2. The tele-density & market share

The tele-density & market share of all other telecom operators is enclosed.
It is seen that:
*(1) **For telephone services:*
*(i) **BSNL was at 4th position in the new total connections
added in September 2010 and 7th position during FY 2010-11 (upto September
2010). *
*(2) **For Wireless Service:*
*(i) **BSNL was at 1st position in the new total connections
added in September 2010 and 7th position during FY 2010-11 (upto September
2010). *
* *
*(3) **For Broadband(DSL) services:*
(i) BSNL is at 1st position as an operator with Market share of
61.14%. BSNL market share has decreased by 0.27% during the month of August
2010 and during 2010-11 (upto 31.08.2010) by 0.59%.
*(4) **Summary: *
(i) The overall tele-density in the country is over 60.99%
with Kolkata License area topping at 137.77% and Bihar License area lowest
at 34.75%. As on 31.08.2010, the overall Broadband-density is 0.85% and by
BSNL's Broadband-density is 0.52%.
(ii) BSNL now holds 1st position as an operator with total
number of telephone connections in 3 license areas viz. Haryana, Himachal
Pradesh & Kerala Circles.
BSNL has No.2 position in total number of mobile connections in 5 License
areas viz. Bihar, Haryana, Himachal Pradesh, Orissa and Punjab Circles

*The Employee Unions of BSNL have approached the Prime Minister's Office
(PMO) as well as the Central Bureau of Investigations and the Central
Vigilance Commission alleging that a 'carefully calibrated cartelization of
leading telecom gear manufacturers was wrecking havoc with BSNL's growth'. *
* The Employee unions say that western vendors such as Nokia Siemens,
Ericsson and Motorola, in collusion with some executives in BSNL's top
management, as well as the political establishment, had resulted in the
telco's dismal performance over the years. *
The Employee Unions' complaints comes after BSNL's latest tender for 5.5
million GSM lines worth around Rs 2,000 crore has run into controversy,
risking the possibility of delaying the company's expansion yet again.
Controversies related to its tendering process has resulted in BSNL being
unable to place any orders for telecoms equipment over the past four years,
allowing private companies to steal a march over the PSU, and also resulting
in the telco posting a loss of Rs 1,822.65 crore for the year to end March,
a first in the company's history.
* "Growth of telecom behemoth, BSNL, has touched its lowest ebb mainly
because of consistent political patronage to vendors and bureaucratic
interference*, and mainly a highly fragile and unprofessional management
quite vulnerable to vendor considerations, lacking decision making integrity
and pragmatism," the unions said in their communication to the PMO, the CBI,
the CVC and telecoms minister A Raja.
The new controversy relates to Nokia Siemens Networks wanting BSNL not to
enforce a clause in its latest tender that mandates vendors to share their
source codes with the Indian government and this move has been strongly
opposed by Ericsson which dropped out from placing a bid as it did not want
to adhere to source code clause.
Ericsson had also approached the Central Vigilance Commission seeking a
probe into BSNL's move to cancel the earlier tender for 5.5 million, which
banned the participation from Chinese vendors such as Huawei and ZTE, and
call for fresh bids.
BSNL had called for fresh bids because, even as this tendering process was
on, the telecoms department unveiled new rules that made it necessary for
foreign equipment companies to put their software in the equivalent of a
sealed envelop to be opened by Indian authorities only in a security threat.
Chinese vendors Huawei and ZTE were the only companies that offered to
comply with India's new norms, paving the way for them to supply
equipment.*In September, BSNL therefore cancelled its earlier tender
and invited fresh
bids from Alcatel-Lucent, Ericsson, Huawei Telecommunications , Siemens
Networks and ZTE Telecom.*
Meanwhile, Ericsson has shot off a second letter to the CVC and the BSNL
management on Tuesday demanding that the telco not open the financial bids
for its 5.5 million lines tender. Ericsson maintains that any concessions by
BSNL on not enforcing the escrow clause violates existing government
guidelines which does not allow the telco to change rules midway through the
tendering process.
But the battles between vendors has found no takers amongst BSNL's employee
unions.

What you will get if you get regular promotion to JTO instead of officiating? Just one increment extra and nothing else! So where is the question of misguiding? Now we are trying for JTO not for just a mere monitary benefit. There is something else in it.
