Dear Anil, As per LTC ruling, any employee with one year of continuous service on the date of journey performed by him/ his family is eligible.As you were appointed in Sep-2010, so you are eligible for the block 2010-11(for home town) & 2010-13(For All India), but after Sep-2011.
There is no minimum requirement of leave for LTC, you can avail it with one C/L also.It can be availed during any leave including study leave,casual leave and special casual leave etc but not on holidays or pending off. Regarding the LTC leave salary encashment of 10 days, there is no condition to avail leave for 10 days(This is the max limit) .you can encash 10 days leave salary after availing LTC with one leave also. This encashment will not be deducted while computing the maximum admissible leave(300 days) at the time of retirement or quitting service.
