[TTABSNL] first batch over 7 years..

hi..

yes, i do think that first batch should be taken care, as they have already crossed there eligiblity period(LDCE) .. as if it is 7 years,which seems changed now ... so i think we must pursue this case... for first batch.. ..... and can follow to reduce the eligiblity period to 5 years for all....(taking care of all other later batches)
