hi,
its surprising to know from the below fact that there is some meeting
happened between SNATTA and CGMT in Chandigarh.

None of the Chandigarh TTAs knows about this meeting, not even the District
Secretary of SNATTA Chd knows about this thing.

*Can anybody tell me why this all happening in Punjab ONLY and Why CHQ is
mum. Does CHQ hold any power or not..???*
i cant tolerate it any more, enough is enough.

*why the Transfer case of 100 TTAs is not discussed in the meeting..??*

SNATTA Circle body of Punjab should follow some protocols and let the local
active members know about such meeting and also must take the DS SNATTA Chd
in the meeting. i am against any kind of autocratic style of working.

Bandhan Preet Singh

*Beware of paper cups in your pantry!*

[image:
http://www.technoparktoday.com/wp-content/uploads/2010/09/papercups.jpg]Varun*,
an IT professional working in Technopark, was finding himself with an upset
stomach every night. While normal medical checks revealed nothing wrong in
him, deeper probes revealed the reason – his stomach was collecting
significant amounts of wax. And doctors identified the villian – the
ordinary paper cups he used for drinking his tea at his office pantry.
Disposable paper cups have become quite popular in office pantries due to
the convenience it offers. What many overlook is the fact that these paper
cups are coated with a tiny layer of wax, which is essential to prevent
water from seeping into the paper. When very hot liquids are pour over this
cup, the wax may disintegrate and a little may come off, which will promptly
be sent along with the drink into our stomachs! While our body can discard
minor amounts, over the long-term, it does become a problem.
So what can be done about it? *You can try to bring your own glass
cups.*Glass is one of the least reactive materials in the world
(remember acids
are stored in glass vessels, blood samples are collected in glass plates –
these are for a good reason). But glass does have the problem of breaking
easily, so it requires good care. Ceramic cups are probably the best bet. Of
course, you can also use your ordinary stainless steel glass, but never use
plastic ones – its dangers are even worse than wax!

8. RCom, Tata talk metro 3G alliance with MTNL, BSNL
Posted by: "Bandhan.P.Singh" email13@gmail.com bsnl_chd
Date: Mon Sep 27, 2010 5:43 am ((PDT))

*RCom, Tata talk metro 3G alliance with MTNL, BSNL*

Early winners of 3G spectrum — Bharat Sanchar Nigam (BSNL) and Mahanagar
Telephone Nigam (MTNL) — have found a novel way to make money from the
next-gen telecommunications play.

The public-sector telcos are in talks for infrastructure sharing deals with
private peers. They will share their 3G base stations in circles where other
telcos do not have 3G spectrum.
MTNL and BSNL together have over 14 lakh 3G subscribers. While the former
has 3G spectrum in Delhi and Mumbai, the latter has it in the remaining
circles.

J Gopal, executive director, Mumbai telecom circle, MTNL, said private
operators such as Tata Teleservices in Delhi, Reliance Communications (RCom)
in Mumbai want to avail of the company's base stations to offer 3G service.
"For the subscriber it would make no difference as the arrangement is at the
back end.

For us it is exciting as it is a good revenue source," he said.
Gopal said the arrangement will mean an upfront payment of `100 crore per
operator per circle, in addition to revenue share for each subscriber of the
operator.

Similarly, operators are in talks with BSNL for base station sharing in most
other telecom circles.

A source in RCom confirmed that the company is in talks with MTNL. "We do
not have 3G spectrum in Mumbai. So we look to share MTNL base stations to
enable our subscribers with roaming 3G services," said the source who did
not wish to be named.
MTNL was the first telecom operator in India to launch 3G mobile services
when it launched Jadoo in Delhi in February 2009. It launched the service in
Mumbai a few months later. Though it
had targeted to have 2 lakh 3G subscribers in two years, MTNL has already
amassed more than 4 lakh 3G subscribers in the two metros.

"Events such as IPL (Indian Premier League) cricket helped in rapid
subscriber generation. For instance, we saw about 3,000 subscriber additions
per day when the IPL was on. In Mumbai, video streaming has been a hit. We
have seen our average revenue per user going up by about `30 to close to
`200 owing to the 3G uptake," said Gopal.

On the other hand, BSNL, which operates in all circles except Delhi and
Mumbai, has amassed over 10 lakh subscribers for its 3G services, after
first launching the service in March 2009.
However, some observers say that both MTNL and BSNL would have generated at
least three times the current 3G subscriber base had they focused on
providing relevant application-based services to users.

10. Most 2G licences given by Raja illegal, says CAG
Posted by: "Bandhan.P.Singh" email13@gmail.com bsnl_chd
Date: Mon Sep 27, 2010 5:43 am ((PDT))

*Most 2G licences given by Raja illegal, says CAG*

<http://timesofindia.indiatimes.com/india/Most-2G-licences-given-by-Raja-illegal-says-CAG/articleshow/6632742.cms#ixzz10j5kiQLJ>

NEW DELHI: *Adding a new twist to the 2G spectrum scam, the Comptroller and
Auditor General (CAG) has in its latest communication told the department of
telecom (DoT) that a vast majority of the 126 licences controversially
issued by the government in 2008 are illegal*.

The sensational audit finding will further complicate the situation for the
UPA government as Supreme Court begins to monitor investigations into the
allocation of 2G spectrum under the stewardship of telecom minister A Raja
in January 2008.

According to sources, CAG wrote to DoT in the second week of September that
more than 75 licences issued in the 2G spectrum allocations have violated
several of the guidelines for granting Unified Access Services Licence in a
Service Area. These guidelines were issued on December 14, 2005 by DoT.

The CAG's communication to DoT says these licences were awarded to companies
that did not meet several of the basic criteria laid down under the licence
conditions. The finding comes over and above CAG's draft report that has
indicted Raja for personally approving many of the important decisions that
finally resulted in nine companies -- five of them with no experience in the
telecom sector -- pocketing precious spectrum at throwaway prices.

CAG has listed a host of violations of DoT guidelines by the five new
entrants and their several newly-floated companies. Among those indicted by
CAG in its latest communication are Unitech, Loop, Swan, Datacom and Allianz
Infra. Through various companies floated by them, together they hold over 75
of the total 126 licences given by the government without an auction. Some
estimates have calculated the loss to the exchequer because of this sale in
the region of Rs 60,000 crore.

CAG has also found some cases of forgery. In many of the licences, the
Memorandum of Association of the applicant companies did not specify that
they were being set up for telecom business, many of them were for
construction business. So to overcome the need to have new MoAs approved by
the registrar of corporate affairs, some of them put up unsigned MoAs in
their applications. Many companies did not have adequate paid-up capital,
and in some cases, they had violated cross-holding rules in telecom sector.

In the case of eight companies of Unitech, all of them held the annual
general meetings just a day or two before the application was to be
submitted. Officially, the AGMs were all held over two days within hours of
notices being given, showing the farcical nature of the entire exercise.

The CAG findings now go beyond the issue of auction, and highlight the fact
that DoT did not ensure that the companies adhered to its own guidelines.
Raja had recently managed a law ministry opinion that CAG cannot question
government's policy decisions, but the latest findings show that his
department did not even carry out basic due diligence.

The findings add further complications to the 2G spectrum scam. Earlier, in
its draft report, CAG had pointed out that Raja personally approved the
issue of the now infamous press release of January 10, 2008, insisting on
first-come-first-serve basis for allocation of licences, and giving
operators just an hour's window to deposit demand drafts. The press release
also advanced the cutoff date for submission of applications to September
25, 2007.

Raja had approved and signed the approval notings for the allocation of 2G
spectrum to all the nine companies. Raja personally decided on the various
cut-off dates in 2007, and later in January 2008, which favoured select
companies, CAG found. First-come-first-serve was never DoT policy for
granting licences, contrary to Raja's claims. It had been the policy only
for release of spectrum after licences were granted, the CAG draft report
said.
