3a. 30% DISINVESTMENT & VRS FOR 1 LAKH EMPLOYEE
Posted by: "CHANDAN KUMAR SAMAL" chandan_bsnl@yahoo.co.in chandan_bsnl
Date: Wed Mar 3, 2010 9:40 am ((PST))

NEW DELHI: Finance minister Pranab Mukherjee's disinvestment-related revenues for 2010-11 are most likely to come from telecom with evidence that the government is seriously evaluating disinvestment of as much as 30% in BSNL, a company with assets worth Rs 88,000 crore and a turnover of Rs 35,000 crore.

This is a three-fold hike in the investment limit from 10% proposed earlier, which has been opposed by BSNL's unions and executive associations. The unions will now be further provoked about the revival of the disinvestment process and an added proposal to retire 1 lakh employees through VRS schemes. BSNL has 90 million subscribers, 300,000 employees, India's largest 750,000 km optic fibre cable network and nearly 40,000 towers.

BSNL has been suffering a serious decline in revenues and profitability for the past few years. Its financial health became so serious that PM Manmohan Singh called for a review in January 2010. Singh directed that a three-member committee be set up, which should submit its recommendations within a month. The committee, headed by technocrat Sam Pitroda, after conducting three meetings and a series of discussions within DoT, and with consultants, lawyers, investment bankers and other stakeholders, has delivered some carefully crafted recommendations to the PM.

The most important includes 30% disinvestment in stages after fundamental changes have been made to enhance enterprise value through an Indian strategic investor and an IPO. Of the raised money, 10% would be returned to the government, and 20% would be used for employee VRS, expansion and operations. Further disinvestment would also be considered after a detailed performance review in three years.

The committee, which has banker Deepak Parikh and DoT secretary P J Thomas as members, has recommended that the quality of senior executives and management teams needs to change drastically. It wants BSNL to employ the best talent at market rates for higher levels of management. Internal candidates should be given equal opportunities, but not preferential treatment. The ToI was the first to report in its February 1 edition the leadership issues plaguing BSNL and the need to seek out external talent.

The committee recommends approaching an eminent person from the private sector with strategic vision and status to interface with the external environment as the chairman to focus on shareholder value. Separate positions of MD and CEO should be appointed with domain expertise, along with autonomy to manage day-to-day operations.

4. EPF Deduction
Posted by: "gauravmahajan29" gauravm29@gmail.com gauravmahajan29
Date: Wed Mar 3, 2010 11:03 pm ((PST))

Hello to all,

This is an important message to all TTAs, whose EPF's employee's contribution's arrears have been recovered from their subsequent wages.

Earlier, I had sought a clarification from EPFO New Delhi under RTI Act in this regard and they clarified that employer has to remit all these dues in this regard.

I submitted a request to the Finance wing in my SSA, but they just kept sending reminders to Circle Office to seek clarification in this regard despite of the fact that Circle Office has issued clear instructions to settle such cases at SSA level.

However, now again, I have sought a clarification from my SSA under RTI Act that under what provision, they have deducted the past contribution arrears from my subsequent wages. I was supplied with a copy of Circle Office letter which guides that the arrears of past contribution can be recovered from subsequent wages only with the written consent of EPF Inspector.

Now I am again going to submit a request under RTI Act in which I am asking to provide me the copy of consent obtained from EPF Inspector.

I urge and request all TTAs to sought similar clarification from their SSAs under RTI. If the recovery has been made without consent of EPF Inspector, then is unlawful.

BSNL WiMax Goes Urban - Kochi Gets WiMax

BSNL WiMax Goes Urban - Kochi Gets WiMax
Techtree News Staff, Mar 02, 2010 1810 hrs IST

BSNL has announced the commercial launchof India's first fourth generation mobile broadband networkat Kochi, which uses WiMax technology. This makes BSNL the first operator in the country to launch the service in India. BSNL had, last month, made its intentions clearas far as WiMaxwas concerned when they said they were looking at a subscriber base of over 250,000 by the end of 2010.

Wimax, which can provide speeds of up to 37mbps wirelessly, will be soon available to towns across Kerala with BSNL planning to deploy as many as 900 BTS (Base Transmitting Stations) across the state. The first phase, which has already begun, will cover all the major urban centers in the state and district headquarters. This will take up 450 base transmitting stations. The rest 450 would arrive in due course. The cost of the entire project according to a senior BSNL official is about 100 crores.

BSNL intends to bring broadband Internet access closer to the masses with this technology. Unlike traditional wired means of broadband access, WiMax networks are cost effective. BSNL has announced two tariff plans for Internet access using its WiMax service - the Home Plan, with a fixed monthly charge of Rs. 999 and a Business Plan is Rs. 1,999 both of which give speeds of up to 2Mbps.
