BSNL may post Rs 3,641-crore loss in FY10: PanelNEW DELHI: BSNL could
register a loss of Rs 3,641 crore in 2009-10, the standing committee on
telecom said in a report tabled in Parliament on Wednesday.
The department of telecom, which is the nodal ministry of the PSU, said the
reason for the estimated Rs 3,641-crore loss is the potential incidence of
payment of arrears amounting to Rs 3,600 crore to non-executive employees
with effect from July 2007.
Another major reasons, it said, were the reduction in tariffs in a highly
competitive market and sharp fall in landline revenues. BSNL chairman
Kuldeep Goyal was unavailable for comment. The results are yet to be out
officially.
The house panel did not accept the BSNL's reasoning like non-finalisation of
orders, non-timely supply of equipment, reducing tariffs in a highly
competitive market, sharp reduction in landline revenue, and stoppage of
licence fee reimbursement.
It said private sector service providers are functioning under the same
conditions, but making great profits.
The profit-making PSU has become be a loss-making company as per the
information given to the committee. In 2007-08, the profit was Rs 3,009
crore, which decreased to Rs 575 crore in 2008-09.
The committee said the under-performance of the Department is matter of
concern and blasted the PSU for the reasons given for such a poor show.
The problem continues as there are huge outstanding arrears both for mobile
and wireline and surrender of telephone connections.
"As on January 2010, the outstanding arrears are Rs 4,087 crore", it said
adding surrender of telephone connection is another matter of concern..
during 2009-10, 29 lakh fixed phones were surrendered while 35 lakh WLL and
GSM mobile phones were surrendered by the users, said the panel.
The standing Committee also expressed regret that despite a headstart in 3G
spectrum and services, it has3 not been able to garner customers well.
"When private players are endlessly waiting for spectrum, BSNL has been
given 3G spectrum much earlier.. the PSU could have easily overtaken the
private service providers by taking advantage of this opportunity. But this
has not happened", it said.
