Just write a letter to GM for permission for pursuing/completing higher studies and ask your JTO SDO to forward it with their remarks if they want to put. Also don't write to claim any preparatory holidays, write only about leaves on exam date. Otherwise take the help of Unions. They can not stop your permission any way. If they don't want you to complete study then they can put remarks only on your letter. This is the sole discretion of GM to allow you or not. At that level also you can take the help of Unions.
