Abhilash You r right that if someone is already transferred through para 38/8 then his past service at parent service will be counted while calculating the service period
but what jaiprakash was trying to say is a different thing. If someone is a native of UP but serving in PUNJAB. Now since he has served PUNJAB for more than 5 years he is eligible for transfer under rule 8. but if he appears for LDCE in PUNJAB and becomes JTO in PUNJAB, for eligible to be transfer to UP under rule 8 he has to again serve PUNJAB for 5 years as a JTO. hope u are getting my point. So he has raised a valid point. just like external exam if the internal exam can be conducted on all India basis it will be beneficial to many.
But I understand that it will be difficult to get consensus on this issue coz some circles might be at loss (like UP).

Dear jp This concept is wrong. Whoever gone for mutual/para- 8 transfer will not loose their service. Their whole service will be counted.
