Dear Kariya,
It has already been clarified that 2008 batch TTAs will not get the 30% fitment as on 01.01.2007. All the employees(what ever may be the cadre - many employees joined as Sr.TOA, Group-D etc.on compassionate ground) who joined after 01.01.2007 will be placed in the revised starting scale of their cadre. All the scales will be revised by a same multiplication factor. It is not possible to grand a higher multiplication factor for 7100 scale alone. So I think the one and only one solution is up grading the TTA pay scale to a higher scale.

I THINK THAT IF WE 2002 BATCH TTA WIIL BE GETTING OUR BASIC BETWEEN 18000 TO 19000 AFTER 30% FITMENT, SO 2008 BATCH WII BE GETTING  BASIC BETWEEN 15000 TO 15600 ATLEAST , LESS THAN THAT IS UNFAIR TO THEM SO I THINK THAT OUR ASSOCIATION WILL TRY  BEST TO GET THIS.

Dear Comrade,
I would like to bring your kind attention to an important point which is to be treated as the most urgent.
The expected fitment and DA merger, whatever it may be, is due w.e.f.01.01. 2007. All the staff are eagerly waiting for it and they hope the union will not let them down. But unfortunately this fitment and DA merger is not applicable to the young, dynamic and well qualified 2008 batch TTAs since they were not in service as on 01.01.2007. Instead, they will be placed in the new pay scale of TTA cadre. Here the danger is! If we go through the pay scale revision of Executives then we will come to know that the executive cadre's starting scales have been revised by a multiplication factor of around 1.9.[Eg.-E2 pre revised-10750. Revised-20600( 10750*1.916) ]. Considering all the practical aspects one can't expect a multiplication factor of more than 1.9 for non executive's starting pay scales. If it is done so then the TTA's starting scale of 7100 will be revised as around Rs.13500. The 2008 batch TTAs will be placed in this revised scale. It seems to be too sweety;isn't it? But the revised DA is only 16% today! So the total monthly benefits for a 2008 batch TTA would be just around Rs.500 only. There is no need to explain that this highly productive TTAs will be extremely frustrated when the other non executives get a monthly increment of around Rs.5000. They have already witnessed their JTOs and SDEs benefitted by 10000-15000 per month.
In all previous wage revisions, the new employees were highly benefitted. But this time it seems to be a slap at the face of the new entrants. The new JTOs who joined after 01.01.2007 got a reduced salary after the wage revision. The leaders of executive unions ignored the problems of new JTOs. We hope BSNLEU will not take such a step mother attitude towards the new TTAs.
The one and only one solution of this problem is to up grade the TTA pay scale to Rs.9200. The revised of which is expected to be around 17500. Unfortunately BSNLEU, in their charter of demands, only demanded the pay scale up gradation of TMs,Sr.TOAs, Driver,Cable jointer,Casual workers etc. No TTA is there. It is highly discriminative as  even a blind can see.
The TTAs were getting a basic pay of Rs.7100(Equivalent to 5000 of CDA). Now the CDA scale of 5000 has been upgraded to 9300+4200 grade pay(2.7 times). So the Rs.7100 scale has to be upgraded to Rs.19170 by all means. Now the difference between a Diploma Engineer and a B.Tech Engineer in Govt. department is just Rs.400 only(B.Tech Engineer now gets 9300+4600 grade pay). But in BSNL the difference between TTA and JTO is 2750. There is no scales in between a Diploma Engineer and B.Tech Engineer in Govt.departments. But in BSNL there are too many scales in between TTA & JTO. 
When an internal exam was called for to the post of Junior Hindi Translator, TTAs couldn't attend it because it's scale was same as TTA. Only those employees who were placed in the lower pay scale than TTA were allowed to write the exam. Now in DoT, Junior Hindi Translator has been placed in pre revised 6500 and the revised 9300+4200 scale. So executive unions have demanded the pre revised Rs.9850 scale for Junior Hindi Translators in BSNL. It is crystal clear that TTAs have all the rights to get the same pay scale(JTO's scale may be up graded to E2(10750) scale).
Management has given a fitment ranging from 30% to lower level executives and upto around 70% to higher level executives. Our union stated it several times to claim more than 30% fitment for non executives. The same fitment method should be applied to non executives also. i.e.30% fitment to lower level non executives and upto 70% fitment for higher level non executives. It has been demanded by NFTE also. I hope our union will raise this genuine demand in the coming wage committees. 
Considering all these facts we demand a pre revised Rs.9200 pay scale for TTA and a point-to-point fixation on it with effect from 01.10.2000. Please go through our represention attached herewith.
Our CHQ has informed all these facts to Com.VAN Namboodiri. Being the NCM member and CS of a Circle where BSNLEU got the highest majority, you deserve a sound voice in your CHQ and we hope you will raise these points there.
