That line is from discussions in Circle council of Gujarat Circle. So, that are for Inter-Circle Transfers.
I assume that If Recommendation is "Without Substitute" then there should not be any delay in issuing orders.
Contact your CC,SNATTA and persue the matter with your Circle Office.

As i have pursued my case repetitively , MY PARA-38/8 form is approved from HIMACHAL SSA without substitute and it is pending in BHOPAL SSA for accommodation in Gwalior SSA since OCT-2007.Up to till now Apr-2010 i do not know my waiting list no in Bhopal circle...... ......... .........

Two-year-old Micromax becomes India's third-largest mobile phone vendor
NEW DELHI: Two years ago, when the Goliaths�Nokia, Samsung and LG�had a firm
grip on one of the fastest growing mobile markets in the world, a David was
born. Just two-years old, still in its nappies, this David has pushed
Goliaths into a tight corner and is giving them a run for their money.
Micromax, the David, is now the third-largest GSM mobile phone vendor in
India, after Nokia and Samsung, with a market share of 6%, according to
research firm IDC. The Rs 1,600-crore brand, which sells around 1 million
mobiles every month, has a presence in more than 500 districts through
70,000 retail outlets.
A distribution company, Micromax Technologies, was engaged in reselling
hardware since 2000. It subsequently did software projects for other big IT
companies and later on graduated to become back-end partners of Nokia and
Airtel, helping implement their different products and services.
It was in 2008 that four friends�Rajesh Agarwal, Sumeet Arora, Rahul Sharma
and Vikas Jain�decided to diversify their IT hardware distribution business
and start making mobile phones. The move towards selling handsets was a
natural progression. "We saw that the MNC brands were not selling phones
that suited Indian consumers' requirements. This void had to be filled. So
in April 2008, we forayed into the handset market,� said Vikas Jain, one of
the four founders of Micromax Infomatics, the company that owns the Micromax
Mobile brand.
Their first mobile phone boasted of a month�s battery power, and further
charged the ambitions of the friends. Like all leading players in the cell
phone industry, Micromax also gets its handsets contract manufactured from
China. A zero-import duty on cell phones has helped the industry
proliferate. After a slew of phones targeted specifically at the rural
masses, the company made a shift towards selling handsets that come with
features appealing to urban consumers such as music phones, qwerty and
internet-enabled handsets.
"We wanted to approach the market in a different manner by first going to
rural and semi-urban areas, establishing a good distribution base and then
targeting the big cities," said Vikas Jain.
In a sea of me-too brands, Vikas feels that it is innovation and R&D that
will power Micromax�s growth and set it apart from the crowd. So, the brand
has been integrating different solutions into one, to churn out mobile
handsets that are unique and differentiated through the features that they
provide.
The company already has a universal remote control phone, one that can be
paired to household appliances like the TV, AC, to act as a remote control
for them. Then there are gravity sensitive phones and a whole gamut of
different feature laden phones that the company is guarded about, but is
going to launch in the days ahead. "We have to be quick in launching new
products as competitors can also copy a lot of this soon enough," reasons
Jain.

3. Tips for Petrol Filling

*Only buy or fill up your car or bike in the early morning when the ground
temperature is still cold. Remember that all service stations have their
storage tanks buried below ground. The colder the ground the more dense
the fuel, when it gets warmer petrol expands. So, buying in the afternoon
or in the evening, your litre is not exactly a litre. In the petroleum
business, the specific gravity and the temperature play an important role.
1 degree rise in temperature is a big deal for this business. But the
service stations do not have temperature compensation at the pumps.
Another most important tip is to fill up when your tank is HALF FULL. The
reason for this is, the more fuel you have in your tank the less is the
air occupying its empty space. Petrol evaporates faster than you can
imagine.
Another useful information is to avoid filling up if there is a fuel truck
pumping into the storage tanks when you stop to buy. Most likely the
petrol/diesel is being stirred up as the fuel is being delivered, and you
might pick up some of the dirt that normally settles on the bottom.
Hope this will help you get the most value for your money.

Hi Ajit Ji,
In MP circle waiting list ( Inter & intra circle requests ) is prepared from previous years,but its new case for some circles. i wrote that lines as per GUJARAT circle Council Points because there is no such list is prepared by circle office up to now & in circle council SNATTA leaders raised this point & agrred by management
In your case other TTA's requests are pending for Gwalior SSA ,so you & shailendra can't be accomadate by crossing previous request in Gwalior SSA( without substitute parameter is not helpfull in such case) , so pls contact M L Gupta ji, Raghuwanshi Ji to get the latest intra circle waiting list for Gwalior & then inform me , one other option for Morena / Mandla SSA is pending at your end , if you like to opt the same your order will be issued within 2 day's.

The SLP filed by the OTJO in the SC was heard on 26th April 2010. SNATTA CHQ had hired the Senior Lawyer in addition to the Advocate handling the case from SNATTA side. The OJTO Association had also hired the Senior Lawyer to defend their case. CHQ representatives were present at the Supreme Court to see the proceedings. The office bearers of OJTO association were also sighted with the BSNL lawyers. It seems that OTJO is using the money accumulated with wrong deeds to but the verdict in their favour.
Thus friends it is time to be very vigilant. SNATTA CHQ is continously watching the situation very closely and will leave no stone unturned to achieve the goal of JTO promotional exam.
The case is posted for further hearing on 12th July 2010.
