   In my view we should be intact as a group in SNATTA and should continue
with dual membership with motive of gathering important and key posts
of  all the unions at all levels.
 But i completely disagree with u because of the following reasons
1. If we join diff. union our integrity will be lie with them respectively and after that we will always speak their language in accordance of our like or dislike, work for strengthening those unions because of a responsible office bearer and will attack on mistakes/ lapses/their strategic decisions (like differentiation in NEPP for absorbed and DR employees or same scale to Sr.TOA & TTA)
2.U r saying for dual membership but u know better that because of dual membership a huge amount of fund gone waste as these pity unions r not doing any thing for TTAs (as u also mentioned). This dual membership may be said correct for those office bearer of other union as a extra cost for their post but why tta should waste their hard earned money on the luxury of those duffer unionist who r not doing anything for the employees.(Saying duffer because u may feel shocked after listening that after continuous wining struggle of these unionist a lot of employees are retiring from those post where they were recruited). U know better that SNATTA is also facing fund shortage and what ever fund we are donating in 02 year to these unions we are not able to collect that amount from the beginning f the SNATTA.
   So in conclusion i can say that if we r interested to fight against the injustice against TTAs  we have to come forward as a union under a single umbrella with single membership by which these union will not be able say that how much no of ttas are in favour of them and unitedly we will stand financially, physically and morally and then can make a pact with these unions, create pressure by asking at least leadership not membership in union activities.

Dear friends
As we r going to gather at Goa for national conference, here i am posting some food for thoughts. Looking at the schedule of the program, it will be very compact one with very less time to speak. So i am giving some thoughts here.
The TTA cadre in BSNL is suffering since long due to various reasons either absorbed or direct recruited. Initially there was cadre union in BSNL and BTTU(Bharat Tlecom Technician Union) was representing the cases of Technicians, PIs, RSAs etc pre-restructured cadres. After formation of BSNL, one recognised   union policy was adopted. Now other cadres mainly Sr TOAs and TMs were large in numbers while TTAs were very few. The leadership of almost all the union was in the hands of Sr
TOAs, but TMs was the main vote bank due to its numbers and TTAs sidelined due to their less numbers. As per my knowledge and understandings the absorbed TTAs joined BSNL Workers Rashtriya Union, which had TMs associated with it, but it too limited to few circles(UP etc). The three major unions ie BSNLEU, NFTE, FNTO was not bothered about TTAs as there is  nil or very few TTAs in its district, circle or national bodies.
TTAs suffered due to this set up in 2002 when management was ready to give 5500 scale in place of 4500 as done in other profit making PSUs. Then ruling party, NFTE, demanded same hike for Sr TOAs , giving reasons that Sr TOAS r more qualified (BA, BSc) then TTAs(Diploma). And it forced management to keep it at only 5000.
After the  formation of SNATTA the bold face of  TTA was shown to all. The party supported by us get majority in all the elections afterwards. It created
unrest in the loosing party, but ruling party is taking it casually. Again the reason is same. We r group of hard working people,. We r of the importance only in the election times. They just need our votes to get majority and after that they will care only for Sr TOAs and TMs.Neither union can do any thing against Sr TOA or TM, WHY? Because all the unions has these cadres in key posts and they will not let anyone to harm these cadres interest. 

SOLUTION-                             On this platform and others there r many call to dissociate ourselves from all unions and form our separate union. But i disagree. In my view we should be intact as a group in SNATTA and should continue with dual membership with motive of gathering important and key posts
of  all the unions at all levels.

definately you not got 8mbps

Dear CHQ Office bearer
      As u know the verdict on Ayodhya was scheduled to be given on 30 of Sep. it was very panic for me and compel me to cancel my participation in the forth coming AIC. i am very sorry for not to be a part of the AIC and what ever the decision will be taken in the AIC we will be very please to accept those decisions. As per agenda of the aic the view of the upe circle are as follows:
1. JTO LICE:- This exam must be conducted as early as possible with 5 year condition and till the stay by Kerla CAT vacated the struggle for 05 year service condition must be continue with the management.
2. Fund Management:- For systematic fund management it is vital to register SNATTA (May be with other name) as union instead of association and fund collection through management with a suitable ratio for district, circle & CHQ can be made. Dual membership option must be stopped immediately so that the hard earned money of TTAs can be prevented to be gone waste.
3. Functioning of CHQ/ CIRCLE/ SSA body:- The constitution of the SNATTA must be put on the website and according to the constitution the functioning must be ensured. The required amendment may be taken in the AIC and these amendment must push SNATTA for the transparency and prevent from dictatorship.
4. Effect of second Wage revision:- Because of the second wage revision TTAs post 2007 r getting less this must be compensated by giving 30% fitment as DhirajJi suggested.
5. No discrimination will be there for absorbed as well as DR employee and for this SNATTA must raise the issue with recognized union and if they r not interested, the communication with other union who r raising the issue must be made or the legal option can also be explored.
6. Court cases related to JTO LICE:- As per recommendation of the legal committee the cases can be persued.
7. In JAC/ United forum of BSNL unions very active participation is very necessary for the SNATTA as we the snattaians have to work too longer than these oldies and our suggestions will be in the greater interest of the BSNL/TTAs.
8. Functioning of local and circle council is very poor and being a leading alloy its the greater responsibility of the BSNLEU to manage the councils as per schedule but in case of UPE only 02 RJCM held no issues resolved.
9. In UPE circle para 8 transfers r in progress.
10. EPF issue:- the matter must be raised in the NCM as all over India TTAs r suffering and BSNL still not made any policy regarding full pension/minimum pension, issue of recoveryof contribution is still pending.
11. As per the decision of AIC.
12. Child Care Leave:- honorable chair person is requested to kindly take the discussion on child care leave and it may be raised with the management/ Recognized union as it is already implemented in central Government.
      We wish u a very great successful aic and very sorry for not to be with u. Hope this aic will be fruitful and delightful for our  future.

New Delhi, Sept 23 (PTI) The ambitious scheme of providing unique identity
number to the citizens of the country will get off on September 29 when Prime
Minister Manmohan Singh presents first such number at a function in a tribal
district of Maharashtra. UPA Chairperson Sonia Gandhi will also attend the
function to roll out the ''Aadhaar'' scheme at Shahada in Nandurbar district in
North Maharashtra, sources said here today.
Under the scheme, a 12-digit unique number will be provided to every citizen of
the country. As per the plan, the number will be given to 100 million people by
the end of the current financial year and cover around 600 million Indians by
2014.
The number is aimed at ensuring that the citizens get more efficient access to
national schemes such as the Mahatma Gandhi National Rural Employment Guarantee
Scheme (MGNREGS), the public distribution system and a range of other services
including banking for the poor. The programme is being overseen by the Unique
Identity Development Authority of India (UIDAI), which was set up in June 2009
and is headed by Infosys Technologies Ltd co-founder Nandan Nilekani.

The best way to work out with this is to install zte evdo drivers first and then
start using your huawei modem.

helo........ i shiv dayal gupta working as TTA at Ballia SSA subdivision Bansdih.i do not apply for staff querter yet The TDM Ballia forcely alloted me staff quarter at Bansdih and says it is departmental rull and forced me to acupies my staff room.I wants to know how The administration alloted me staff quarter forcely.Now what i do?about my allotment.I(written) requisted to TDM Ballia to cancil my allotment but he refused to do such.I do not want to acupies my room because there are many problems as such below.
1. There is not avalable drinking watar.
2.There is long herbs and shrubes and it is possible to stay poisiones snaks and insects.
3.Near staff quarter the engin alternator room exiset therefore sound pollution created.
4.Infront of staff quarter a pottato cold storage is exiset and it is exauset poisenes gases time to time.
5.Staff quarter is satuated outside the city and our dipartement is arrange poor sequirity for this therfore it is allwase become fear about sequirity.

State-owned Bharat Sanchar Nigam (BSNL) is attempting a new formula to bridge
the digital divide across Assam and North East , where the telco will use
central funds to lay optic fibre, which will be shared by all operators.

BSNL will draw resources for this project from the Universal Service Obligation
Fund (USOF). From 2002, all telecom operators have been paying 5% of their
annual revenues towards this fund, and, so far, the unutilised amount in the
USOF is over Rs 25,000 crore. After the fibre is laid, both BSNL and private
operators can tap into this resource to improve telecom connectivity down to the
village-level in this region.

The concept will be tested in Assam where the USOF is bankrolling a Rs 100-crore
BSNL pilot project to create some 2,000 route km of fresh optic fibre (OFC)
resources that will be shared by all telcos operating in the state. If it works,
the OFC infrastructure-sharing model will be emulated across the Northeast for
similar USOF-sponsored bandwidth expansion projects in the region.

BSNL will shortly invite bids from private players to execute the Assam project.
Since the OFC expansion projects will be entirely funded by USOF, it will devise
a cost-sharing formula for the upkeep of this huge bandwidth resource. Apart
from BSNL, this dedicated OFC network will be handy for private mobile phone
companies, who have struggled to get the Right of Way (RoW) clearances for
expanding into rural areas in Assam and the Northeast.

"The USOF administrator has asked BSNL to award the contract to a private agency

The chief general manager of BSNL's Bihar circle, Vinay Kumar, asked its
employees today to change ways if they want to see the company clinch the
position where it once was.

While addressing the members of Sanchar Nigam Executives' Association (SNEA),
Kumar held government policies responsible for the downfall of the telecom giant
over the past couple of years.

"We have to rise to the expectations (of our customers) before it is too late.
We can improve our future prospects by simply providing the best services to our
customers. This is something the government has absolutely nothing to do with,"
he said.

Kumar pointed out if the present state of affairs continued for two to three
years, then BSNL's revival would no longer be possible.

Exhorting the employees, Kumar said: "We must change our attitude towards work.
We should not think that we would get our salaries come what may. Customers have
faith in us. We must provide them with quality service in an efficient manner.
Only then can we achieve our targets without needing Deepika Padukone to endorse
our brand, something that costs the department heavily."

Kumar said he was "stunned" to see the nature of complaints the telephone major
gets and the way the officers and employees treat the customers. He pointed out
an instance where a customer called up a BSNL officer's phone to get his
grievance redressed. The officer told the customer that he was not a call centre
employee. "Is this a way to treat our customers?" Kumar asked.

Coming down heavily on the government for its bad shape, the chief general
manager said it has no vision and policy to run the organisation in a
competitive manner. "Since this company is owned by the government, it is their
responsibility to promote it and ensure that it stays in competition," he said
adding that the government should give autonomy to the company so that it can
take its own decisions.

"I endorse the views expressed by SNEA's general secretary G.L. Jogi. It seems
that my speech has been hijacked completely," Kumar said. Jogi had said that all
telecom ministers in recent years, right from Paswan to Mahajan, including the
present one, were corrupt and were responsible for the current state of affairs
in the BSNL.

"The ministers deliberately did not allow us to foray into mobile telephony for
three to four years," said Jogi, while cautioning the trade unions and employees
that if the PSU becomes weak, private players would leave no stone unturned to
mint money.
