for the next verification with target that our union must be formed and then we will take the decision at that times circumstances. We know that at least our members will be present in every ssa who will do some efforts and SNATTAs union will not be a regional union.
  On the other hand till now only six to seven month has passes now and BSNLEU will get a chance that SNATTA has not given him the time as per agreement to fulfill their demand and given a betrayal. So by giving them some more time we can completely exposed them and they have no words to say for their face saving. But we will utilize this time to strengthen ourselves and will give them a befitting reply for their great betrayal at the time of verification by showing their real face to the BSNL employee and put them on the ground because they are enjoying areoplane on the hard earned money of the BSNL employees.

The following was the agreement reached between SNATTA and BSNLEU in the last Two Elections.

 

1.     In wage revision TTAs must get the highest pay scale as per the recommendations of 6th Pay Commission.

 

2.     To reduce the service condition under JTO RR-2001 from 10 years to 5 years.

 

3.     To conduct Departmental exam under 35% quota for JTO promotion within a year of this agreement.

 

4.   Immediate action to change the Designation from TTA to Junior Engineer Telecom (JET).

 

5.     To issue the orders for inter-circle transfers under para-8 (erstwhile rule-38) for TTAs to their choice circle..

 

BSNLEU has not been able to achieve the single agreement mutually agreed to. There are clear orders by Department of Personnel and Training on the recommendations of the Vth and VIth CPC for having 6/5 years of fixed qualifying service in the JTO LDCE. The orders were given to the Com. VAN Namboodiri in the 21st NCM to present before the BSNL management but he failed to do so and again agreed to reduce the service condition to 7 years. The attempts of SNATTA NCM members to present the DoP&T orders to the Hon. DIR (HR) were blocked by some of the constituents of the United Forum. But to our utter disappointment even the 7 year condition was not accepted by the BSNL Management in the 21st NCM and Dear Com. VAN Namboodiri accepted the fake and distorted minutes of the 21st NCM.

 

SNATTA CHQ tried to persuade him to incorporate the Reduction in Service Condition Under JTO LDCE agenda in the Strike Notice so that the outcome of it would be known within 20 days but the same was rejected by the Com. Namboodiri as it was as per them a DRTTA Cadre issue only.

 

On the issue of Highest Pay Scale to the TTA as per the recommendations of VIth CPC again the BSNLEU is of the view that TTA's are already getting the Highest Pay Scale and it is Sr. TOA (P) and Sr. TOA (G) who are needed to be upgraded and not TTA. The Designation Change Committee has been put in Doldrums.

 

The Promotion Policy which could have given a much respite to the Direct Recruits has again severely discriminated between the DOT absorbed and the Direct Recruits. The DOT absorbed employees who have been restructured and promoted as per the guidelines of Pay Commissions and has got promotions after that have been given undue advantage of their previous services over the direct recruits. It is nothing but a cruel Joke with the direct recruits TTA to give them the Scale of JTO after the long service of 32 years. It is a known and accepted fact by BSNL Management at several levels that DRTTAs are doing the duties of JTO itself.

 

These policies of the Trade Unions / Associations to neglect the Direct Recruits would lead them nowhere as the ultimately it is the BSNL who would suffer and the very existence of Trade Unions/ Associations depend upon the existence of BSNL. It is fact that the Company or Organization would survive if and only if the Younger generation is allowed to grow. The Employees absorbed from DOT might have got raw deal from Govt. of India during their days but that does not confer them the right to Block the entire career of the younger generation to achieve what they have lost in their hey days.

 

There seems to be no clear idea in the approach of BSNLEU towards the issues related to the TTA cadre and the time has come for all of us to think and reconsider our position to support the United Forum. We cannot see or just watch our issues being lingered up on for 3 years and even now there seems to be no solution in sight. BSNLEU has given us several assurances and even promised to the extent of 110% in the 21st NCM that the 7 year Service Condition would be accepted in the Management Committee and in the BSNL Board Meeting. But nothing happened. The reason behind not including our demand in the Strike Notice is beyond the imagination of a sane mind.

 

The picture is not rosy outside the United Forum. The other unions who used to claim themselves the Sole Leaders of TTAs have not issued a single statement in the favour of TTAs demands. It is really amusing that the Trade Union Leaders of TTA Cadre have till date not demanded the Pay Scale up Gradation of TTA Cadre as is recommended by the VI CPC. They have also kept mum on several issues related to TTA Cadre.

 

Friends you are requested to decide

 

1.       Shall SNATTA continue to support BSNLEU as it won't be able to support our issues being subdued by the constituents of United Forum?

2.       Shall all the SNATTAians withdraw the membership from BSNLEU En Masse and take Legal Recourse to fight all the injustice done to the Direct Recruits Viz. Promotion Policy, JTO LDCE and Wage Revision.

3.       Shall we join the BSNL Worker Alliance in case they do agree to resolve the demands of SNATTA within a limited time frame?

4.       Shall we go all alone with our agenda in the best possible way we can.

 

 

All the Circle Secretaries and Central Co Coordinators are asked to Judge the Situation as per their Collective Intelligence after due diligence with the District Secretaries of their Circle and apprise of their Views and Suggestions and how to implement those views and Suggestions in the context of present situation of SNATTA. The Signed Views of CS & CC on their letter pad should reach the SNATTA CHQ email ID within 24 hours so that the future course of action can be decided.

 

The issue of our court case is being projected by some Trade(ing) Union Leaders as the fight between the DRTTAs and DOT TTAs to extract money from the other parties. They want this to continue so that they can have cake and eat it too.
