The salient features of the Non Executive Time Bound Promotion Policy are as follows.
There will be four (4) promotions to BSNL recruited Non Executives each after eight (8) years of service in a particular pay scale.The DOT absorbed Non Executive has been provided with first pay scale upgradation after 4 years but with no financial gain and the second after 7 years. " The explanation given by BSNLEU is that they have been compensated for the service rendered in DOT."
Now the promotion policy goes as follows.
The Direct Recruited TTA Joined BSNL in Jan-2002 in the Pay Scale of 7100-200-10100. After eight years of service his basic will be 7100+(200*8)
After one Increment 7800+225=8025
8025+225=8250
8250+225=8475
8475+225=8700
8700+225=8925
8925+225=9150
There are some FR rules and if i have corredtly understood the policy suggest one addtional increment in the new pay scale after placing them in the higher pay scale. Means the TTA will be placed in 8925 (More than 8700) on Jan2010 and one additional increment means his basic pay will be 9150 on Jan2010. So effectively in the old Pay Scale he will get 9150-8700=450 hike in basic. This might increase in the New Scales after 2nd Wage Revision.
By this TBP TTA will get the JTO scale after 32 years of service which is nothing but a harsh Joke with the career aspirations of TTA.
