Install the latest service packs of Windows OS being used on that PC as well as the latest security updates for the same as available on Microsoft Website.
If the Microsoft Website also doesn't opens, then its virus, which can be remived by installing a combination of SP3 of WXP as well as AVG free addition 8.5 version.
