In my SSA private operators GSM & Fixed No are barred from BSNL office & res. service connections within circle. Now some new level like 91 , 96 & 95 are open with short code so these level ane dialed with zero within state.

If any friend have detailed information about operator / level wise information (sourse of information ) then please provide it.
