Amid the demand from Civil Aviation Ministry for induction of Rs 1,200 crore
as fresh equity into Air India, Prime Minister Manmohan Singh today said the
government is actively considering helping the national carrier.

* Along with the Air India, state-owned telecom firm BSNL is also likely to
get the government support. *

"Enterprises which are facing difficulties, such as Air India and BSNL, are
receiving the due attention of the government," Singh said.

The Prime Minister was addressing an award function of the Department Public
Enterprises and PSUs' body SCOPE here.

Saddled with the loss of Rs 5,551 crore in 2009-10, Air India is seeking
induction of fresh equity to improve its balance sheet.

Civil Aviation Minister Praful Patel met Plan Panel Deputy Chairman Montek
Singh Ahluwalia yesterday in this regard.

A Cabinet note on equity infusion proposal has already been circulated among
the key economic ministries including Finance.

If the proposal is approved, it would be the second tranche of equity
infusion since 2008-09 when Rs 800 crore was released to the beleaguered
carrier.

* BSNL, which used to be the flagship telecom company, lost market share to
the private sector operators and posted its first loss at Rs 1,822.65 crore
in 2009-10. *

Talking about the ailing public sector units, the Prime Minister said that
20 out of 39 companies revived by the Board of Reconstruction of Public
Enterprises, were making profits.

"We must ensure that these improvements are sustained in the long run, and
these companies do not need to come back to the government for fresh revival
packages," he added.

In the month of September BSNL announced Unlimited Broadband Plan - BB Home
UL 499 as a promotional offer. BSNL has now announced that this plan is now
a regular plan.

The BSNL Broadband Plan - 'BB Home UL 499' is available at a monthly charge
of Rs. 499 and provides Unlimited Usage with bandwidth of 256 Kbps. 'Annual
Payment Option' is available for this plan, those who want to avail Annual
Payment Option need to pay Rs. 4990.

11. Designation change or fixation

Designation change for TTA is being discussed very much nowadays.
Some unions are taking up the matter with management. But is it ,the
designation change the most urgent matter for TTA's??? . We have many other
important cases like fixation,jto exam and all... . Designation change is
the need of company managment and the matters like fixation and exams are
the need of employee. Now a days banks and other departments have changed
the designation of their employees so as to build the image of the
organisations. Some departments have given the designation " manager (
Hygeine department) " for "sweepers". So i think after the sale of shares
and all a responsible management will be coming at top and they themselves,
without any force will change our designation. So please be aware when union
leaders approach you for votes. Tell them what u exactly expect from them.
No union leaders can cheat us for ever. ""The time has changed and the boys
are new so are the tactics""

Most feel plans on offer are too expensive, prefer waiting for better deals

*Third generation or 3G services by private telecom players Tata Docomo and
Reliance Communications do not seem to be striking a chord with users. This,
despite both telcos loading their 3G services with a generous dose of free
calls and short messages service (SMSes).*

Sathish Manivannan, an IT professional from Bangalore had hoped to activate
video-conference facilities with his 3G-enabled mobile phone, to spend less
time in office. *However, the Airtel user is sceptical and prefers to
wait-and-watch before opting for 3G connectivity. *

"These bundled offers are very confusing. I thought I would spend an
additional Rs 1,000 on 3G service. The offer that suits my budget gives
1,200 minutes free calls, but with only 1 GB data download. My download
requirement is more. Besides, *I feel these are teasers rates and it might
increase."*

Sahil Chopra, an MBA student from Mumbai, too seems to be in a similar
situation. He loves watching movies on the move and pays a monthly bill of
Rs 2,000 because of frequent Internet surfing. He had switched to unlimited
Internet plans on 2G, and was hoping to have similar offers on 3G, but finds
the offers too expensive.

*Reliance Communications, which recently launched 3G services in Mumbai,
Delhi, Kolkata and Chandigarh, offers 10 paisa per 10 kb download upto 50 MB
and beyond that **one paisa per 10 kb — state-owned MTNL or BSNL has a
similar offer.*

If Chopra continues to pursue his interests – videos on YouTube, song and
movie downloads – he would need around 4 GB and pay around Rs 5,000-5,500
per month. Even if he subscribes to MTNL he would have to pay around Rs
4,000 per month.

RCom is offering free 6,000 minutes voice calls and 6,000 SMSes with their 5
GB, 3G download plan at Rs 2,999 for post-paid users . "But what would I do
with 6,000 SMSes? I hardly sent 500 SMSes a month," said Chopra. He plans to
wait for Vodafone and Airtel to launch their services, before taking a
decision.

Alok Shende, co-founder of Ascentius Consulting and an IT & telecom expert,
said the packages need to be more attractive for people to opt for them.

RCom and Tata offers Rs 500 pack. While Tata offers 750 free minutes of
voice calls, RCom offers 1,200 minutes. If we consider 40 paise per minute
for a voice call – the prevailing tariff – RCom's data works out to be Re 1
per MB against 80 paise per MB by Tata Docomo.

Experts said in bundled offerings, voice calls and SMSes come cheap as
incentives but 3G data itself comes at a premium. They said various price
points are touched upon by the present offers, forcing consumers to go for
higher value packs, thereby maximising revenue potential of 3G offerings.

RCom offers plans with data download of 50 MB, 100 MB, 200 MB, 500 MB, and 5
GB. It does not have plans between 1 GB and 4 GB. Tata Docomo offers plans
for 250 MB, 500 MB, 1 GB and 2 GB. *MTNL or BSNL on the other hand, has a
wide range of 3G data offers ranging from 60 MB to 100 GB. (See table)*

Apart from bundled offers, telcos are offering applications that they felt
would become popular. *MTNL and BSNL offers video calls, while RCom chose
mobile TV as the popular aps. *

Reliance offers six packs with 15 channels each of news, kids and fun at Rs
25 per day, Rs 75 per week and Rs 150 per month.

MTNL charges 60 paise per video call in the same network and 90 paise per
minute for video calls to other networks and STD. International video calls
are Rs 30 per minute. BSNL too had promotional free video call offers.
"Neither video calling nor mobile TV have been a great success. It is a big
leap of faith to believe that there would be a lot of TV viewing on a 3.5
inch screen," said Shende.

No wonder most users Business Standard spoke to were not opting for the 3G
plans on offer. "The best one is the Rs 1,500 plan with extra data download
at night by MTNL. But, I guess a lot more plans are yet to come and they
could be more attractive," said Sourav Chakraborty, a marketing
professional.

Experts said it is still a seller's market with only three players for each
circle. Telcos are not yet ready to offer 3G services at non-premium rates.

Industry insiders said it would take a while before 3G services are offered
at affordable rates because of the high spectrum price operators had to pay.
Companies like Bharti Airtel, Vodafone, Tata Teleservices, Reliance, Idea
Cellular and Aircel among others paid a whopping Rs 67,719 crore for 3G
licences.

13. DoT Asks Tata Docomo, Airtel and RCOM To Hold 3G Video Call Services

The Department of Telecommunications (DoT) has directed three 3G Mobile service
providers, Bharti Airtel, Tata Teleservices (Tata Docomo) and Reliance
Communications (RCOM) to put on hold their 3G Video Calling services until
interception facilities are cleared by security agencies or Home Ministry.
A demonstration was organized by Reliance Communications, Tata Teleservices
(TTSL) and Bharti Airtel during which the law enforcement agencies pointed out
that on-line delivery of 3G Video Calls intercepts “In Real Time” could not be
carried out by any of the above 3G telecom operators.
The contents of such 3G Video calls were displayed after 5 minutes of the
completion of these calls as against the requirement of the agencies which want
such details and interceptions on real-time basis. During the demonstration of
3G services carried out by above three service providers, The conclusion came
that long duration 3G video calls, both incoming and outgoing, could not be
intercepted. The Private 3G service providers are pushing the contents of the 3G
Video calls in raw format to the server of the agencies, which requires use of
decoders to view and listen to them.
The security agencies also pointed out many other intercept problems like if
Video Call interception is done on a 3G handset, only noise is heard as
indication of 3G video call. While a conference call/Video Conferencing services
is not distinctly labeled. On the other hand, it is displayed as a two different
outgoing calls ! According to the security agencies, the 3G service providers
should be directed to make provisions for proper tagging for these calls before
the commercial offings of such a services to the end users.
According to the letter issued by the DOT to these operators the shortcomings in
interception facilities of Video calling on 3G services for the agencies need to
be addressed before their commercial launch.
It is significant to say that, In August 2010, the similar directives was sent
to state run Pan India 3G operator BSNL/MTNL to hold the Video Callings till an
effective system of interception was put in place. Earlier the issue was
resolved by the both PSUs.
Meanwhile, Mr. Kapil Sibal Minister of for Communications and IT said that the
Government will try to resolve security issues around 3G services as soon as
possible. “Telecom operators associations today met me and discussed the issue
of security around 3G services. We will discuss and come to a decision as
quickly as possible,” Sibal said.

14. BSNL Sweeps National Energy Conservation Awards

Govt. Of India’s Ministry of Power has conferred four National Energy
conservation awards to National Telecom Backbone Bharat Sanchar Nigam Ltd
(BSNL).
The first prize for the year 2010 was awarded to BSNL Telecom Bhawan Medical
college Thiruvananthapuram , Kerala. Second prize was given to Main Telephone
Exchange Building Ambala City Haryana and also to Telephone exchange building
Yamunangar Haryna.
The certificate of Merit was awarded for Telephone exchange building Karnal,
Haryana. Thus in the office buildings category BSNL has swept all the National
Energy Conservation Awards 2010. Mr. Gopal Das, CMD BSNL , CGMT Haryana circle,
PGM(Elect) BSNL Corporate office , Chief Engineer (Elect ) and GM from Kerala
Telecom received these awards from Union Minister of Power Sushil Kumar Shinde
on National Energy conservation Day in New Delhi.
BSNL has introduced Energy conservation measures in all its operations in a
systematic manner. Due to introduction of these Energy conservation measures
BSNL has saved around Rs.68 crores during the FY 2009-10 and
approximately Rs. 50 crores during the current year i.e 2010-11 up to Nov 2010.
