EXPULSION FROM UNION !!
Com. R.K.Kohli, Organizing Secretary CHQ has deserted NFTE BSNL and registered a
separate union in collaboration with BSNLEU.
He is, therefore, expelled from the NFTE BSNL with immediate effect.

Dear friends
Iam from Puducherry SSA and posted as a INDOOR work at Exge,iam carrying the works of CDR - Complaint closures, NPC & SHIFT closures etc ( JTO login id), MDF BB maintences. My JE/SDE asked me to do O/D BB complaince work at customer premises without petrol allowance. Due to petrol cost hike, iam not able to manage petrol expenditure. so i want to know , what is my work nature and how to get CDR O/D access(rightnow i have only MDF ACCESS IN CDR).
iam doing all works in CDR, but all creidt goes to JE ID. if i asked local CDR Section , they told that TTAs does not have rights in O/D access in BSNL. Without O/D access , i could not able to perform CDR Works, that is t reason using JE ID.

Yes there is missed call plan. Just give them missed call on their mobile and wait for their free incoming call to you. Here JTO/SDO try to avoid calls to staff from their mobile inspite of having free mobile plan.

One of the top officers of the Department of Telecommunications (DoT) who resisted Telecom Minister A Raja's attempts to grant the controversial licences to nine operators has blown the whistle. In an exclusive interview to The Financial Express, his first to any media since retiring from office on December 31, 2007, former DoT secretary D S Mathur has said that he had resisted the Minister's attempts to grant the licences without first coming out with an "equitable and transparent policy".
"When the Minister (Raja) did not listen to my counsel, I told the joint secretary concerned that I would not sign any files on licensing matters, therefore no files should be put up before me," Mathur said over the phone from Bhopal.
Mathur said that the applications were ready for scrutiny in the first week of November 2007 and had he agreed to toe Raja's line, these licences would have been granted later that month.
As is known, the relevant files were cleared by Mathur's successor Siddhartha Behura who took charge on January 1, 2008 and the licences were given on January 10 the same year.
Raja's single-minded determination to grant a huge number of licences was clear from the day he took charge of Sanchar Bhavan as articulated by Mathur. "When he became the Minister in May 2007, he called me and expressed his desire to award around 500 new licences. My response was that the same was not possible as there was not much of spectrum and if such large number of licences were given, it would raise a big question mark whether spectrum needs of the existing operators could be met or not and whether new licensees could be given spectrum? I even told him that in the event licences are given and government fails to give spectrum, companies could move to court".
Raja has denied all wrongdoing and said that he followed policy and procedure and kept the Prime Minister in the loop on all key decisions.
The controversial decision of Raja to advance the cut-off date for processing the applications for licences, from October 1, 2007 to September 25 was also not okayed by Mathur. "The minister had asked me to advance the cut-off date in October but I refused stating that it would against the principles of natural justice since we have already invited applications up to October 1 so it can't be done. He was unhappy. Later the same month, I went abroad for two days on official assignment and when I came back, was told that the dates have been advanced. Upon scrutinising the file, I found that in my absence the minister had got (it) cleared by Member, Technology, K Sridhahran in the telecom commission".
Interestingly, while Raja had managed to get the official's signature to advance the cut-off date in October 2007, it was announced only on January 10, 2008, hours before the licences were granted.
As is known Raja's decision to advance the cut-off date has been struck as illegal by the Delhi High Court and now by the Comptroller and Auditor General also.
Mathur said that when a large number of applications for licences came, he suggested that before processing them one should formulate a policy to determine "competent" applicants. "I told the minister that there should be a policy to determine who are the competent applicants, meaning whether licences should be given to a firm formed to provide real estate services or to a telecom firm?"
The other issue raised by Mathur was the modus for grant of spectrum and the fixation of licence fee. "The then Member Finance in the telecom commission, Manju Madhavan suggested to the minister on file that licences should be auctioned to realize a fair price. The minister never passed any order on that file but in discussions with the officials ruled out any auction and made it clear that licences would be given at the price discovered in 2001 through an auction process". Later, Madhavan sought voluntary retirement due to differences with Raja.
Mathur had even even suggested to Raja that a mechanism of grant of spectrum after awarding the licences should be formulated because the first-come-first served policy would create havoc because all applicants would furnish money at around the same time.
"My suggestions did not make him happy and there was no agreement between us on any issue. I then told the joint secretary concerned that since the minister was not agreeable to my points, so it was not possible to come up with an equitable and transparent policy to grant licence and spectrum, and since I had only a few months to retire I would not sign any file and so no such files were put up to me".
