Dear All,
There is no denying the fact that JTO LDCE is and should still be at the top of our agenda but we should take a cautious approach while dealing with this issue.
And Mr Ameen I am nobody to come up with execuse on this matter because I am nowere in the picture in this whole issue as this issue is being handled by the SNATTA CHQ and Mr Namboodiri himself.Like anyother TTA I am also eagerly waiting for the LDCE for last 7 years(I had joine on 16 sep 2002,training date 8 july 2002)and I would be more than happy if it was conducted every year.
But my friends its no like that,we have seen previously that the LDCE are not conducted every year,rather there is a gap of 2-3 years between subsequent exams.recently JTO to SDE LDCE was held in 2007 and now again it has been notified in the year 2009 and tha exam may take a couple of months.
TTA to JTO ldce was held in 2000 and till noe it has not been notified,due to various reasons which do not need to be elaborated as all know about the diversion issue.So the point is LDCE are not held everyyear ,ideally it should have been like that.
Mr Manish has done some research regarding how many TTAs would be eligible with 5 years and 7 years eligiblity condition if the JDCE were anoounced this year and if its announced next year.
Mr Samal had rightly said anyway some will always miss by few days or months.If the LDCE were held ever year then one could have waited for the next year to appear in the xams after missing by few days in the first instance.But we do not know when the next exms are going to be held.At present we do not knoe about the first even.We do not know the eligibility cond also for the JTO LDCE.Suppose tBSNLEU peaople succceed in getting the educational qualification change to 10+2(as per rumours)and exams are held now(purely hypothetical situation)then all the internal vaccancies that have accumulated since 1999 would be open for the non executives having qualification 10+2 and above.As very few DRTTAs are eligible on this day the vaccancies would be filled up by the DOT absorbed staffs which no one would like.

ets us thinh over another hypothetical situation,suppose the exams are held today with education qualification of diploma and above even then few DRTTA would be eligible(manish would provide the exact figures)some would miss the bus which would include eveyone from jharkhand and bihar,other circle co ordinators may provide the status in their respective Circles.If exam was to be held every year we could have happily waited for our chance next year,but this is no the case in BSNL.So it might happen the we may be running after the bus for a few more years,why?because I was the next to the last man who could get a seat.Its also true that not everyone can be included but we have to balance the situation.Because as you said the after dividing BSNL the company might refuse to take LDCE at all.Or the vaccant post may be diluted as the sizeable chunk of our business would be shifted to the new company,thus reducing the requirement.NOFA is still in conceptual
stage but it may be reality soon.So why take the risk?

This is my lineof thought and one may agree or disagree to this but this not an EXECUSE of any sort.
And I think we are not fighting for inclusion of TTa+BE+4 years at the cost of any waiting TTAs.Bothe the matter can be persued side by sideand the matter JTO LDCE and MTRR may seem to be two different issues but both are interrelated as it is a policy decision,and If we succeed or fail this would have far reaching effect on policies relating to us.It will become a base for our fight where we can demand equal oppurtunity for the qualified non executives and lessen the divide between executive and us

very well said and good collection of facts and thoughts so at the end of this the outcome of this discussion should be to pursue hardly for the JTO LDCE exam without any second thought . We do also agree that the MT and pay revision issue is also important. But freinds all these things can only be achieved if the responsibilities at chq level should be divided in groups then only we can fight for all our issues at the same time otherwise as said by you the time when we reached the struggle for other issues then the ldce exam might be postponed up to 2013 or 2014 or so and then it will depend upon the position of BSNL at that particular moment

Mr VK Gupta has brought up some excuses for delaying the process of Internal JTO LDCE. You may recollect when Mr Samal has mentioned in his earlier mail that some one will be always missing the boat by a few days, in any type of decision implemented by the BSNL Mgt on LDCE. I remember, the list of about 1500 TTAs who are not eligible for immediate JTO LDCE exam, whose date of recruitment goes on upto Feb/March 2004. If SNATTA CHQ feels to accommodate everyone in the list during forth coming LDCE exam, assume, it might be conducted only in late 2011 or 2012 so that the last TTA of 2002 batch will cover 7 years of service as on 01st July 2011 cut off date. Whereas, the TTA of 2002 Batch will definitely complete 10 years when the exam will be over and further anticipated result and promotion
will lead upto 11 years of
TTA service. So decide in which way SNATTA CHQ should go for demanding early JTO under LDCE. Had the MT problem not cropped up, JTO LDCE Exam could have been called for already by this time. As some members rightly put in, the focus of our union is diverted from the main agenda for which our union is formed.
Again it may be kept in mind that due to over burden of new pay scale implementation to Executives, BSNL is going to be split into another PSU with responsibility of OFC networks and special services, and a possible transfer or deputation or VRS to over 2 lakh of BSNL employees is most likely ( kindly refer the website of executives union for details ) leaving behind only land line services to the BSNL. If this is the case, do you expect the present vacancy of JTO will remain there? or in a worst situation, BSNL may not agree to conduct JTO LDCE as most of the exchanges will be converted into RSUs as it used to be earlier and promotion
prospect is going to be bleak. At present, the existing total JTO vacancy all over India is near about 8000 or so and almost 80% of eligible TTAs are likely to be benefited by conducting early JTO LDCE exam. Whereas, in the MT exam, not even 1 % of DRTTA is going to be benefited though, you are correct in fighting for your rights, at the cost of all waiting TTAs.

Pse correct me if I am wrong and anticipate a benevolent move from our CHQ office bearers in the largest interest of our members.

We are just waiting and doing nothing but still waiting
For wage revision already 2year and 10 months pass still waiting, though only one recognise union from 2006.
Waiting for LDCE to JTO , but in our service now there is 2nd LDCE for JTO to SDE for those JTO who were appointed in the same year with us.
So totaly we get is waiting and waiting.

A boy and a girl were in love.

When the girl's father came to know about their love, he did not like it at all, and so began to protest about it..

Now it happened that the two lovers decided to leave their homes for a happy future.

The girl's father started searching for the two lovers but could not find them .

At last, he accepted their love and asked them to come back home thru a local newspaper. Her father said "If you both come back I will allow you to marry the guy you love, I accept that you loved each other truly."

So in this way, their love won and they returned home.

The couple next day went to town to shop for the wedding dress. He was dressed in a white shirt that day. While he was crossing the road to the other side to get some drinks for his wife, a car came and hit him and he died on the spot..

The girl was devastated and lost her senses. It was only after sometime that she recovered from her shock.

The funeral and cremation was the very next day because he had died horribly.

Two nights later, the girl's mother had a dream in which she saw an old lady. The old lady asked her mother to wash the blood stains of the guy from her daughter's dress as soon as possible. But her mother ignored the dream.

The next night her father had the same dream, he also ignored it. Then the girl had the same dream the next night, she woke up in fear and told her mother about the dream. Her mother asked her to wash the clothes with the blood stains immediately.

She washed the stains but some remained. Next night she again had the same dream. She again washed the stains but some still remained. But again the next night she had the same dream and this time the old lady gave her a last warning to wash the blood stain, or else something terrible would happen.

This time the girl tried her best to wash the stains, and the clothes nearly tore, but some stains still remained.

She was very tired.

In the late evening the same day while she was alone at home, someone knocked on the door. When she opened the door she saw the same old lady of her dream standing at her door. She got very scared and fainted.

The old lady woke her up... and gave her a blue object, which shocked the girl.

She asked "What is this....?" The old lady replied...

I think that all of us are agree with the facts given by ramakrishna. As we all SNATTA members are supporting BSNLEU since long time with Nos.,time& money. Why shouldn't BSNLEU favour & support us, whenever we need ? At present we are part of the recog. union so SNATTA chq. must presurrise the Namboodiri ji to take up the issue of JTO LDCE & MT case on the union platform.
We all are discussing so many point about the eligibility of JTO LDCE with 7 yr.& 5 yr. limit but friends this is the fact that still we are waiting for the 7 yr. orders from mgmt. Our cadre is totally dependent on the mercy of namboodiriji & mgmt. & both are not bother about this cadre sincerely ,so we request SNATTA chq. to pls. discuss the above matters of MT & JTO LDCE with GS, BSNLEU & Mgmt. frequently so as to get the Max. benefits to our cadre.

vikas explained the matter very well. approaching cat for eligibility by spending 1000 to 1500
by every person and that too for the exam which surrounded by so many problems leaves so much confusion.
our SNATTA must file a court case which may benfit all tta's. why our leaders are thinking on that i don't know. if we get the eligibility through court case then it will be like a jackpot to us for our service restriction in jto ldce.
for financial help i can say whithout any doubt that everybody will contribute to it. one thing is that why we are not taking financial help from BSNLEU.consider this
every month from our 10,000 ( for example ) tta's 10,000 X 15 = 1,50,000
for 1 year 1,50,000 X 12 = 18,00,000
i think we all are doing this for last 4 years.
in this MT issue BSNLEU should not leave every thing on SNATTA saying that it is going to benifit you people only, pl. do it your self. till now our union behaviour is like that only.

As our strength is low compared to other cadres and we also need BSNLEU support in some big issues. But this should not be taken as weakness.

STANDARD LINE PARAMETERS of ADSL MODEM

Friends i am working in broadband section in rajkot ssa and few months ago one of our group member had posted a mail regarding various parameters value for line condition as a standard to be followed.

Dear Nand Lal,

In the case of ZXDSL831AII modem,if all the DSL,Internet,PC/USB LEDs are flashing simultaneously,then the modification in adapter is useful.Just cut the adapter (be careful,it may damage the PCB or any component).Short the two circled points(image 4) as shown in image5.That's all.But surely the quality of these modems is not up to the mark.

Chandigarh CAT has provisionally allowed all the 62 petitioners (TTA+BE+4 YEARS) to appear in the MT exam.
Now we are going to pressurise the BSNL managment to allow all the TTAs to appear in the MT examination.
Till then friends are once again requested to start the procedure to submit their farms for MT examination through proper channel.

Dear Friends

The Chandigarh CAT has provisionally allowed all the 62 petitioners (TTA+BE+4 YEARS) to appear in the MT exam.

Today our CHQ will meet the management to pressurize it to make all the members of SNATTA eligible under the reference of the Chandigarh CAT decision, if management wont agrees then we had no option but to proceed to the legal fight in Mumbai CAT.

In Mumbai CAT while admitting the Origional Applicant we have to make All the Members of SNATTA as Applicant / Petitioner so those will be eligible for appearing in the MT Exam.
So it is requested to all the members of Maharashtra who want to appear in the exam kindly Send their email mentioning their Full Name , Age , Qualification with Marks & Contact Number to me or contact Mr.Shailesh Dhande.

We need to arrange an Advocate in Mumbai CAT and to file a Case with filling VP(ValikPatra) from all the petitioner , the Format for the same will be send to those people who will send their email and ready to become the petitioner then they have to sign it and needs to mail by courier to the address of the Advocate urgently.

We are trying to make it as simple as and as early as possible. Approximately Rs.1000/- per Petitioner is charged by the Advocate in general.

Keep yourself ready with the Degree documents attested copies.

Hope today management gets agrees to make every one Eligible then we may don´t need to go for the Legal Preceding in Maharashtra.

We have to submit the case to CAT Allahabad.In this regard, all the TTA's having BE+4 years experience in BSNL,Kindly contact me.So we may submit the case to CAT.This is urgent, bcoz 14th oct is last date for submission the application form and it may take time.we have to prepare thelist of petitioners.Only petitioners may be allowed to appear in the Exam.

Dt 24..08.2009 Congratulations! Comrade VAN Namboodiri confirms that BSNL Management Committee has approved the reduction in qualifying service condition from 10 years to 7 years in the JTO LDCE.
IT GIVES GREAT PLEASURE TO SEE THE REDUCTION OF SERVICE CONDITION FOR JTO LDCE EXAM FROM 10 TO 7 YEARS. I WOULD LIKE TO REQUEST THE CHQ TO PROVIDE THE ABOVE SAID ORDERS ON THE WEBSITE AT THE EARLIEST POSSIBLE.
I WOULD LIKE TO CONGRATULATE THE SNATTA CHQ FOR THEIR GREAT EFFORTS AND ALL MY SNATTA FRIENDS FOR THEIR UNITY.

hai
know that i m posted same rural place more then 6 and half year also my request of transfer is pending since 2005 in the office of ADT (G) through proper channel . Is that any aprover transfer policy of BSNL for transfer rural to city.

Hi Friends Congratulations,

Now we are one step closer to JTO (internal ) exam., as
JTO (Internal) syllabus is notified by BSNL C.O., syllbus is uploded on
SNATTA website soon.

We are very happy to inform all of you that Management accepted&
incorporate almost all suggestion made by SNATTA Chq.

Friends Chq is pursuing each matter promptly but it is not possible to
declare all the things on this plateform , so pls have faith on our
SNATTA office bearers because we have a single aim " Betterment of TTA's
at all the levels.

Hi Friends,

This letter is provided by SNATTA Chq. for the syllabus of JTO(Telecom),
as such suggestions is most required one to make the Examination as
easier most for all TTA's & this will be very helpful for crossing the
Qualifieng Marks & all TTA's will become JTO in one shot.

As in priviously decided syllabus is having equal weighate to Tech. &
Non Tech. sections . also sectional cutoff is there so SNATTA Chq.
Pursued the case & this will yield a good result for all of us.

We are very happy & thankful to Namboodiri Ji for incorporation of our
suggestions. Now prepare for the JTO (T) with this syllbus as Chq. hope
that the orders for 7 yr. service conditions is released soon.

i am very hopefull that within 2-3 months all the disputes among the
TTA's ( Off. JTO's & Us ) get over & all TTA's will become JTO
{including off. JTO's (by personnal upgradetionmethod to Regular JTO's
just like RSA & PI) & remaining through JTO LICE.}

SUB: Suggestion for the syllabus for the Limited Internal Competitive
Examination (LICE) in the cadre of Junior Telecom Officer (Telecom).

Dear Comrade,
With due respect, I want to draw your attention & pursuance on the
following points of the draft syllabus regarding LICE for JTO (Telecom).

1 A) The weightage of Section I – General English & General studies
should be reduced to 50 marks instead of 100 marks
&
B) Weightage of section II should be increased to 150 marks instead of
100 marks.

As in case of recently declared syllabus for LICE of JTO (Telecom
Factory), the weightage of Section I – General English & General
studies is limited to 50 marks & weightage of Technical section is of
150 marks i.e the weightage of section I is limited to 25% only.Also in
case of JTO External Examination the weightage of General English &
General studies is limited to 20 marks out of total 180 marks i.e. 11%.

2 All the Question should be objective Multiple Choice type only.

As JTO (Telecom Factory) questions are objective Multiple Choice types
only.

3 There should be no negative marking.

As there is no negative marking in any internal examination of BSNL
including LICE of SDE post.

4 There should be no sectional cutoff.

As the syllabus contains a single section of Technical subject i.e.
section II & other is non-technical, General English & General studies
only, so the cutoff should be aggregate type not the sectional one.
